What is NSTP?
• Republic Act 9163 enabled the establishment of a National Service
Training Program for Tertiary Level students with an aim to promote
civic consciousness among the youth and inculcate in them the
spirit of nationalism and advance their involvement in public and
civic affairs.
• NSTP is a program designed to develop the youth’s physical, moral,
spiritual, intellectual, and social well-being and promote defense
preparedness and ethics of service while undergoing training in any
of its three program components. Its various components are
specially designed to enhance the youth’s active contribution to the
general welfare.
What are its three
NSTP Program components?
1. Reserve Officers’ Training Corps (ROTC)

2. Literacy Training Services (LTS)

3. Civic Welfare Training Services (CWTS)


Reserve Officers’ Training Corps (ROTC)

A program institutionalized under Sections 38


and 39 of Republic Act No. 7077 designed to provide
military training to tertiary level students in order to
motivate, train, organize and mobilize them for national
defense preparedness.
Literacy Training Service (LTS)

A program designed to train students to become


teachers of literacy and numeracy skills to school
children, out of school youth, and other segments of
society in need of their service.
Civic Welfare Training Service (CWTS)

It is composed of programs or activities


contributory to the general welfare and the betterment
of life for the members of the community or the
enhancement of its facilities, especially those devoted
to improving health, education, environment,
entrepreneurship, safety, recreation and morals of the
citizenry.
Who is required to complete NSTP?
• Students of any baccalaureate degree course or at least two-
year technical vocational courses in public and private
educational institutions shall be required to complete one of
the NSTP components as requisite for graduation.
Exemptions only apply to:
i. Students who have already taken NSTP from a prior
degree completed;
ii. Transferees and shifters who have completed NSTP
prior to transferring or shifting; and
iii. Foreign students or aliens.
How much time is needed
to complete the NSTP?

Each of the NSTP program components shall be


undertaken for an academic period of two semesters
(NSTP1 and 2) or an equivalent one-semester integrated
(NSTP 1 -2) course. The allotted time for NSTP classes per
semester is 54-90 hours.

The whole NSTP program weighs six units and should


be taken for two semesters, three units each semester.
Am I allowed to take NSTP 2 before NSTP 1?

NSTP 1 is prerequisite of NSTP 2.


After graduation,
what will happen?

Graduates of the CWTS and LTS components of the


NSTP shall belong to the National Service Reserve
Corps (NSRC) and could be tapped by the State for
literacy and civic welfare activities, especially in times
of calamities while graduates of the ROTC program shall
form part of the Citizen Armed Force.

PRECEDENTS OF NSTP LAW
• Commonwealth Act No. 1
- Main article: National Defense Act of 1935
- Known as the “National Defense Act”,
- Enacted by the National Assembly of the
Philippines on December 21, 1935.
- Provided for obligatory military service for all
male citizens of ages 18 and 30.
• Presidential Decree No. 1706
Presidential Decree No. 1706, otherwise known
as the "National Service Law", was signed into law on 8
August 1980. It made national service obligatory for all
Filipino citizens and specified three categories of
national service: civic welfare service, law enforcement
service and military service.
• The Republic Act No. 7077
This act known as the “Citizen Armed Forces of the
Philippines Reservists Act” aims to organize, train, develop and
maintain a support unit to the Armed Forces of the Philippines to
help protect our country and citizens in the event of war,
invasion or rebellion; assist in relief and rescue during disaster or
calamities; in socioeconomic development; and in the operation
and maintenance of essential government or private utilities in
the furtherance of overall mission.
The Revised Implementing Rules and
Regulations of the NSTP (R.A. 9163)
• Pursuant to Section 12 if Republic Act No. 9163 otherwise known as
the National Service Training Program (NSTP) Act of 2001, The
Commission on Higher Education (CHED), Technical Education and
Skills Development Authority (TESDA), and Department of National
Defense (DND), in consultation with concerned government
agencies, the Philippine Association of State Universities and
Colleges (PASUC), Coordinating Council of Private Educational
Associations of the Philippines (COCOPEA), Non-Government
Organizations (NGOs) and recognized student organizations, hereby
jointly issue, adopt and promulgate the following implementing
rules and regulations to implement the provisions of the Act.
RULE I GUIDING PRINCIPLES
Section 1. Guiding Principle
While it is the prime duty of the government to
serve and protect its citizens, in turn it shall be the
responsibility of all citizens to defend the security and
promote general welfare of the State, and in fulfillment
thereof, the government may require each citizen to
render personal, military, or civil service.
Section 2. Role of the Youth
In recognition of the vital role of the youth in nation-building,
the State shall promote civic consciousness among them and shall
develop their physical, moral, spiritual, intellectual, and social well-
being. It shall inculcate the ideals of patriotism, nationalism, and
advance their involvement in public and civic affairs.

As the most valuable resource of the nation, they shall be


motivated, trained, organized and involved in military, literacy, civic
welfare programs and other similar endeavors in the service of the
nation.
