EVALUATION OF MAINTENANCE COSTS


IN COMPARING ALTERNATIVE DESIGNS
FOR HIGHWAY STRUCTURES

Standard BD 36/92 - Evaluation of Maintenance Costs in Comparing Alternative Designs for Highway
Structures - is applicable in Ireland with the following amendments:

GENERAL
1. This is an interim Addendum to BD 36. It should be used until the publication of a new edition of the
Standard, which is currently being prepared by the UK Highways Agency. It is intended that the new edition
of the Standard, when available, will be implemented by the National Roads Authority.

2. This Standard provides detailed advice on the evaluation of commuted maintenance costs for
alternative highway designs in the United Kingdom. For use in Ireland, Design Organisations shall agree
with the National Roads Authority the procedures to be followed and the economic parameters to be used.

3. At several locations:

SPECIFIC
1. Page 1/1, Paragraph 1.3:
Delete paragraph and replace with:
“1.3 Please note that BD 36 (DMRB 1.2.1) is
inconsistent with the current version of the
QUADRO Manual (DMRB 14.1). BD 36 uses a
Test Discount Rate of 8% and commutes all prices
to 1988. However, in 1997 the UK Department of
Transport revised the Test Discount Rate to 6%
and changed the Present Value Year to 1994.
Although the QUADRO manual was updated, BD
36 remained unchanged. Consequently, for use of
this Standard in Ireland, Design Organisations
shall agree the most appropriate economic
parameters with the National Roads Authority.”

2. Page 1/1, Paragraph 1.5:


Delete Paragraph 1.5 and replace with:
“1.5 This Standard should be used forthwith for
all schemes for the construction and/or
improvement of national roads. The Standard
should be applied to the design of schemes already
being prepared unless, in the opinion of the
National Roads Authority, application would result
in significant additional expense or delay progress.
In such cases, Design Organisations should
confirm the application of this Standard to
particular schemes with the National Roads
Authority.”

For: “Test Discount Rate, currently 8%”
Read: “Test Discount Rate, currently 5%”.

4. Page 3/1, Paragraph 3.1:


[Note: Design Organisations shall agree the Present Value Year with the National Roads Authority.]

Delete sentence: “However,….in Table 3/5.” and replace with:
“However, specific estimates may also be used
with the approval of the National Roads Authority.
For specific estimates, present values shall be
calculated using the maintenance cycles given in
Table 3/5.”

6. Page 3/1, Paragraph 3.4, line 3:
