When to Certify and When to Qualify

11
©2023 Fluke Corporation.

When to Certify
and When to
Qualify
• Market trends continue to drive the
convergence of IP over Ethernet.

• These added technologies place

increased demands on the network
infrastructure.

• Networks Owners need to provide a

reliable network path to maximize
productivity and profitability.

• Maintaining the integrity of the

network infrastructure is an essential
component of a network’s daily
operations.

When to Certify – questions to consider

Certification is usually performed by a Contractor / Systems Integrator

Designing, installing and maintaining a reliable physical cable

plant is essential to the well-being of today’s mission-critical
Networks.

• Is this a new building?

• Certification required 100% of the time
• Test documentation MUST be provided upon completion
of the project
• Documenting the results is the only way to ensure
installation accountability and integrity, resolve disputes
and facilitate more efficient troubleshooting

• Does the job specification require Certification

• New buildings and large projects should always include
testing specification
• Use our Statement of Work (SOW) documents as
general guidelines to help you prepare RFQs or
contractual specifications for testing twisted pair copper
cabling installations and fiber cabling installations

13
©2023 Fluke Corporation.

When to Certify continued…

Cabling manufacturers require proof of certification to grant a
warranty and confirm that their certified installers’ workmanship
is up to par.

• Is Certification required for an application warranty from the

cable / connector manufacturer
• Certification required 100% of the time
• Test documentation MUST be provided upon
completion of project
• What speeds do you need to support on your infrastructure
• PoE and high-speed data running over all four pairs
requires perfect terminations 100% of the time
• Can an existing infrastructure support your future needs
• Certification testing is an ideal way to verify if an
existing network can support new technology
• Are these links mission critical
• Certify and document

Fluke Networks 01‐Sep‐23

When to Qualify – questions to consider

Qualification usually performed by the Network Owner and or Systems Integrator

Qualification testing is determining whether the cabling has the qualification to do

something - in other words, support a certain network speed or application.
Qualification testing might be used to determine if a link can support 1000BASE-T,
10GBASE-T, VoIP, PoE or other applications. VoIP Qualify

• Is this existing cabling that was previously certified

• How many network drops are involved PoE Wi-Fi
• Are these links mission critical - certify and document every time
• Do I need to support PoE on these links
• What type of device will be connected to the network Pro/AV Security
connection, Wireless AP, Security Camera, VoIP
• Do I need a test report

15

Certification Test Result Example

Certification is a standards-based
suite of electrical tests to
determine the transmission
characteristics of installed cabling
over a specified frequency range.

The DSX indicates the permanent

link meets all electrical
requirements of the Category 5e
standard, specified to 100MHz.

Qualification Test Result Example

LinkIQ also verifies continuity and wiremap of
the link. This is a critical element of Ethernet
communication protocol.
But to ensure Ethernet performance it is
necessary to determine that cabling can deliver
adequate signal relative to things that would
disturb the signal and prevent communication at
desired speeds. LinkIQ indicates this link
exhibits Signal to Noise characteristics that
would support Gigabit Ethernet (1000BASE-T).

In fact, this link exhibits transmission

characteristics that would support application
speeds through 5 GBps (5GBASE-T).

VLAN Technology Introduction

• A VLAN (virtual LAN) is a subnetwork which can group together
collections of devices on separate physical local area networks (LANs).
• This is a technique to segment traffic on the network
• Typically, devices that generate similar traffic will be grouped into a
single VLAN
• Wireless access points traffic (IT Network)
• Production network traffic (OT Network)
• Security camera traffic
• You cannot tell from the outside of the switch which ports belong to
which VLAN
• Making sure a device is connected to the correct VLAN will improve
performance, finding it is in the wrong VLAN may explain poor
performance

34

17
Fluke Networks 01‐Sep‐23

PoE power levels are negotiated

• PoE is not supplied in a single voltage level, like 110 or 220

• It is regulated by the IEEE 802.3af, at and bt standards with 4 types and 8 classes
• The new IEEE 802.3bt PoE Standard will enable the delivery of more energy
over twisted pair cable
• Different PSE, typically switches, have different capabilities

35
©2023 Fluke Corporation

Common reasons why PoE devices don’t work

• Bad cabling!
• Poor workmanship is the number one reason
• High resistance caused by bad terminations, worn or bad patch cords.
• Does a PC work connected to the same outlet?
• Is the device continually rebooting?
• Sure sign you have a cabling issue.
• Not enough power available or power level drops under load
• IEEE 802.3af devices could supply up to 13.95W, IEEE 802.3at devices could
supply up to 25.5W. Modern IEEE 802.3bt devices can supply up to 90W.
• If your devices need more power, you could be in trouble if your cabling is
bad.
• Your switch has a finite amount of power it can offer and share between
devices.
• IEEE 802.3bt manages power allocation.

36
©2023 Fluke Corporation.

18
Fluke Networks 01‐Sep‐23

IEEE 802.3bt Complicates things

• Switches have limited amounts of power supply capability;
you need to be able to tell what power levels a switch can
provide before connecting more PoE powered equipment.
