Series of 2023 SUBJECT: REVISED PROCEDURES IN THE PROCESSING OF APPLICATIONS FOR GOVERNMENT AUTHORITY TO OPERATE UNDERGRADUATE AND GRADUATE DEGREES IN ENGINEERING In accordance with the pertinent provisions of Republic Act (RA) No. 7722, otherwise known as the “Higher Education Act of 1994,” and by virtue of Commission en banc Resolution No. 550-2022 dated October 11, 2022, the hereunder revision of CMO No. 56, series of 2016 entitled “New Procedures in the Processing of Applications for Government Authority to Operate Undergraduate and Graduate Degrees in Engineering’ is hereby adopted and promulgated by the Commission, for the guidance of all concerned CHED Regional Offices and stakeholders and in pursuit of a continuous effort to safeguard the quality of engineering programs in the country. In consideration of the sufficient time given to higher education institutions to transition to Outcomes-based education per CMO No. 37, series of 2012 and in view of recent developments on quality assurance, the processing of applications for government authority to operate undergraduate degrees in engineering as stipulated in CMO 56, s. 2016 is hereby revised as follows: Xxx “All applications for government authority (Permit, Renewal Permit, and Recognition), to operate undergraduate engineering programs with approved Policies, Standards, and Guidelines (PSG), including requests for issuance of a certificate of program compliance (COPC), shall be submitted to the concerned CHED Regional Offices (CHEDROs) for processing and issuance of appropriate government authorization/certificate upon compliance with existing CHED minimum standards, following applicable and current process and procedures of CHED. PROCEDURES ON APPLICATION 1, These new procedures shall cover both public and private HEIs that will apply for Government/Renewal Permits, Government Recognition (GR), and Certificate of Program Compliance (COPC) to operate undergraduate and graduate engineering programs with approved Policies, Standards and Guidelines (PSG) 2. As part of the requirements, HEI shall submit a duly notarized application document including an accomplished Self-Evaluation Document (SED) based on the existing PSGs for the Engineering program and other applicable CHED issuances. 3. All applications for government authority to operate undergraduate and graduate Engineering programs shall be submitted to the CHED Regional Offices for review of the completeness of application documents based on the GPR Form ~~ Higher Education Development Center Bul ippines Web Site: ww ched.gov.oh Tel. For the processing of applications, online submission of applications will be utilized as per existing guidelines approved by the Commission. All HEIs intending to offer Engineering programs will need to register and submit their applications through https://cfss. ph/application/login. php 5. An application with incomplete supporting documents shall be returned to the applicant HEI by the CHEDRO. For applications to operate undergraduate engineering programs: a. Applications with complete supporting documents shall be considered for processing and will be scheduled for a joint ocular/evaluation visit of CHED RQAT and OPSD Technical Panels/CommitteesiEvaluators (TE). The concerned CHEDRO shall organize the conduct of the joint ocular/evaluation visit. The evaluation report of the CHEDRO ROAT and the OPSD TE shall be deliberated by the Evaluation team to prepare the Final Evaluation Report. b. For applications with deficiencies, a Notice of Deficiency shall be sent by the CHEDRO to the applicant HE! for compliance after the joint evaluation and inspection. c. Submission of Compliance by the HEIs: 1. If the Noted deficiencies are in the areas of Curriculum, copy of valid PRC licenses, MOA/MOUs, appointment, copy of TOR, publication, Library book collections, and other documentary requirements, the HEI shall be given a one-time submission of compliance within fifteen (15) calendar days upon receipt of the official communication; or ©.2. If the Noted deficiencies are in the areas of Physical facilities, library personnel, library space & Journal subscription, faculty members, administrators (the dean and program chair), librarian, and guidance counselor, the HEI shall be given a one-time submission of compliance within thirty (30) calendar days upon receipt of the official communication. Failure to rectify the noted deficiencies within the prescribed period shall mean that the application can no longer proceed with the evaluation process and shall be considered denied without prejudice to re-application, d. The final decision and issuance of appropriate government authority/certificate shall be acted upon by the CHEDRO upon the favorable recommendation of the Evaluation Team. e. For disapproved applications, HEIs are allowed to file a motion for reconsideration, within fifteen (15) days from receipt of the denial of an application, Only one (1) motion for reconsideration shall be allowed. f. The CHEDRO shall issue a written approval or disapproval of the application to the applicant HEI. g. All approved applications to offer undergraduate engineering programs shall be included in the CHED registry of authorized higher education programs. 7. For applications to operate programs without corresponding PSGs and all graduate engineering programs: a. Applications with complete supporting documents shall be considered for processing by the CHEDRO and will be scheduled for a joint ooular/evaluation visit of CHED RQAT and OPSD Technical Panels/Committees/Evaluators (TE). The concerned CHEDRO shall ‘organize the conduct of the joint ocular/evaluation visit, b. For applications with deficiencies, a Notice of Deficiency shall be sent by the CHEDRO to the applicant HEI for compliance after the joint evaluation and inspection. The said Notice will specify the timeline for the HEI to submit compliance depending on the noted deficiency. Failure to rectify the noted deficiencies within the prescribed period shall mean that the application can no longer proceed with the evaluation process, and shall be considered denied without prejudice to re-application. HEIs are allowed for one-time submission of compliance. c. Applications that are found to be compliant with CHED minimum standards by the joint CHEDRO-OPSD Evaluation team shall be favorably endorsed to the OPSD for final review and recommendation for Commission en bane decision. d. The OPSD shall undertake Phase 2 of the program evaluation through the Technical Panel/Evaluators to deliberate on the results of the evaluation and endorse for approval/disapproval of the Commission en banc including the issuance of appropriate government authorization to the applicant HEI. e. For disapproved applications, HEIs are allowed to file a motion for reconsideration, within fifteen (15) days from receipt of the denial of an application. Only one (1) motion for reconsideration shall be allowed. f. OPSD shall issue a written approval or disapproval of the application through the CHEDRO to the applicant HEI. All approved applications to offer engineering programs shall be included in the CHED registry of authorized higher education programs. MONITORING MECHANISM To continually uphold and sustain the quality of engineering programs, the following mechanisms shall be implemented: 1. Regular submission of the annual report (on or before June 30) on details of issued government authorization/COPC for Engineering programs by the CHEDRO to OPSD; 2. Creation and management of a database of CHED authorized engineering programs, including the current status of compliance with existing policies, standards, and guidelines; 3. Regular conduct of training/orientation/ealibration workshops! consultation on relevant laws, issuances, policies, and procedures related to policy enforcement and implementation of engineering programs; 4. Conduct of Implementation Audit by OPSD per CHED Administrative Order No. 2, series 2014. All applications received by CHEDROs which have not yet been forwarded to OPSD, as of January 15, 2023, shall be processed according to these new procedures. This CMO supersedes CMO No. 56, series of 2016, “New Procedures in the Processing of Applications for Government Authority to Operate Undergraduate and Graduate Degrees in Engineering” and shall take effect immediately.
