Current Situation: In the Philippines, 78% of pupils did not achieve the required levels
of competency in any of the three PISA courses. 19% of people met the required overall
reading literacy competency level. 19% of people met the requirement for overall math
literacy at Level 2 or above (PBed, 2023).

2. Reduced Inequalities
Current Situation: After increasing to 49.2 percent in 1985 from 42.4 percent, inequality
(measured by the Gini index) trended downward to 42.3 percent in 2018. Along with
increased subsidies, the movement of workers—including those from lower
backgrounds—to more productive industries with wage income was significantly
responsible for the decline in poverty (Pernia, 2022).
Initiatives: The World Bank stated that the Philippines has achieved significant progress
in eradicating poverty in a report titled "Overcoming Poverty and Inequality in the
Philippines: Past, Present, and Prospects for the Future" which was published today.
According to the research, three themes can be used to organize policy priorities for
reducing inequality in the Philippines: mending the pandemic's scars and fostering
resilience; laying the groundwork for a robust and inclusive recovery; and encouraging
more equality of opportunity (Belghith et al., 2022).

3. Gender Equality
Current Situation: According to the percentage of women in waged work in the
non-agricultural sector, there hasn't been much progress made toward gender equality in
the labor market overall. In the Philippines, it is believed that fewer than 60% of men's
annual wages are made by women (Asian Development Bank, 2013).
Initiatives:
Gender Fair Education (GFE) Program
Gender, Peace and Security (GPS) Program
Gender and Development (GAD) Program
