PAN BORNEO HIGHWAY IN THE STATE OF SARAWAK — Blasting agent - ammonium nitrate Bulk matrix -ANFO waterproof agent Instantaneous and millisecond delay detonators eaogs Detonating cord where applicable 3.1.2 Work methodology 1. Blasting holes will be drilled according to the optimum spacing. The optimurn spacing for presplit holes will be determined after a trial blast. However in a relatively competent formation a spacing of 1 to 2m for 75mm diameter holes loaded at 0.37kg/m. Hollow holes will be marked and informed to the shotfirer. However, if this cannot be done, then they are to be left alone to avoid overcharge. The holes must be checked and water must be flushed out and measured the depth of the holes 2. On average, 20-30 holes with 6 meter depth could be drilled per crawler drill per day. 4. When explosive is brought to the blast site, no one is allowed to be in the distance of, 50m except limited numbers of blast workers. All radios, mobile phone, smoking equipment is not allowed to be anywhere within 50m from the blasting area. During the blasting the traffic will be stopped for 5 minutes within a 300m radius. 5. Before filing the explosive works is done, all equipment and machines used must be taken out and parked at safe distance away from the blasting area. 6. Connection works on the initiation system must be done by a shotfirer who is competent and earlier identified. 7. Sirens will be tuned on according to the method that has been decided before in circular. Everyone must be away from the dangerous area; of at least 300mm radius shall be closed and fully monitored from occupants. When the situation is safe, siren will then be stopped. During the blasting the traffic will be stopped for 5 minutes within 2 300m radius. 8. Shotfirer can start the blasting when the siren is stopped and after safe sign to proceed is given. A “RED" flag shall be raised during explosive loading operation while “GREEN fiag for the blasting operation to start 9. After blasting is done, wait for about § minutes before commencing to an inspection, as to let the dusts and gasses subside. Only those which are given authorities shall ‘commence inspection and decide whether itis safer or otherwise. 10. Whe everything is considered safe a signal will be given, secured radius can be re opened. 11. If a misfire happens procedure must be followed, in Attachment A-Blasting Works. Leftover explosive must be destroyed at site on the same day by the shottfire himself and witnessed by consultant. 13. If a misfire happens when during the wait, wait at least 30 minutes before closing in to do inspection on reasons misfire happens. The shotfirer is responsible to take the necessary steps to correct the situation and follow the rules. 14, Procedure to handle misfire is shown in attachment A-Blasting Works must be followed as a guide. 3.1.3 During the blasting the day ‘A. After all selective rocks have been blasted to the satisfaction of concemed authorities, demobilisation shall be carried out. 3.1.4. Control of Flying Rock 1. The blasting surface shall always be projected to the direction away from the public. 2. Stone movement to the front depends on the specific charge which is around 0.2 kg/m? that will not cause front stone movement but only cause the stone to crack. 3. The projection of the fly rocks is influenced by the function of the explosive hole L = 260d?® with certain specific charge. 4. The distance of projection from certain specific charge at explosion hole are from 1 to 4 inches. 5. Based on the site drilled hole which is of S1mm-76mm/2-3 inch, which is in the acceptable limit. 6. Unusual blast sound. 4.1.3 Treatment of misfire 1 10. The shot firer's search for misfired explosive after the shot must be thorough since every charge that does not detonate truly represents a potential accident. The possibility in blasting is, or should be, that the best way to handle a misfire is prevent it from occurring in the first place. ‘A misfire occur, the shot fire shall attempt to get professional help, such as explosive manufacture's technical representative or distributor, to assist in analysing the problem and finding the safe solution. The shot firer must keep utmost in mind that any work, especially drilling or digging into material containing explosive, is exceedingly dangerous. Any activity performed near a missed fired hole, even that done to remove the misfire, must proceed with extreme caution Under most condition the safest way to dispose of misfire is to re-shoot it, provided there is sufficient burden around the bore hole to prevent rock hazard. If non electric initiator fails, an attempt to shoot the bore hole with fresh primer may be made it deem safe by the person in charge. This work will require the stemming to be removed; such work must be done with great care. The best method to remove stemming is with steaming is with steam of water or air jet through a plastic pipe or hose. The hose should be equipped with mechanism to control the flow of water or air. The stemming is removed anew primer may be inserted in the bore hole in contact with explosive column and an attempt to fire the hole made. To remove explosives with a water/air jet, in manner described above for removing stemming. Occasionally, a primer will detonate but not initiate a portion of powder column. When these partial misfire occur, it may be very difficult to detect unexploded charges in muck pile, or in a remaining bootleg of shot, no one should ever drill into bore hole or the remnant of a borehole that previously contain explosive. 4,2. Safety and health aspects shall be exercised before and when implementation of the works and shall be in accordance to Safety and Health Management Plan and other relevant documents.
