NATIONAL CAPITAL REGION DIVISION OF CITY SCHOOLS-MANILA Office of the Schools Division Superintendent March 27, 2023 DIVISIONMEMORANDUM No. 162 _, s. 2023 DELEGATION OF VARIOUS HUMAN RESOURCE ACTIONS TO SCHOOLS To: Assistant Schools Division Superintendents Public Elementary and Secondary School Principals All Others Concerned 1, The Human Resource Management Services (HRMS) is currently experiencing a shortage of manpower due to the reassignment of Administrative Officer II and Administrative Assistants II and III to the different Elementary and Secondary Schools in the Division of City Schools, Manila. In view thereof, delegation of some tasks to schools shall be undertaken to ensure continuous delivery of quality service. 2. Relative thereto, the following processes of the different human resource actions shall be observed effective April 3, 2023: a, Service records requested by school personnel shall be prepared in the school and signed by the school principal exept for GSIS processing of claims in which case it shall be forwarded to the HRMS for signature; i. If the service record is requested by the school principal for all purposes including GSIS processing of claims, it shall be prepared in the school and forwarded to the HRMS for signature. In all cases, the schoo! principal shall ensure that these service records are updated in cases of step increment, salary adjustment, promotion and other actions necessitating adjustment thereof. b. Notice of Step Increment (NOSI) and all attachments thereto (Estimated ‘Computation of Step Increment-for Non-IUs and Plantilla of Step Increment Based on Length of Service), of all school personnel (regardless of the date of entitlement thereto, except those that have been submitted to the HRMS prior to April 3, 2023) shall also be prepared in school. 3. Acommon template shall be used in the preparation thereof. However, to prevent delay in the exchange of papers due to correction, thereby maximizing efficiency, soft copies of Service Records (only those that shall be submitted to the HRMS for signature) and NOSI shall be sent by the school to the HRMS for checking. Request for Certificate of Employment (COE) with Compensation shall be processed and issued by the school except when it is to be issued in favor of a school principal in which case the HRMS shall prepare the same, 7.
