I-GOALS AND OBJECTIVES ‘The main goal of this project is to be a bridge that enables those who are unemployed during pandemic to find innovative ways to gain income which is suitable for them during pandemic. Moreover, the specific objectives of this project are the following: 1, To deliver public services through utilizing the available technologies and social media platforms. 2, To introduce innovative ways of income sourcing such as online selling, online teaching, being a costumer sales representative etc. 3, To share knowledge and techniques on how to do online business and online job-related activities. 4, To train the participants on basic usage and functions of office equipment such as computers, Looptops, Printers, etc. 5. To Maintain sustainable development in the Marawi City 6. To encourage the people of Marawi city who will join on the said event to engaged themselves into online business/online related job opportunities as an altematives source of income. II-RATIONALE CVID-19 pandemic has brought many changes in our lives, society and even in our economy. Which causes many people to lose their job and many enterprises to temporarily shut its operation due to covid 19 restrictions. In fact, the labor foree survey of the government has recorded the highest unemployment rate in the country in April 2020. This survey is quite alarming but on the bright side, since everyone is staying at home using their gadget for intemet surfing, a virtual business industry was established where most of the companies are doing online business transactions, and work from home activities. on the other hand, online selling becomes one of the ‘most rapidly growing industry in which various businesses who could not open their store chose to hire people who will sell their products Prior to the implementation of the project, the organizers would have a collaboration with the big enterprises and organization in nearby places like Iligan City, Cagayan De Oro City and Davao City. In which these enterprises and organizations wanted to have potential employees who will work with them, In terms of allocating the resources, aside from the funds coming from the collaborated enterprises and organization a formal solicitation to some public organization and Private institutions would be conducted in order to meet the proposed budget plan forthe project If the materials indicated on the budget proposal was meet the implementation of the project will start on July 22, 2022, to July 23,2022 at Capitol Complex, Marawi City Lanao Del Sur. In line with this, in partnership with the big enterprises in Marawi City and those organizations in Marawi and nearby areas such as Hligan, Cagayan de Oro City and Davao City we would like to conduct a two-days event which provides job opportunities to the job seekers and employers from collaborated organizations and Enterprises. The first day of the project was intended for the big enterprises, well known local online sellers and those who wanted to become online sellers in which the participants would be able to chose which among the products presented by the big enterprises that they would like to sell online. Moreover, a workshop training will also be conducted in which tips and techniques for online selling or live selling will be discussed and on the last part would be job fair for potential online sellers and the suppliers invited on the event. While same form of activities would be conducted on the second day of the event however, the second day is intended for those participants who would like to have an online job like being a call center agent or an online teacher. There will be also training regarding basic uses and functions of office machines such as computers, printers, laptops etc. I1I-PROJECT IMPLEMENTATION PLAN The project is in partnership with the big enterprises and organization in Marawi and nearby provinces such as Iligan City, Cagayan De Oro City and Davao City is a two-day event in which the first day is a seminar where we will invite representatives from those big enterprises here in Marawi city and local online sellers as well as Human Resource Personnel from nearby Provinces such as Iligan, Davao and Cagayan De Oro for them to be able to introduce their ‘products and services and to share techniques and knowledge with regards to online business and online job-related activities. on the other hand, we would invite jobseekers and those person interested to do online business in which during the event, those who would like to engage themselves into online selling could find a supplier for the products they would like to sell they might have a chance to chose which products they would like to sell because we will be inviting suppliers of different Products in Marawi City and those who would like to engage themselves into online jobs they could find competitive companies that will be invited on the event. In partnership with the big enterprises and organizations in Marawi and nearby provinces dissemination of the publicity materials through posters and utilizing social media platforms will be conducted to ensure maximum number of participants during the event. On the first day of the event, a seminar and workshop for the participants who would like to engage themselves into online business, in which those invited big enterprises will introduce their product to encourage the participants to be part of their resellers team, they would also have a chance to introduce their enterprises and the guidelines for resellers application. After the seminar, workshop in relation to online selling and online live selling will be followed in which we will invite well-known local online live sellers to share techniques in online live selling or to gain more views during online live selling and to convince everyone to buy your products, And then a mini job fair will be conducted after the seminar and workshop where the participants will coordinate with their chosen suppliers for the contract or agreement on their partnership. On the second day of the event is a Seminar, training and Job fair for those participants who would like to have online job like being a call center agent or online teacher. A seminar would be conducted for the HR personnel to introduce their organizations by providing relevant information related to their organization and to provide relevant information with regards to the job vacancies on their organization. then followed by a training on basic usage and functions of computer, laptops, printers ete., for those who would like to do online jobs, through the training HR Personnel could determine potential employees who will work on their organization. after the training, a job fair will be conducted in which those participants who undergone training will have a chance to be interviewed or even employed by the HR personnel invited on the said event. IV-TARGET DATE The project would be conducted on the first week of June 2022 particularly on June 16, 2022, at capitol complex Marawi City. This is to ensure a maximum level of preparation form the organizers of the vent form the allocation of resources, coordinating wit the possible enterprises and organization who collaborate with the organizers of the said project, and those publicity ‘material dissemination period and lastly the final preparation for the event such as the materials and equipment that will be using during the event such as projectors, tables, chairs speakers, microphone, generators, extra extension wires and materials for the back drop and hall preparation. V-RESOURCE ALLOCATION\ Since the project is a two day event in partnership with the big enterprises and organization in Marawi and the nearby provinces, allocating resources would be easier aside from the funds given by these enterprises and organization who are collaborating with the organizers, resources would also gain from the public organization especially the provincial hall of Lanao del sur in which utilizing the venue for two days with the equipment such as chairs, tables, speakers and microphones would be provided. Moreover, allocation of resources for this process would be done through formal solicitation form the government offices in Marawi city and nearby municipalities for the food allowance of the participants and representatives of the collaborated enterprises and organization, and purchasing or renting material such as projectors, generators, projector screen, extra tables and chairs and publicity materials such tarpaulins, flyers etc., and materials for the backdrop decorations as well. VI-DETAILED PROJECT BUDGET The table below shows the materials that will be needed on the implementation of the project through canvasing the organizers are able to identify the fixed costs of these materials, and the resources available well be allocated on purchasing or renting these materials. However there are other equipment that will be utilized during the event that are not included on the table because these equipment are already available. The first chapter contains the identified community issue that we would like to address through this program, the issue on unemployment during pandemic is the one who needs to be solved to attain sustainable community development in the area amidst the pandemic, This chapter also presents a summary of the program cycle and a fishbone diagram emphasizing the causes of the identified community problem. On the second chapter, a logical model for program design has been presented, where these logical models show the relationship of the program with the community issue. Another model shows the hierarchy of outcomes of the program and lastly an asset map is being presented to show the available resources in the community which could contribute to the program. ‘The third chapter of the program focuses on the. implementation part of the program design in which policies for the program has been described together with the procedure involved in the program, Asset map is also re-presented on this chapter. Moreover, a chart shows the impact of the program to another existing program has been also described on this chapter. Lastly, the design considerations in terms of communication, timing, language and culture, and documentation such as the historical files, operational files, program files and performance information. In chapter IV of this program design focuses on the logical models used for evaluation of this program. These models served as the pre-determinant of the applicable evaluation method for the program and for the program designers to pre-determine the lapses for the program. Moreover, the performance measurement which presents the data that will be collected through the program and the was on how to access this information, the persons involved in collecting this information and the person or agency who will evaluate or analyze this information. On the other hand, the last chapter of this design is more on description where the primary and secondary beneficiaries of the program is being describes and the means on how they will be benefited for the program. The feasibility of the implementation of the program has been also described on this chapter where it concludes that the program is financially feasible, and the program implementation is also feasible in a sense that the activities involved where simple and doable for the participants the main Constraint of this program is the number of enterprises who will participate on the event. This is a two-day event to categorize the participants into their chose field of interest. Along with the preparation of program a timetable for the activities for this program has been prepared to ensure that all the activities will be completed before the implementation of the said program. At the end of the program the participants would have the ‘opportunity to have a new job and to have a new source of income through online selling industry This will result for the residents to sustain their daily needs amidst the pandemic. IL-PROBLEM DEFINITION The resulting lockdowns due to the virus have created a significant downtum in the job ‘market, thus exacerbating the impact of COVID-19 on poverty in the Philippines. At the beginning of the pandemic, the Philippines’ unemployment rate hovered around 5%, but it has now worsened due to lockdown measures. According to the Philippines Statistics Authority, unemployment rose 18 to 17.6% in April 2020 due to the COVID-19 pandemic. Moreover, it is a figure that could rise as lockdown measures continue, leading to increased levels of poverty and hunger. As a result of increased unemployment, poverty has risen, with expectations determining Ithat almost 3 million Filipinos would enter poverty by the end of 2020. Given its usefulness in conveying valuable information on a country’s labour market, situation and the fact that it is widely recognized as a headline labour market indicator, it was included as one of the indicators proposed to measure progress towards the achievement of the Sustainable Development Goals (SDG), under Goal 8 "Promote sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all”. The unemployment rate may be considered the most informative labour market indicator reflecting the general performance of the labour market and the economy as a whole, it should not be interpreted as a measure of economic hardship or of well-being. When based on the internationally recommended standards, the unemployment rate simply reflects the proportion of the labour force that does not have a job but is available and actively looking for work. In January 2022, the country’s unemployment rate was reported at 6.4 percent. This translates to 2.93 million unemployed Filipinos, projecting a decline of 1.04 million from the 3.96 million reported in January 2021. The number of persons 15 years old and over reported as either employed or unemployed was estimated at 45.94 million in January 2022. This was higher compared to the 45.21 million Filipinos in the labor force in the same period last year. In terms of the labor force participation rate (LFPR), this remained the same as the January 2021 rate of 60.5 percent. Most of the unemployed in the Philippines are fresh graduates with about 400,000 added to the labor force each year. But a significant ratio of them also are workers who were retrenched from their jobs or whose employment contracts were not renewed. The impact of unemployment also reaches out to the community and society in which the unemployed person lives. While one unemployed person will typically not have a significant impact on society, high unemployment rates in certain areas often lead to higher poverty rates and poorer neighborhoods that amplify the societal impact of unemployment. Secondly, is due to human activity which include the interpersonal relationship of the individual and there is seasonal employment in our country especially during the month of May and June where there are more job opportunities than the other months year. Thirdly, is due to population growth, which could lead to financial crisis and lack of job opportunities. And lastly, is due to competition happening in the market, there are many enterprises in the market and in order for them to stay on trend, they must be competent enough. If the enterprises failed to d so, there is a tendency for loss of human capital. On the other hand, the secondary beneficiaries of this program are those enterprises who are also affected by this pandemic and wanted a partnership with those people who wanted to engage into online selling and those organizations who wanted to acquire competent employee who will be able to do work from home jobs since pandemic is not yet over. Moreover, the local government of Marawi city could also be considered as secondary beneficiary if this program for it will improve the economy of the city as well as it would contribute to the increasing employment rate even during this pandemic, Since COVID 19 pandemic existed in our country, the government issued different policies to minimize the spreading of the virus, some of these policies are community quarantines and health protocol which led to some business establishment to temporarily stops its operation and to limit the workers who will work on these establishments thus it resulted to increasing number of ‘unemployment rate in the country especially in local areas.
