LEGAL PRECEDENTS OF NSTP
Commonwealth Act No. 1 also know as the
“National Defense Act”
- It was enacted by the Philippine National Assembly
on December 12, 1935 to create an independent
Philippine Military which requires all male
citizens between 18 and 30 years of age to undergo
training in order to povide a military service as
preservation of the state is the obligation of very
citizen.
LEGAL PRECEDENTS OF NSTP
Presedential Decree No. 1706 also know as
the “National Service Law”
- It was signed by President Ferdinand Marcos on
August 8, 1980. It requires all Filipino Citizens to
render national service in any of the three main
programs namely: (a) civic welfare service, (b) law
enforcement service, and (c) military service.

Republic Act 7077 also know as ”The Citizen Armed
Forces of the Philippines Reservist Act”
- It enacted by the 8th Congress of the Philippines on June
27, 1991 to provide the organization, administration,
training, maintenance and utilization of the citizen armed
forces of the Philippines. In the event of war, invasion of
rebellion, to assist in relief and rescue during disaster or
calamities.
National Service Training
Program Act of 2001
This program aimed to enhance civic
consciousness and defense preparedness in the
youth by developing the ethics of service and
patriotism while undergoing training in any of
its three (3) program components, specifically
designed to enhance the youth’s active
contribution to the general welfare of
Filipinos.

THREE COMPONENTS
OF NSTP:
 Shall instill patriotism, moral, virtues,
respect for rights of civilians and
adherence to others.
 Citizenship training shall be given
emphasis in all three programs.
ROTC - Reserve Officer’s
Training Corps
Institutionalized under Section
38 and 39 of Republic Act No.
7077. It is designed to provide
military training to tertiary level
students in order to motivate, train,
organize, and mobilize them for
national defense preparedness.
LTS - Literacy Training
Service
It is designed to train the
students to teach literacy and
numeracy skills to school
children, out-of-school youth
and other segments of society
in need of their services.
CWTS – Civic Welfare Training
Service
Refers to activities contributory to the general welfare
and the betterment of life for the members of the community
or the enhancement of its facilities, especially those devoted
to improving health, education, environment,
entrepreneurship, safety, recreation and moral of the citizenry
and other social welfare services.
Coverage of the NSTP Component
 Requirement for baccalaureate degree for both
male and female students
 Students are expected to learn and acquire the
values and skills in Community Organization
and Development through Management,
Empowerment , and Social Mobilization
Who are covered by the NSTP Law?
 All incoming freshmen students, male,
female enrolled in any baccalaureate and in at
least two year technical-vocational or
associate courses are required to complete
one (1) NSTP component of their choice, as a
graduation requirement.
Who are covered by the NSTP Law?
 All higher and technical-vocational
education institutions must at least offer one
(1) of the NSTP components.
 State universities and colleges (SUC’S),
shall offer the ROTC component and at least
one (1) other NSTP component.
Who are covered by the NSTP Law?
 Private higher education and technical-
vocational education institutions with at
least 350 student cadets, may offer the
component / maintain and consequently a
Department Of Science and Tactics
(DMST), ROTC establish Military subject
to the existing rules and regulations of the
Armed Forces Of The Philippines (AFP).
Who are exempted from NSTP?
 The Philippine Military Academy (PMA)
 Philippine Merchant Marine Academy
(PMMA)
 Philippine National Police Academy (PNPA)
 other SUC’s of similar nature, in view of the
special character of these institutions
Duration of NSTP components:
 Each of the NSTP components is undertaken
for an academic period of two (2) semesters
and is credited for the three (3) units per
semester with fifty-four (54) to ninety (90)
training hours per semester.

requirements of DND (Department of

NSRC – National Service
Reserve Corps
● NSRC is created under Section 11 of RA 9163
or the NSTP Act of 2001.
● Graduates of the non-ROTC components: the
CWTS and LTS
● Members of this Corps maybe tapped by the
State for literacy and civic welfare activities,
through the joint effort of DND, CHED, and
TESDA in coordination with DSWD
NSRC - Mission
 To provide a trained and motivated
manpower pool that can be tapped by the
State for civic welfare, literacy, and other
similar endeavors in the service of nation.
NSRC - Function
a) To assist in the disaster preparedness, mitigation,
response, and rehabilitation programs.
b) To serve as an auxiliary to the Disaster Coordinating
Council (DCC) response units
c) To assist in the promotion of civic welfare activities
d) To assist in socioeconomic development
e) To assist in environmental protection
f) To perform other similar endeavors

Components
Safety and Security
This area involves disaster preparedness during fire,
earthquake or other calamity that needs immediate
response from any trained civilians during emergency
situations.

Examples:
• Basic life saving seminar
• Fire and Earthquake drill
Education
This area involves enhancement of institutional support
materials and facilities for the community and school such as
providing materials containing basic literacy skills for pre-
schoolers, alternative learning system for out-of-school youths
and adults, mathematics and science tutorials and extended
services of skilled students.
Recreation
This area involves sports fest, parlor games for
street children and painting that enrich youth’s
capacities to relate with one another in the
community.
Values Formation and Moral Recovery
This involves the development of youth to be good
leaders, responsible individuals imbued with good
moral values and active agent of development of the
community.
Industry and Entrepreneurship
This area includes programs and activities that are
vital to economic growth. CWTS students
demonstrate technical skills in communities like meat
processing, silkscreen making and how to establish
small business.
Care for Health
This area aims to give knowledge on medical-
related fields and extend health services needed in the
community. It includes medical services like first-aid
operation, vaccination, info dissemination, basic life
saving seminars, heath / nutrition technical assistance
and training of youth to be first aid assistants.
Environment
This area inculcates environmental awareness and
its contribution to health and related fields. It
involves management of waste, environmental
protection, dissemination and application of
technologies supportive of the community needs and
livelihood activities related to environment and other
related fields supportive of the national thrust.
