III. INTRODUCTION
A course for male and female students enrolled in any baccalaureate degree or at least two
years technical or vocational course in public or private educational institution. Include basic
concepts of values formation and community or the enhancement of its facilities, especially those
devoted to improving health, education, environment, entrepreneurship, safety, recreation and
morals of the citizenry.

IV. OBJECTIVES. Specifically, after working on this module, you should be able to do the following:
1. To identify the role of the youth in nation building.
2. To motivate, train, organize and involve in military, literacy, civic welfare programs and other
similar endeavors in the service of the nation.
3. To inculcate the ideals of patriotism, nationalism, and advance their involvement in public and
civic affairs.

Requirements of the Course

1. Students’ male and female, of any baccalaureate degree course or at least two (2) year
technical-vocational courses in public and private educational institutions and shall be
required to complete one (1) of the NSTP components requisite for graduation.
2. Each of the aforementioned NSTP program components shall be undertaken for an
academic period of two (2) semesters.
3. In lieu of the two (2) semester program for any of the components of the NSTP, a one (1)
summer program may be designed, formulated and adopted by DND, CHED and TESDA.
4. All higher educational institutions, including State Universities and Colleges (SUCs) and
technical-vocational education institutions, must offer upon enrollment, all the three NSTP
components. However, state universities and colleges (SUCs) are required to provide and
maintain the ROTC component.
5. The Philippine Military Academy (PMA), Philippine Merchant Marine Academy (PMMA),
Philippine National Police Academy (PNPA) are exempted from the NSTP in view of the
special character on these institutions. Other state Universities and colleges of similar
nature will be exempted, subject to approval of the Department of National Defense.

6. Private higher educational institutions (HEIs) and technical-vocational education
institutions with at least 350 student cadets must establish/maintain a Department of Military
Science and Tactics (DMST), subject to existing rules and regulations.

The Minimum Standards for NSTP Implementation

The revised NSTP-IRR mandates the implementation of the 25-hour common module
and 83-hour specific module or a total of 108 hours for two (2) semesters as minimum standards
for NSTP implementation focusing on the main topics:

⮚ Commonwealth Act No. 1 National Defense Act of 1935


Commonwealth Act No. 1, otherwise known as the "National Defense Act", was enacted by the  National
Assembly of the Philippines on 21 December 1935. It provided for obligatory military service for all male
citizens of ages between 18 and 30.

Presidential Decree No. 1706, otherwise known as the "National Service Law", was signed by
President Ferdinand Marcos on 8 August 1980. It made national service obligatory for all Filipino citizens
and specified three categories of national service: civic welfare service, law enforcement service and
military service.

⮚ Republic Act 7077

Republic Act 7077, otherwise known as the "Citizen Armed Forces of the Philippines Reservist Act", was
enacted by the 8th Congress of the Philippines on 27 June 1991. The Reservist Act provided for
organization, training and utilization of reservists, referred to in the Act as "Citizen Soldiers". The
primary pool of manpower for the reservist organization are graduates of the Reserve Officers' Training
Corps basic and advance courses.

HISTORY

Mark Welson Chua (died sometime between March 15-18, 2001) was a student of the
university of Santo Tomas whose death is widely believed to be linked to his expose of alleged
irregularities in the Reserved Officers Training Corps (ROTC) Unit of the university. His death
became the catalyst for the passage of Republic Act 9163 or the “National Service Training
Program (NSTP)” Law, which removed completion of mandatory ROTC as a precondition for
male college students.

Chua took his elementary and high school education at Saint Jude Catholic School and
his collegiate education at the University of Santo Tomas. He was a member of his ROTC Unit’s
intelligence monitoring team. He spilled out to UST’s official publication The Varsitarian about
his first-hand knowledge of corruption in the unit. This resulted into the relief of then
commandant Major Demy Tejares and his staff.
Chua received death threats after his revelations. The new ROTC commandant advised
him to undergo security training at Fort Bonifacio. On March 15, 2001, he was supposed to
“meet” an agent but he was never seen alive again. Three days later, his decomposing body
wrapped in a carpet floated in dirty waters of Pasig River, with his hands and feet tied and face
wrapped in cloth and packing tape. The autopsy report showed sludge in his lungs, indicating he
was alive when he was thrown into the river.
On March 31, 2004, Arnulfo Aparri, one of the four suspects in the killing of Chua, was
sentenced to die by lethal injection, and was ordered to pay 50,000 Philippine pesos to the
victim’s family. The whereabouts of the three other suspects.

Principle of NSTP

Section 1 – Guiding Principle

• While it is the “Prime duty of the government to serve and protect its citizens”, in turn it shall be the
“responsibility of all citizens to defend the security and promote the general welfare of the State”, and in
fulfillment thereof, the government may “require each citizen to render personal military or civil service”.

Section 2 – Role of the Youth

• A. In recognition of the vital role of the youth in nation building, the State shall promote civic
consciousness among them and shall develop their physical, moral, spiritual, intellectual and social well-being. It
shall inculcate the ideals of patriotism, nationalism, and advance their involvement in public and civic affairs.
• B. As the most valuable resource of the nation, they shall be motivated, trained, organized and involved
in military, literacy, civic welfare programs and other similar endeavors in the service of the nation.

NSTP program components

National Service Training Program (NSTP) refers to the program aimed at enhancing civic consciousness and
defense preparedness in youth, by developing the ethics of service and patriotism while undergoing training in
any of the three (3) Program components, specially designed to enhance the youths’ active contribution to the
general welfare.

1. Reserve Officer Training Corps (ROTC) – refers to the Program component, institutionalized sections 38 and 39
of the Republic Act No. 7077, designed to provide military training to tertiary level students in order to motivate,
train, organize and mobilize them for national defense preparedness.

2. Literacy Training Service (LTS) – refers to Program component designed to help the students to teach literacy
and numeracy skills to school children, out-of-school youth and other segments of society in need of their
services.

3. Civic Welfare Training Service (CWTS) – refers to the program component or activities contributory to the
general welfare and betterment of life for the members of the community or the enhancement of its facilities,
especially those devoted to improving health, education, clean and green environment, entrepreneurship,
safety, recreation and moral of the citizenry and other social welfare services.

 The Revised Implementing Rules and Regulations of The National Service Training Program (R.A. 9163)
Pursuant to Section 12 of Republic Act No. 9163 otherwise known as the National Service Training
Program (NSTP) Act of 2001, the Commission on Higher Education (CHED), Technical Education and Skills
Development Authority (TESDA), and Department of National Defense (DND), in consultation with
concerned government agencies, the Philippine Association of State Universities and Colleges (PASUC),
Coordinating Council of Private Educational Associations of the Philippines (COCOPEA), Non-
Government Organizations (NGOs) and recognized student organizations, hereby jointly issue, adopt
and promulgate the following implementing rules and regulations to implement the provisions of the
Act.

This act known as the “Citizen Armed Forces of the Philippines Reservist Act” aims to organize, train,
develop and maintain a support unit to the Armed Forces of the Philippines to help protect our country
and citizens in the event of war, invasion or rebellion; assist in relief and rescue during disaster or
calamities; in socioeconomic development; and in the operation and maintenance of essential
government or private utilities in the furtherance of overall mission.

Pursuant to this act, graduates of ROTC component shall form part of the Citizen Armed Force subject to
Department of National Defense (DND) requirements whereas; graduates of the non-ROTC components
(CWTS and LTS) shall belong to the National Service Reserve Corps (NSRC) and could be tapped by the
State for literacy and civic welfare activities in times of calamities. The guiding principle of Republic Act
9163 known as the NSTP Act of 2001 also states that the prime duty of the government is to serve and
protect its citizens who in turn shall also protect and defend the State for their security and to fulfill this,
the government may require each
citizen to render personal, military or civil service.

FILIPINO CORE VALUES

 Truth one should be ready to deny what is false and to accept what is true. This involves
genuine concern for study and research (denying guesswork or gossip/tsismis) as reliable
sources of information.
 Love for the good should be the basis of decision and choices.
 Faith in the Almighty God holds us away from temptation.

 Integrity connotes wholesomeness or completeness. To a Filipino, it means honesty in all forms,


and despising lying, deceit, cheating, stealing, fraud, hypocrisy, and the like.
 Hardwork. Filipinos are hard working. They must be educated, though, along with the proper
attitude towards work and wise use of money to complement their industriousness.
 Social Justice requires that we have our talents and material possession with those who are
unfortunate and poor. Social justice is founded on the principle that all earthly goods belong to

all men, that everybody has the right to be treated equally, and for those gifted to care for the
less fortunate.
