STATE OF THE MOVEMENT ADDRESS PRESENTED BY LORD DAWDA


JAWARA, NATIONAL HEAD, NBM Of AFRICA AT THE NCOE INTER-TALK
HELD ON THE 9TH OF JUNE 2023 AT ORCHID HOTEL ASABA.

I welcome you all to Asaba the Capital of Delta state. We as members of


NBM of Africa are gathered today to take crucial decisions about our Great
Movement.

Before this day, our Great Movement was almost pulled apart from within by
no more than ourselves and the tussle for power orchestrated by the known
Uche Tobias amongst us. But thanks to the efforts of well meaning leaders
and noble Axemen who intervened, we would have truly broken the spirit of
NBM of Africa.

The Body of Founders in conjunction with Former Heads and Chairmen sat
as constitutionally empowered when the Movement is faced with existential
threat to form an alternative dispute resolution Adhoc Committee. The
outcome of the ADR Resolutions was accepted by the generality of
members and it paved the way for peace. This peace has been plagued by
many infractions and attempts to modify the ADR Resolutions. As Korofo
will have it, we were able to bring ourselves back to the path of truth.
I was elected two years ago on a seven point agenda of

1. Branding/Global identity and acceptance


2. Accountability
3. Making the welfare of all Axemen paramount
4. Empowerment
5. Redefining the temples/inclusion policy giving
6. Making the Uhuru Heritage Center a reality
7. Having the listening ears of Every Axeman

You will all agree with me that in 12 months all my campaign promises were
met by I and my team of Executives. All thanks to those Axemen that gave
me all I needed to achieve these agenda. The Uhuru Heritage Center which
houses the Secretariat of our Organization has been a big problem for
previous leadership but to the glory of God Almighty that edifice hosted the
2022 Convention at Benin. You all will agree with me that the Movement is no
longer seen as a Faceless Organization. We have done so much in the
rebranding of the Movement. The problem the Movement has presently is
the few wrong characters that have refused to change their attitudes.

The NEXCO under my watch has expended time and energy to encourage
Zones and Regions to take up corporate social responsibility activities in their
areas. Today the face of NBM of Africa is truly different. Within this image
laundering process we went to Court against the BBC and the Linda Ikeji blog
for defaming and misrepresentation of our identity as NBM of Africa. We
have renovated police stations in various cities within the country for the
comfort of the Nigerian police and for effective policing. In the month of
November 2022, 12 states that were ravished by flood were beneficiaries of
our palliatives and welfare package.

Despite the distractions from the enemies of the Movement, this


administration has scored high at all levels. If the NEXCO has gotten the
necessary support needed, the Organization would have definitely gotten to
UHURU. More successes would have been achieved. In the last one year, I
have been blackmailed with so much lies, false petitions written to the EFCC,
the Police and the INTERPOL by supposed leaders who have one time or the
other led this Organization.

They all have forgotten so soon that NBM of Africa is a spiritual Movement.
They also have forgotten the oath they took that “The day I become an agent
of oppression or betray the Neo black movement of Africa, May this
Kokoma squeeze life out of me”.
This oath I know is still very much alive. Axemen around the world are very
much aware of the plans to hijack the Movement by these enemies of the
Movement whom have refused to adapt to the positive change this
administration has brought to the Movement. This Movement is not owned
by you few but it is owned by the generality of Axemen Worldwide. Axemen
Worldwide will resist any further attempt to hijack the Movement. It is
expected that everyone should come together to better the Organization we
all cherish. I will further appeal to these persons to please give peace a
chance. The Movement presently needs a breadth of fresh air.

Today, despite the ADR Resolutions that ushered in peace, we are again
faced with more sanctions, suspensions and threats of Deaxations which
have become daily infractions across the Movement. We should not forget
that we are a Brotherhood and we should be our brother’s keeper.
Unconstitutional decisions are taken in Council meetings just to
disenfranchise Axemen. Axemen are suspended and removed from office
because they supported the National Head during the impasse. Persons well
known to be part of the problems within the last one year are now used as
Committee Members by the NCOE Chairman to witch-hunt lords that resisted
them during the impasse. These same persons attempted to unseat me at
Asaba NCOE (coup de’ tat). Even recently in a platform being operated by the
National Eye (Mr Akanimodu) and the Almighty Onyeama, they raised funds
to unseat me, yet I did not punish anyone for these failed attempts.

If the NCOE Chairman was pardoned by the ADR for being deaxed in 1998, it
is expected that every other Axeman that has erred should also be pardoned.
A lot of persons within the Council have refused to adhere to the ADR
decisions. Cases are still in Court, Police, INTERPOL and the EFCC. These
petitioners are all hiding under the NCOE Chairman Lord Albert Luthuli. I will
want this Council to take a decision on all these persons that have continued
to violate the ADR. Let me use this medium to appeal to the NCOE Chairman
to allow peace to reign. Power is transient.

I also wish to draw your attention to the conduct of NCOE Meetings as it


specifically pertains to Zoom Meetings. The NCOE is constitutionally
empowered to hold quarterly meetings in plenary. While only specific issues
which can be resolved by a voting app of YES or NO shall be discussed in an
electronic platform.
Therefore a Zoom Meeting is unconstitutional and cannot discuss critical
issues or treat disciplinary matters or issue sanctions and review petitions
sent to the NCOE. See section 10 subsection 2 (K) “The NCOE may, due to
limited time at physical meetings or in convening a physical meeting, adopt
the use of electronic communications such as voting apps for decisions on
specified issues that can be decided”. In other words the decisions taken at
the last Zoom Meetings should be reviewed.

You will all agree with me that the Resolution of the Previous 4 NCOE
Meetings are never the true reflection of the meetings held. The writer of
these Resolutions does it to suit himself and his pay masters. The actions of
the NCOE Chairman are rebellious to our constitution. He breaches the
constitution at will. As a Jurist, it is expected of him to be constitutional
guided. This rebellion of his, led to his deaxation in the year 1998. This
continuous rebellious act has destroyed every structure in the Movement. Till
date he has not complied with the ADR Resolution. He has encouraged
members to take NBM documents including Minutes of IT’s, Resolutions of
IT’s to different security agencies. His attitude is un-axemanship. This is not
acceptable. I am calling on the Council and all members of the Movement to
take note. As an Organization we can’t continue with his divisive and
manipulative measures to deceive Axemen.

Many petitions against my person and other NEXCO officers are still pending
at the EFCC, Court and SIB. These petitions were personally written by the
NCOE Chairman and given to members of this Council to set the
Organization back. I have appeared and nothing has been found wrong either
in practice of my duties as the National Head or in my personal businesses.
These unwholesome acts meant to truncate this administration have
exposed the Movement to security agencies and in KFo name, we will be
vindicated and those found wanting will face the law.

ON BLENDING: The Council has approved over 10 Zonal blending for the
diaspora Zones alone. I think this is an abuse. The Zones now blend every
dick and harry as long as you meet up with their financial demand without a
proper check on their qualifications for membership. This approval for
blending is jeopardizing the security of our Organization. I as the National
Head do not even know those that are admitted into the Organization. It is
becoming crazy. Let me also use this medium to request from the Council
that equal opportunity to blend should be given to the home Zones just like
the diaspora Zones.
2023 CONVENTION: Despite the plans by some persons led by the NCOE
Chairman to frustrate the Convention from holding, we are finally in Asaba
holding this event. This Convention is an Election Convention and the
National Convention shall elect and inaugurate officers for another two
years of Leadership of NBM of Africa at the Zonal and National levels. We
all know that the security of all Axemen is paramount to the NEXCO. The
NEXCO will not allow anyone to jeopardize the security of any member due
to selfishness.

ZONE CREATION: I further wish to inform the Council that I have received
applications for the creation of New Jersey Zone, Chicago Zone, Ajoroso
Zone, Uganda Zone, Midland Zone and LA Zone. I implore Council to do its
due diligence on them.

REGIONAL HEADS ELECTION: In line with the 2019 constitution as


amended, Section 13 subsection 1 (f) “Where the RH is participating as a
candidate in the said Regional Election, the NEXCO shall appoint an officer
from the NEXCO or any other member of the Organization as it may deem
fit to preside over the election, in such a manner that will reflect true
Democracy, Transparency and fair play to all concerned”. The NEXCO
conducted the elections in Edo Region and Mid-Western Regional
elections. Mr. Edo Wimpy won the Edo Regional Head’s election with a total
number of 15 votes as against Mr. Ozeba that lost the election. While in Mid
-Western Regional election, Alhaji Ayuba Sedenu won the election to be re-
elected back as the RH. Both elections were free & fair.

ZONAL ELECTIONS & ELECTORAL APPEALS: In line with Section 10


subsection 2 (c) “The election of the Chairman and the Scribe shall be at
the first NCOE meeting held during the Convention where the N-Exco
officers are also elected”

d) The said NCOE meeting shall be convened and presided over by the
outgoing Chairman to conclude the business of the NCOE such as:

I. Electoral appeals and the setting up of an ad-hoc independent


electoral committee of three (3) members chosen from amongst
NCOE members who shall conduct the election of the officers of the N
-Exco.
ii. The NH will thereafter dissolve the old NCOE and inaugurate the newly
elected R-Heads, Z-Heads, ZCOE Chairmen, the 2
Representatives/National Elders from Zones into the NCOE who shall
then elect a Chairman and Scribe from among the non-statutory
members.”

It is clear that all electoral appeals should be treated same day elections of
the NEXCO officers and NCOE are conducted. Treating an election appeal is
a complete abuse & rebellious to the constitution. Rebellion on our
constitution is unacceptable. On Zonal elections, the NCOE Chairman’s
interference is overbearing. He does this interference in-order to cause
crises within the Zones and taking advantage to install candidates that will
vote for him in the NCOE chairmanship election. This act is condemned and
should be looked into by this Honourable Council.

Finally, I wish every contestant the best of luck as we experience a transition


to a new tenure and I also wish the council a fruitful deliberation.
