1 Objective, target group and provision

1.1 Objective

This Technical Requirement (TR) describes the general activities and principle work processes
involved in preparations and execution of commissioning.

The overall goal being to verify and document that the systems are designed and built to fulfil
their respective functionality and operability requirements.

Provide requirements and reference to guidelines for the preparation and execution of
Commissioning and hence ensure a standardised and timely implementation of relevant
activities.

1.2 Target group

The target group is personnel working with Commissioning activities within the project
development for Investment Projects.

1.3 Provision

Provision is made in Equinor Management System (FR05 Project Development)

2 Commissioning in a project
This TR describes the Commissioning activities versus relevant phases in the Capital Value
Process.

Concept planning phase (DG 1 → DG 2)

Definition phase (DG 2 → DG 3)

Execution phase (DG 3 → DG 4)

3 Concept planning phase (concept studies)


SR-27228 - The Commissioning frame conditions shall be accounted for including associated
costs, the Project Development Strategy (PDS) must reflect such frame conditions.

4 Definition phase (FEED / pre-engineering)

4.1 General

SR-27231 - If necessary, the main project specific governing document: “Project Development
Strategy (PDS)” shall be updated before DG3 in relation to commissioning.

4.2 Organisation

SR-27233 - A Commissioning Manager shall be assigned to the project to ensure that


commissioning is properly catered for in accordance with applicable project frame conditions,
execution philosophy and other relevant constraints. The Commissioning Manager shall report
to the Project Manager or Completion Manager.

4.3 Plan for commissioning preparatory activities

SR-27235 - A plan for the commissioning preparatory work shall be developed and resources
assigned accordingly.

SR-27236 - The commissioning preparatory work shall be specified in due time before
commissioning execution.

4.4 Commissioning strategy

SR-27239 - The Commissioning strategy shall be incorporated in the overall construction and
commissioning strategy. The strategy shall be developed according to the project frame
conditions and the execution philosophy. The main objective is to describe the principles for
administration, planning, organization and execution of Commissioning.

The strategy will be developed throughout this phase, but the first main elements are:

Boundaries/interfaces
Extent of commissioning participation in factory acceptance testing

SR-27241 - The Completion strategy shall act as a common basis and intermediary of the
applicable principles for Completion in the Project and shall form the basis for contractual
requirements related to Completion.

4.5 Project specific commissioning manual

SR-27243 - A project specific commissioning manual based on the Equinor standard


Commissioning TR shall be developed in this phase. This Equinor standard Commissioning TR
may be selected unchanged.

4.6 Contractual input

SR-27245 - Based upon the commissioning strategy, contractual requirements shall be


developed and included in the respective Invitations to Tender.

4.7 Cost estimate

Cost estimating involves developing an approximation of the costs for the resources needed to
complete the commissioning scope. The Project’s estimating department is responsible for
developing the cost estimate. The commissioning estimate will be carried out in close co-
operation with the Commissioning Manager.

SR-27248 - A Commissioning risk list as part of the project’s risk process shall be established.
The list will be an input to the estimating department to ensure a contingency according to the
project phase and the accuracy of the basis data.

SR-27249 - Costs shall be estimated for all resources that will be charged to the project. This
includes, but is not limited to, labour, vendor assistance, commissioning spares, consumables,
tools, temporaries etc.

Based on experience from earlier project the rule of thumb for Commissioning estimates are:

Offshore project: 5 – 7 % of total cost.


Offshore Modification project: 3 – 5 % of total cost.
Onshore project: 3 – 5 % of total cost.

4.8 Other Commissioning preparatory activities

SR-27252 - The Commissioning preparation phase will extend past DG3 since actual execution
of Commissioning activities will not commence before late in the next phase (Execution Phase).
The Commissioning preparatory plan shall be optimized according to established
Commissioning strategy. This means that a number of Commissioning preparatory activities will
be started in this phase and continued post DG3. For simplicity these activities are dealt with in
chapter 5 of this TR.

5 Execution phase (detail engineering)

5.1 General

Commissioning activities in this phase are divided into the following main categories:

5.2 Commissioning preparatory work

5.2.1 General

The Commissioning preparatory work involves, activities like:

Update / elaborate the Commissioning strategy developed during the definition phase.
(E.g. commissioning methodology, Organisation, etc.)
Planning (including requirement for vendor assistance.)
Implementing ProCoSys
Budgeting / Estimating
Developing commissioning packages.

5.2.2 Commissioning strategy

SR-27260 - The commissioning strategy shall be updated / elaborated as required, i.e. to cover
Commissioning methodology, manning, start up responsibility* etc.

SR-27261 - The Commissioning strategy shall act as a common basis and intermediary of the
applicable Commissioning principles within the Project.

SR-27482 - * If commissioning and start-up respectively, are to be executed by different


groups/parties, the interface must be precisely defined.

5.2.3 Scope planning

The purpose of scope planning is to map and document the commissioning scope in order to
obtain an understanding of what to do, how to do it, when to do it and who is to do it, taking into
consideration the project frame conditions, execution philosophy and other applicable
constraints and assumptions.

SR-27264 - The scope planning shall form the basis for analysing and developing the
organisational structure, resource planning, cost estimating, schedule, methods and tools
(quality measures) to execute the commissioning.

5.2.4 Resource planning

SR-27266 - Resource planning is to determine the quantity of physical resources (people,


equipment, materials and consumables), expressed in terms of man-hours, weight units or
percentage, required to perform the commissioning scope.

SR-27267 - The resource planning shall appear in the following format:

Direct resources
Management and indirect resources
Vendor assistance
Services from Operation
Equipment/tools, material and consumables
Commissioning Spares
First fill

5.2.5 Budgeting / estimating

SR-27270 - Updating of the Project Current Control Estimate (CCE) is performed on a regular
basis throughout the project. Input covering the Commissioning activities shall be prepared
accordingly. The Commissioning input will be an update and further detailing of the estimate
established in the Definition Phase.

Elements to be considered are:

Logistic (supply boat, helicopter )


Storage onshore and offshore.
Teambuilding
IT cost
Consumables and first fill (ref. section 5.1.13)
Temporaries including operation and maintenance
Personnel
Travelling expenses (commuting, business trip)
Offices and accommodations ( offshore and onshore)

Courses
Tools
Work permit system and administration at onshore fabrication site

Rotation schedule / working arrangement

5.2.6 Planning

5.2.6.1 General

A system oriented network plan is the basis for the scheduling activities related to the
commissioning execution phase.

The schedule development process for this phase is iterative with the resource planning.

5.2.6.2 Commissioning planning

SR-27277 - A commissioning execution schedule shall be prepared containing all


commissioning packages distributed in time.

SR-27278 - A system oriented network plan incorporating commissioning package inter-


dependencies, start-up sequences, etc. shall be developed. This plan shall also be governing
for construction- and mechanical completion activities.

In order to simplify the monitoring of the work, it is beneficial to break the plan into separate
“operational/functional” milestones.

5.2.7.1 General

Commissioning is a line function with execution responsibility.

SR-27284 - Commissioning is normally organised in disciplines, each discipline will have


system responsibility. The system responsible shall ensure involvement from relevant
disciplines as required in order to complete the work within the system.

5.2.7.2 Mobilisation of commissioning personnel in the preparatory phase

SR-27286 - A small group of commissioning engineers shall be mobilized to execute and


complete all preparatory work in due time before starting the commissioning execution.

5.2.7.3 Plan for mobilisation for the execution phase

SR-27288 - A plan for further mobilisation of Commissioning personnel for the Execution Phase
shall be developed.

SR-27289 - The commissioning organisation shall be adapted to the Project frame conditions,
execution philosophy, project master schedule as well as commissioning scope of work.

SR-27290 - Organisational, technical and inter discipline interfaces shall be taken into
considerations when concluding the final organisation.

The Commissioning organisation will normally include a number of engineers as well as


technicians/mechanics/operators supplied by Contractor/Operations/vendors as found
beneficial.

5.2.8 Commissioning package definition

SR-27293 - All systems shall be broken down into relevant commissioning packages and
further into mechanical completion packages.

SR-27294 - Commissioning packages shall be prepared for all systems in accordance with the
relevant engineering numbering system.

SR-27295 - A Commissioning Package shall be a natural break down of a system/subsystem


taking into consideration the following:

planned/anticipated construction sequence

MC requirements

SR-27296 - All commissioning packages shall be marked-up on relevant engineering


documents clearly defining the extent of the various commissioning packages.

SR-27297 - The marked-up drawings shall be made available in / through ProCoSys.

For details reference is made to Guideline “Definition of Commissioning Packages”, Doc. No.
GL0304.

5.2.9 Commissioning procedure/CPCLs

SR-27300 - The commissioning procedure is a description of the necessary pre-checks,


functional and operational checks which shall be carried out and documented during
Commissioning of the installation. Each Commissioning procedure shall cover one system only
(exception can be made for small modification projects with multi system packages).

SR-27301 - Required pre-checks shall be identified on Commissioning preparatory check lists


(CPCL’s), which shall be referred to or attached to the respective procedures. This also applies
for Running Logs.

Company’s standard CPCL’s and Running Logs are incorporated within ProCoSys.

SR-44075 - The commissioning procedure shall be uploaded into ProCoSys through import
(specified word-template must be used) or written directly into ProCoSys. During execution of
commissioning all signatures shall be done directly in ProCoSys (electronic signing).

SR-27303 - The commissioning procedures shall have a standard format/layout and content.

For details, ref. is made to Guideline “Preparation of Commissioning Procedures, Doc. No.
GL0308.

SR-27305 - Factory acceptance tests that may be credited as Commissioning shall be reflected
in the Commissioning procedure, to avoid tests being repeated unless deemed necessary.

SR-27306 - Commissioning involving “energy” and/or physical work shall not commence prior to
acceptance of the respective RFC Certificates

SR-27307 - Commissioning activities related to any one system, which can only be completed
after system transfer to Operations / Start-up, shall be specifically highlighted in a separate
chapter/section of the Commissioning procedure.

5.2.10 Commissioning work instructions

SR-27310 - Additional and/or specific work instructions shall be developed as required.

5.2.11 Definition of commissioning temporaries and provisions in permanent design

SR-27312 - Requirements for commissioning temporaries and/or provisions in permanent


design shall be identified. This should be a continuous focus while defining commissioning
packages and writing the procedures. In addition special meetings for the purpose of identifying
such needs may also prove beneficial.

Typical temporaries / provision in permanent design to be considered are:

steam
potable water
fresh water
seawater
sewage
nitrogen
drains
instrument air
plant air
power
additional flanges
additional valves
additional tie-ins
spools
Electrical (e.g. load testing equipment)
Equipment for valve calibrating
Safety equipment
Fire protection and alarm systems

5.2.12 Commissioning spare parts

SR-27315 - Early identification and purchasing of commissioning spare parts (Commissioning


SPIR) are required to ensure availability in due time before start of commissioning execution.
Clarification of principles and responsibilities for selection, procurement and handling of spares
required for commissioning shall be given high priority.

SR-27316 - Evaluation and purchasing of commissioning spare parts shall be sought co-
ordinated with operational spares.

5.2.13 Commissioning consumables and “First Fill”

SR-27318 - The Commissioning team shall identify the requirements for consumables and “first
fill” and ensure purchase in due time prior to start of commissioning execution.

SR-27319 - Typical consumables may be:

5.2.14 Factory acceptance test

SR-27323 - Commissioning personnel shall assist engineering in preparation for and execution
of Factory Acceptance Tests at selected suppliers in order to implement commissioning
experience into the test methods.

SR-27324 - The commissioning team shall evaluate the test procedure and participate
in/witness Factory Acceptance Testing (FAT)/Vendor Tests of selected packages/equipment.
For details reference is made to guideline “Preparation and documentation of Factory
Acceptance Testing by Participating Commissioning Engineer”, Doc. No. GL0310.

5.2.15 Training of operation and maintenance personnel seconded to commissioning

A significant part of Operations’ training of maintenance and operations personnel will normally
take place by involvement in commissioning.

SR-27327 - The Commissioning Manager shall play an active role in the development of the
training schedule for such personnel to ensure no conflict between involvement in
commissioning and other training activities.

5.2.16 Project completion system (ProCoSys)

SR-27329 - ProCoSys shall be used for registration of commissioning packages with


associated dates for start / complete of Commissioning execution. If “operational/functional”
milestones are developed, milestone priority with associated commissioning packages shall
also be registered. (ref section 5.1.6.2)

SR-27330 - Documents showing the extent of Commissioning packages shall be available in or


through ProCoSys, ref section 5.1.8 above.

5.3 Commissioning execution

5.3.1 Transfer of responsibility from construction to commissioning (RFC)

SR-27333 - Transfer of responsibility of commissioning packages from Construction to


Commissioning shall be formalized on a commissioning package level.

SR-27334 - In order to make this transfer as smooth as possible and to save time, construction
and commissioning shall preferably make joint inspections. (See also section 5.3)

5.3.2 Safety during commissioning

5.3.2.1 General

SR-27337 - Commissioning shall be executed in a safe and controlled manner to avoid damage
to installations, pollution to the environment and injury to personnel.

SR-66762 - A HMS commissioning preparatory check list (CPCL) shall be filled out before
commissioning execution.

The challenge is normally that construction and Commissioning work is carried out
simultaneously and often in close vicinity to each other.

SR-27339 - In order to avoid incidents in cases where construction and commissioning are
executed in parallel, the following general rules shall apply:

SR-27340 - A work permit system shall be introduced and implemented as a minimum for all
systems/sub systems where one or more commissioning packages have been handed over to
commissioning or for selected areas. In such case the following supportive information/measure
shall be prepared:

mark up of relevant drawings identifying where commissioning is ongoing


definition of construction areas versus commissioning areas to identify where the work
permit system shall apply (if the permit to work system is area related).
Systems/subsystem/areas clearly marked in field.

SR-27341 - Alternatively, all systems shall be regarded as undergoing commissioning and the
work permit system shall be used for all systems/areas

SR-27342 - For both alternatives the following supportive work processes shall be utilized:

routines for powering-up and work on electrical systems shall be applied


routines for livening up of other systems shall be applied, i.e. LUN/LUR (GL0309 Livening
Up of systems during Commissioning at Construction Site and GL0305 Livening Up
'Request LUR)

5.3.2.2 Work permit system

SR-27344 - The Work Permit System and the administration of it may vary dependent on the
project execution philosophy. However, one of the following three alternatives applies:

Alt.1: Administrated by Operations’ organisation according to own Work permit System

Alt.2: Administrated by Company (Project) with Work Permit System adapted to the Project

Alt.3: Administrated by Contractor based on a Work Permit System developed by Contractor


and reviewed/accepted by Company.

5.3.2.3 Commissioning marking

SR-27349 - Systems or areas subject to commissioning shall be marked with unique and
recognisable signs which cannot be mixed up with other marking or signs. (If Commissioning is
the only party executing activities in this phase, the requirement for marking may be omitted.)

SR-27350 - The marking can appear as tape/signs attached to individual items and/or as a
barrier of an entire area.

5.3.3 Commissioning preparatory checks

SR-27352 - The physical pre-checks and dynamic verification of a system shall be performed in
accordance with the commissioning procedure. Relevant pre-checks using the commissioning
preparatory check lists (CPCLs) shall be performed to ensure operability, maintainability and
readiness for multidiscipline dynamic commissioning.

The CPCL’s are standard forms with checks to be performed for various disciplines, e.g.
Electrical, Instrument, and Mechanical. The checklists are used to standardize the checks for
each type of tagged equipment.

SR-27354 - The pre-checks shall, to the extent applicable, be sought carried out in a joint
punch-out with construction/mechanical completion and representatives from Operations to
achieve joint agreement with respect to detected punch items during Construction / MC

standard verifications activities (ref. TR2148 and TR2149).

Typical pre-checks are:

Drawing verification (P&IDs, D&IDs).


Including check of correct mode of safety devices.
Check for correct installation of instrumentation including transmitters, control valves,
on/off valves, dampers, detectors, etc.
Internal inspection of vessels, columns, furnaces, reactors, etc.
Vent and drains located at high and low points respectively
Accessibility for maintenance
Sufficient/lifting aids installed
Platforms/lay down areas satisfactory
HMS check list for commissioning activities
Etc.

5.3.4 Punch-lists

SR-27357 - A common punch list for construction and commissioning shall apply, clearly
identifying the party responsible for corrective actions. Punch items identified by commissioning
related to deficiencies in the construction work shall be submitted to the relevant construction
discipline that shall make sure that they are recorded on the relevant punch list and registered
in ProCoSys.

SR-27358 - The responsible commissioning engineer shall upon system transfer of


responsibility from Commissioning to Operations (RFO) register on the same punch list as for
construction, deficiencies in the commissioning work.

5.3.5 Cleaning

SR-27360 - Cleaning of equipment and pipes will be performed as part of the


construction/mechanical completion though in the presence of representatives from
Commissioning who shall verify that the cleanliness satisfies the process requirements. If
acceptable cleanliness cannot be achieved without running permanent equipment, the activity
shall be included as part of the commissioning scope of work and performed after the CPCL
checks but prior to the multi-discipline dynamic commissioning.

SR-27361 - Prior to starting critical equipment such as compressors and pumps, video

inspection shall be considered and carried out, if so concluded.

5.3.6 Leak testing

SR-27363 - A leak test shall be carried out to ensure that all flanged connections, plugs etc. are
fitted correctly without leaks. The test medium is normally dry pressurised air, water or nitrogen.
Both external and internal leakage points are to be checked.

SR-27364 - The requirements for maximum leakage through closed valves set forth by
Subcontractor shall be met.

SR-27365 - The leak test shall be performed according to accepted procedures and the test
results shall be documented.

SR-27366 - For Greenfield projects, new modules and skids (including first valve connecting
utility systems) a sensitive leak test (N2He-test) shall be performed for system/equipment which

includes:

Produced hydrocarbons
Toxic of flammable gases
Volatile liquids

SR-27367 - For sensitive leak test, the maximum allowed leakage rates shall be:

Maximum 1 m3/year (35,3 ft3/year) for mechanical joints


Maximum 5 m3/year (176,5 ft3/year) for stuffing boxes.

SR-27368 - For Brownfield projects/modifications, the selection of leak test method shall
depend on an assessment covering (see work process OM05.07.02 – Select leak test method):

Number of mechanical connections to be tested


Localization (affected areas)
Zone classification in the area
Redundancy in the system/equipment, with the ability to isolate any leaks

5.3.7 Bolt tension

SR-62945 - Any flanges that has been bolt tensioning/torque and documented during the
fabrication phase that has to be disassembly after RFC and prior to TAC/RFO (Commissioning
period), shall be documented in the form of a new CPCL or relevant bolt tensioning/torque
documentation attached to the relevant punch item.

SR-62948 - An Activity and Inspection form shall be completed and attached to the CPCL or to
the relevant punch list item. It shall be a clear reference between the drawing number and the
joint reference. Where there is no traceable joint reference on the specified drawing, then it may
be necessary to include a marked-up drawing in addition to the Activity and Inspection form.

SR-62947 - Activity and Inspection form shall be used for all Utility, Drilling and Process
system, exclusion is made for joints in non-hazardous utility systems with pressure class
including ASME/ANSI class 300/PN50, where the system has an operating temperature
between 0-50°C. All flanged connections that has been bolt tensioning/torqued shall be
physically marked.

5.3.8 Consequences for safety and production of a leak when the system/equipment is
pressurised Critical valves and flanges

SR-27370 - Valves requiring special care to ensure “tight shut off” shall be given special
attention. These include:

process shut-down valves


emergency shut-down valves (shut-down and blow down)
manual “block” valves

SR-27371 - Valve criticality should be reviewed by Engineering, Construction and


Commissioning Team and methods assessed to prevent damage to valve internals during
construction.

SR-27372 - Any requirements concerning this issue shall be reflected in the relevant discipline
specifications/installation procedures.

SR-27373 - Critical flanges (e.g. compact flanges) should be reviewed by Engineering,


Construction and Commissioning Team and methods assessed to prevent damage during
construction.

SR-27374 - Any requirements concerning this issue shall be reflected in the relevant discipline
specifications/installation procedures.

5.3.9 Pressure relief valves

SR-27376 - The pressure relief valves shall be recalibrated prior to commissioning ref.
Mechanical Completion Requirements. A re-calibration in the commissioning phase shall be
done if “hot commissioning” is not finished within 11 months after RFC (handover to
commissioning).

SR-27377 - Company may grant a deviation from this requirement for some of the pressure
relief valves, based on a categorization of the valves.

5.3.10 Multidiscipline dynamic commissioning

SR-27379 - The purpose of the multidiscipline dynamic commissioning is to run the systems as
close as possible to the various operational modes in order to confirm compliance with the
requirements for functionality and operability. The responsible commissioning engineer shall
sign off the commissioning procedures successively, as the various functionality and operability
checks are completed. When all commissioning activities within a procedure have been
completed, the procedure will be an historic record of the tests carried out including any special
test methods encountered during the course of commissioning.

SR-27380 - Relevant signed check lists, logs and inspection reports shall be compiled by the
responsible Commissioning engineer in an appendix to the commissioning procedure.

SR-27381 - Relevant tests performed and witnessed by Commissioning during the Factory
Acceptance Test shall not be repeated unless deemed necessary.

SR-27382 - Running logs shall be used for recording of operating parameters during running of
various equipment/system.

5.3.11 Commissioning queries

SR-27384 - Commissioning queries (Co-query) shall be raised by Commissioning and


submitted for clarification or for formal approval of proposed changes to project
design/specifications.

SR-27385 - Commissioning queries shall be administrated by the query system in ProCoSys.

SR-27386 - Relevant commissioning package and discipline affected shall be identified for each
query.

5.3.12 Commissioning progress reporting

SR-27388 - Commissioning progress shall be reported on a regular basis.

SR-27389 - When the physical Commissioning work on a Commissioning package is complete,


the scope is defined as having reached 95% completion. A package shall not be reported as
100% complete until all “paperwork” and the following RFO Certificate has been issued and
accepted.

5.4 Transfer of responsibility from Project / Commissioning to Operations

5.4.1 General

SR-27392 - In order to make this transfer as smoothly and timely as possible it is an advantage
to invite Operations to participate in the joint punch outs (ref section 5.2.1 above). A common
punch list, signed by all parties, shall be developed and made available in / through ProCoSys.

SR-27393 - Upon successive completion of Commissioning and compilation of associated


documentation for a system, a RFO Certificate shall be issued for acceptance by Plant
Integrity/Operations.
Upon acceptance of such RFO Certificate, Plant Integrity formally accepts the transfer of
responsibility for daily operation and maintenance of the system*.

*Note: The transfer may be done partly for one or more Commissioning packages aggregating
to a full system transfer upon completion of all commissioning packages defined within the
system.

5.4.2 Technical acceptance and Joint agreement certificate

Technical Acceptance Certificate (TAC) can be used in projects where a commissioning


package is mechanical complete and commissioning scope are finished, but transfer of
responsibility for daily operation and maintenance of the system can not be performed. This
work process shall follow the same process and requirements as for RFOC. Any outstanding
scope (LCI, construction or commissioning) shall be punch listed and agreed upon with
Operations as some punch items category B may typically be accepted as unresolved upon
RFOC/TAC. Operations signing of TAC is an acceptance of the extent and quality of the work
performed and a commitment for future transfer of responsibility.

Joint Agreement Certificate (JAC) can be used to ensure a common understanding of the
quality of the systems and the extent of work done on the respective commissioning packages
which cannot or will not be finalized onshore, i.e. a TAC cannot be achieved (i.e. outstanding
construction (carryover), hook-up scope or commissioning scope). The main purpose of JAC is
to avoid that discussions and issues that may be handled during onshore commissioning is
conveyed to the offshore phase and hence, as a consequence delay the RFOC process. Use of
JAC will be updated in our governing documents.

5.4.3 Documentation

SR-27397 - All documents relevant for documenting the execution of Commissioning shall be
compiled per system in dossiers. The dossiers shall be compiled in ProCoSys, unless specific
governing requirements prevail (e.g. requirements by an authority having jurisdiction).

SR-27398 - The dossiers shall typically contain, but not be limited to the following
commissioning documentation:

RFO Certificate
RFC Certificate
Signed off commissioning procedure including CPCL’s and running logs
MC / Commissioning status
LCI status
Punch lists
List of relevant commissioning queries
List of Non-conformance reports
SWCR status report

SR-27399 - The RFO shall include a statement to document that any drawings changed during
the course of commissioning have been “red line” marked up and submitted for “as built”
updating and further, that the Master Copy (normally kept in the control room) has also been
updated as applicable

for functionality and operability.(A commissioning package may also consist of one or more
static parts of an installation e.g. civil, steel structures, tie-ins, hook-up spools etc.)

Commissioning Plan
System oriented plan, showing the logical commissioning sequence (at commissioning package
level) based on mutual dependencies of the various commissioning packages and start-up
sequence.

Commissioning Preparatory Check Lists (CPCL)


Check list for tagged items to ensure readiness for dynamic functional/operational tests.

Commissioning Procedure
A description of the relevant preparatory activities, inspections and tests to be carried out to
prove and document compliance with requirements for functionality and operability.

Commissioning queries
Written request submitted by the Commissioning team to Engineering for formal clarification,
correction of design, change to documents, drawings or philosophies.

Commissioning running logs


Sheets for recording operating conditions and running time for different equipment categories
during the commissioning phase.

Commissioning spares
The spare parts required available in storage prior to start commissioning.

The computer-based system owned and provided by Equinor. (This facility is a web based
system for follow up of Mechanical Completion, Preservation and Commissioning.)

Punch-List
A listing of deficiencies to the project specifications/drawings.

Ready For Commissioning (RFC)


Means the process for transfer of responsibility from the Construction Team to the
Commissioning Team.

Ready For Operations (RFO)


Means the process in connection with responsibility transfer of the daily operation and
maintenance activities from the Commissioning Team to Plant Integrity/Operations.

Start-Up
Means introduction of produced hydrocarbons, volatile liquids, acids or other hazardous
materials requiring normal operating precautions and routines to be implemented.
Alternatively, connection to national electrical power grid.

Status of Blinds
Register which identifies all blinds /piping inserts which are installed/removed, and associated
