"thinking" is the action verb.
Non-action verbs cannot use in the
past continuous tense.
• If you have two verbs, we put longer verbs as continuous tense and
shorter action as past simple tense.

When my mother was cooking, her finger burnt.


When I was going to school, I saw an accident.
