For the recruitment of a consultant for the detailed studies, control and supervision of the Lolabe-
Campo expressway construction works (Complete project management)

1. This Expression of Interest is pursuant to the General Procurement Notice published on the
Bank's website on 01/06/2022.
2. The Government of the Republic of Cameroon has been granted a loan from the African Development
Bank to contribute to the financing of the project to develop access roads to the industrial and
port area of Kribi” and intends to use part of the allocated resources to finance the complete project
management of the Lolabe-Campo expressway construction works.

3. The services provided under this operation will be carried out in two phases as follows:

- During the first phase, the Consultant will carry out the Detailed Design (DD) studies and
prepare the tender enquiry;
- During the second phase, the Consultant will carry out control and supervision services,
divided into three missions as follows:
➢ Mission 1. (WEM): Works Contract Execution Management
➢ Mission 2. (OCS): Organisation, Coordination and Management of Work Site;
➢ Mission 3. (AAO): Providing assistance during acceptance operations and the completion
guarantee period.

4. The Minister of Public Works hereby invites consultants to apply with a view to providing the services
described above. Interested consulting firms must provide information demonstrating that they have
the required qualifications and relevant experience for the performance of the services (documentation,
reference for similar services, experience in comparable missions). Consultants can set up a joint
venture to enhance their qualifications.

5. The eligibility criteria, shortlist and selection procedure will be in accordance with the “Procurement
Policy for Bank Group Funded Operations ”, October 2015 edition which became effective on 1st
January 2016, and is available on the African Development Bank’s website at: http://www.afdb.org.

6. Interested Consultants may obtain further information at the address below, during the following
working hours: between 09:00 a.m. and 3:00 p.m.

7. Drafted in sextuplicate (6), including one (1) original and five (5) copies, labelled as such, tenders
shall be submitted in a sealed envelope at the JF-RPU/MINTP’s secretariat located in the premises of
the Regional Delegation of Public Works for the Centre, opposite the Municipal Lake, latest on
August 22nd, 2022 at 3 p.m. They shall bear following: “CALL FOR EXPRESION OF
INTEREST No. 075 /AMI/MINTP/CPR-FC/ICP/SPM/IS2/2022 of 01st August, 2022 for the
recruitment of a consultant for the complete project management of the Lolabe-Campo
expressway construction works.”
