‘TERMS OF REFERENCE (TOR) for Design and Supervision Firm for I Works and Procurement Livestock and Dairy Development Project (LDDP). 1. Background Bangladesh lies within the Ganges-Brahmaputra-Meghna Delta—the world’s largest, most densely ‘populated delta and one of the richest in aquatic resources. Given increasing population pressure on land, the Government of Bangladesh (GOB) has recognized that the expansion of dairy and meat production, processing, value addition, marketing and consumption can offer an important pathway to sustainable economic development and future poverty reduction opportunities for Bangladesh, Bangladesh is being popular for milk, meat and egg-based solutions to address malnutrition and hidden hunger, particularly among ‘poor women and children in rural areas. To overcome these challenges and enable private sector investment, Bangladesh can learn from both regional and global experience and good practices for investing in post-harvest dairy and meat governance reforms. Global experience highlights the need to first establish a core public sector govemance framework, including an agreed sector vision, coherent policy, and enabling legal framework, to enable the design, piloting, and implementation of animal husbandry and post-harvest dairy and meat activities supported by adequate institutional capacity building. The latter entails first and foremost building the DLS capacity to implement an effective management system to address the de facto uncontrolled, open access system for private entrepreneurs. 2) Objective of the Assignment: The Government of Bangladesh (GOB) is applying for World Bank assistance to develop comprehensive, ‘multi-year program to improve the management and economic performance of the country's dairy and meat sub-sectors. The Livestock & Dairy Development Project intends to engage an architectural and engineering consulting firm for site investigation, conceptual designs and scope of technology to be supplied for wet markets & slaughter houses, preparing Architectural and Engineering design and drawings including full time ‘on site construction supervision of all civil, electrical & mechanical works, Fire Safety and other relevant Engineering Services at area of 61 (Sixty One) (except 03 Hill) Districts including 465 Upazila Livestock Offices. The nature of construction works is stated below: ‘Az Detailed Topographical Survey of the entire area indicating all structural plinth levels of following Farms/Institutions:- 1. Government Dairy Farm of Rajshahi, Bogura, Sylhet, Barishal, Faridpur, Chattogram and Central Dairy Farm, Savar, Dhaka =7 (Seven) Nos Farms 2. Officers Training Institute , Savar, Dhaka. 3. Three Modem Slaughter house Site for 03 (Three) Divisional Metropolitan Cit Rashi 4, Hygienic Slaughter House Site for-20 (Twenty) District Towns. 5. Hygienic Slaughter house /Wet Market improvement of Upazila Level -192 (One NinetyTwo) nos. 6. 238 (Two Thirty Eight) Nos Training centre (vertical extension) for Upazila Livestock Development Centres. 7. 20 (Twenty) nos Milk Collecting hubs at District/Upazila LeveVUnion level as and when requested 8.75 (Seventy Five) no’s medium & 50 (Fifty) nos Small Climate resilient animal shed Sites as and when requested. 9. 9 nos FDILs of Feni, Sirajgonj, Khulna, Manikgonj, Chattogram, Jessore, Sylhet, CDIL, & LRI of Dhaka, Comilla, DVH of Khuina, Narshingdi, Gazipur Gazipur like 13-18 nos. site as and when required 10. Hand Tube well Installation sites at Coastal Area / District / Region like Khulna, Bagerhat, Satkhira, Jessore, Barishal, Bhola, Patuakhali, Perojpur with locally developed water purification system total -20 sites. ss (Chattogram, Khulna & B: The consulting firm should prepare the detailed cost estimates for each of the investments, Prepare Bill of {quantities (Repair, Renovation & New construction), Standard Tender Documents in compliance with World Bank Regulation Bangladesh (CDTU) Standard Tender Documents C: The Consultant will design the Architectural Plans, Front and Back Elevation, 2 side elevation for approval ‘of Project Authority. After approval of the Architectural Design the firm should keep in mind that this is final for structural design, but that its limited to further improved corrections within the preseribed plinth area. D: The Consulting Firm should prepare an architectural Model for Dairy Development Board Building, Hostel building of OTI, District AI Centre, Automatic Slaughter houses in 03 Metropolitan cities, 20 no's of District E: The consulting firm will have to render full time onsite supe qualified engineers as per contract and ensure the quality & quanti specifications. F: The consulting firm should prepare the detailed measurement of works and pricing the bill (Repair, Renovation & New work) as per contract rate in Measurement Book and certify for payment having the signature of the Team Leader, Project Engineer and others 3). Specific objectives of this assignment: ‘The project development objective isto improve productivity, market access, and resilience of small-holder farmers and agro-entrepreneurs operating in selected livestock systems and value chains in target areas. ‘The Specific objectives of the assignment include the Development of modern slaughtering systems in Metropolitan cities, at District and Upazita level with minimum damage of the environment and with effective cfMluent treatment systems in Metropolitan and District level slaughter houses. As part of this process to develop a slaughter house environment friendly design, generating bio-fertlizers from the effluenvslurry. Slaughtering equipment such as pneumatic 180° rotating killing machines, dehiding equipment, evisceration machines, splitting saw half and quarters, lifting hoists, railway conveying systems, autoclaves, chillers, blast chillers and freezing equipment and many more requisite machines to be installed and training of the end users Personnel as required but not less than six months. The whole machinery for ETP (Energy Total Projects) slaughter house schedules and specifications to be prepared by the consulting Firm. ‘The consultant should prepare implementation and management plans for all construction works and report to PDICTCIDPD. ‘The expert consulting ageney/firm will have to work with the LDDP team, implementing partners, various divisions of the DLS (ULOs, DLOs, ADs, PDs, DLS Engineers, Scientist and Others) as well as other institutes including Academic institutes, Training and research institutes. ‘The target is to select a Consultancy firm for project period to get consultancy support for all sorts of civil works to be done by LDDP as well develop Standard Tender Documents required for works, procuring goods (Slaughtering equipment) and services (Use of Slaughtering equipment related) under LDDP, 4. SCOPE OF SERVICES: The scope of consultancy services under this Terms of Reference (TOR) isto: 1) Prepare sub-soil investigation, 2) Prepare detail survey map (digital Survey including Contour map). 3) Pre work & Post work measurement in case of Earth filling. 4) Prepare site analysis report. 5) Prepare site layout plan (6) Prepare draft & Final architectural design and drawings, 7) Prepare draft & Final structural design and drawings. 8) Prepare sanitary & plumbing, electrical design and drawings. ‘9) Prepare estimated cost including schedule of items and bill of quantities (draft & Final, 10) Prepare tender documents (Soft Copy) & Posted to CPTU website (if needed). 11) Full time construction supervision. 12) Monthly report preparation (only construction site) & submit to the Project Director. 13) Measurement Book & Bill preparation 14) Preparation of Project completion Report (only construction site. 15) Preparation of Standard Tender Document (STD) on different types Goods/Equipment as per requirements of PMU. jon of the project construction works by as per design and schedule of 5. DETAILED SCOPE OF CONSULTANCY SERVICES: 5.1 Pre-Design Work The consultants will make a detailed survey of the selected site conversing adjoining structures, external & internal roads, electricity, gas, water, sewerage line etc. Further the consultants shall make an environmental assessment of the existing conditions of the site and likely impact of the proposed construction work. Two sets ‘of detailed site analysis report along with inception report shall have to be submitted by the consultants to the client 5.2 Sub-soil Investigation ‘The consultant will conduct sub-soil investigation (if required) to determine the bearing capacity of the soil in designing cost effective safe foundation for construction works as per standard practice. 5.3 Preparation of Architectural Drawing a) As per requitement and supplied data of PD the consultant will prepare @ conceptual drawing and followed by draft architectural drawing for approval by the client. b) After obtaining such approval of the client on the preliminary/draft architectural drawing, the consultants shall prepare necessary final architectural design and drawings in sufficient details incorporating all necessary ‘changes or corrections the client on the preliminary architectural drawing, 5.4 Architectural design & drawings shall include at least the following and necess, ing there of: * Site plan, flood plan, all dimensions, doors, windows schedule. ee * Four side elevation * Blow up details, toilets and kitchen details. so © Fire alarm, detection and firefighting system details. Telephone line details. ‘© Sectional elevation (atleast three representation and one though stair case). All drawing should be duly signed (by Engineer-in-Charge & Managing Director) and submitted in a presentable folder. It may be noted that the category of drawing will not however be limited to the above areas rather the consultant may need to provide more details other than the above if situation demands or the client demands 3.5 Preparation of Structural Design and Drawing On the basis ofthe approved architectural drawings, the consultants shall prepare detail structural design and drawings ofthe proposed building in sufficient detail for necessary approval of the client. 5.6 Structural design and drawing: The Consultant shal at least include the following consideration but not limited tothe following: Bearing capacity of soil ‘© Ultimate strength of reinforcement © 28 days concrete strength fe © Clear cover, hooks, lapping details ‘= Mix proportions © Design criteria method (USD/WSD) and assumption Sub-structure details Wind load assumption Earthquake details © Trench plan ‘Structural drawings should be with sufficient details for a clear understanding of all the structural elements of the building. All structural designs must conform to the requirement of Bangladesh national Building Code 1993. Anything, which is not covered by BNBC, shall conform to the necessary provisions of UBC. 5.7 Preparation of Plumbing/Sanitary Design &Drawing ‘The consultants shall prepare the plumbing/sanitary design and drawings of the project duly approved by the authority as per approved architectural drawings. Plumbing design and drawing shall at least include but not limited to the following: Roof drainage plan Water supply and drainage plan of floors Detail of pipelines Sewerage detail Details of surface drains Layout and details of inspection pit, soak well & septic tank Details of soil pipe Pipe lines ‘Details of bathroom fittings and pipeline 5.8 Preparation of Electro Mechanical Design and Drawing ‘The consultant shall prepare the internal and external electro mechanical design and drawing duly approved by the client for the project as per the approved architectural design & drawing, Electro-mechanical design and drawing shall include at least but not limited to the following, Layout plan fitting and fixture (light, fan, exhaust fan, 3 & 2 pin sockets ete.) Detail of telephone installation system Position and size of DB, SDB, circuit breaker, bus-bar Cable line route with size Laying of PVC/G.I pipe (Concealed/Surface) Earthling details Fire alarm, detection and fire fiting system details if required Site plan/lay out plan showing H.T/L.T distribution line/ electric poles if required Cable route with size service connection Transformer with sub-station equipment including layout plan and details with lightening arrestor Lifts details * Air-conditioning details 5.9 Preparation of Estimates, Bill of Quantities The consultants shall prepare detailed cost estimate of the proposed projects as per PWD current schedule of rates, any item not covered by PWD schedule of rates, the cost should be calculated on the basis of present market rate and shall obtain approval from the client. The consultants shall also prepare Bill of Quantities (BOQ) (Reet, Renovation Now week) and autmikthe same tote for Aperee ae 5.10 Preparation of Bidding Documents ‘The consultants shall prepare and submit 2 (two) set draft of Bidding Documents for review and approval of the client which includes detail working drawing, technical specification, engineering estimate, BOQ, conditions of contract, instruction to bidders etc. After approval of the client, the consultants shall submit to the client 01 (One) set Hard copy & Soft Copy of approved and complete bidding Documents for invitation of tender & Posted to CPTU website (ifneeded). 5.11 Full time Supervision ‘The consultants shall be responsible for full time supervision of the construction work and shall assist the client in all technical aspects involving its site office and head office as mentioned below: 5.12 Activities at the Site Office of the Consultants ‘+ To provide on-the-spot constant close supervision of the project works by the consultants, full time qualified and competent supervisory staff proposed in the Technical Proposal has to be engaged. Adhering to the implementation schedules and monitoring project progress. Providing necessary additional information and instruction to enable the contractor to work smoothly, receiving and approving the contractors work schedule (Bar chart, CPM Network etc.) and authorization is sufficiently advanced ‘© Provide detailed site supervision and monitoring construction to ensure that the architectural and engineering drawings are correctly followed and are in accordance with the conditions of the contract. ‘* Exercising control on strict adherence to the construction work as per the drawing and specifi approved. Providing works layouts and levels Certifying quality of materials after laboratory tests where applicable and construction work. Interpreting the drawings, specifications and conditions of contracts, etc. to the contractor Watching and ensuring use of best quality materials Watching and checking against inferior workmanship Ordering and evaluation tests of materials workmanship ‘Checking and serutinizing contractor's and supplier’ bills and certifying the bills for payment Ensure that the contractor without prior approval of the client does not do any extra item of works Monitoring progress of works and making timely recommendations for taking corrective measures to maintain the time schedule ‘© Inhibit the contractor from resorting to unfair practices such as making unreasonable claims for extra or money ‘© Allother relevant works as felt necessary nsultants ‘© Exercising control over the site office(s) and be responsible for the overall coordination with ‘concemed agencies & Project Office. © Recommend contractor's applications payment on the basis of actual progress of works in accordance with site Engineer's certificate. Conducting test of materials Preparing as-built drawings in scale fixed by the client Revising cost estimates (if required) Periodically visiting the site(s) ‘Attending and/or arranging meeting withthe client and/or other agencies as and when required Issuing completion certificate by certifying that the works under the contract is complete as per approved specifications, designs and drawings © Issuing certificate, after completion of defect liabilities period that the works have no defects, © Allother relevant works as felt necessary © Preparation of monthly progress report & submitted to the Project Office (PMU). iption of duties With the above scope of actions, the purpose of this assignment is to provide consultancy services and supports to LDDP for procurement of works. Following is the list of some indicative actions: 7. Indicative list of activities: ‘The expert consulting agency/firm is expected to do the following major activites: 1. Providing consultancy services for civil works (i) The expert consulting ageney/firm shall support the LDDP in designing various buildings and civil structures planned during the project period. (il) The details ofthe structures/buildings and the decisions in this regard will be made in consultation with the PMU and other implementing partners and firms Gi) __The agency/firm shall provide comprehensive construction management consulting services with real-world, cost-effective solutions to the challenges throughout the ence o le hips iv)" The agency/firm will carry out assignment starting from initial concept to closeout and assist in facilitating and coordinating the construction process to mitigate complex problems. (¥) __Itshall keep construction project on schedule, reduce technical risks and prevent construction errors through continuous supervision (vi) __Itshall comply withthe relevant building regulations, quality standards and insurance company guidelines (vii) It shall ensure all work conforms to the specified technical documentation and the construction permit ( Itshall make appropriate designs, plans, estimates, specifications, and work plan and related tender documents (ix) It shall also design evaluation criteria forthe bidders, tools for evaluating bids and assist LDDP in making right decisions (Xx) In consultation with subject matter specialists of the LDDP as well as from the Experts of The Implementing Partners, the agency/firm shall develop the procurement modality based on the situation and expert advice (xi) ‘The agency/firm shall formulate technical specifications, obtaining technical, administrative and ‘budgetary approvals and prepare procurement planning (xii) Based on the LDDP project management unit and expert advice, modes of procurement shall be decided: Requesting competitive quotations, competitive proposals/bids, Direct contracting (waiver of ‘competition when there is enough evidence that no competitive market exists for the requirement, such as where a monopoly exists, where prices are fixed by legislation or government regulation, or where the requirement involves a proprietary product or service); 2. Adherence to GoB rules ‘The agency/firm shall always follow GoB guidelines on procurement system in line with WB procurement system 8. Duties and Respons DLS’s Responsibilities ‘The expert consulting agency/firm will work in close cooperation with the Project Director, Livestock and Dairy Development Project (LDP), DLS, Dhaka. The DLS will assist the team as required. ‘The Project Director, DLS, Dhaka in cooperation with the assigned expert consultation agency/firm will ‘ensure that the objectives of the assignment, as detailed in this TOR, would be achieved within the agreed time schedule; and it will direct the LDDP planning process, supervise and monitor the procurement services (works, goods and services) as per the objectives set in the TOR. ‘The Project Director, DLS, Dhaka will arrange regular (if needed) meetings between the agency/firm and DLS professional staffs and other implementing partners. Any unresolved issues, ether technical or otherwise, will bbe taken up with DLS’s senior technical personnel or other GoB agencies as required. ‘The Project Director will provide or make available the data, services and faci ‘existing rule of DLS. Expert consulting agency/firm’s Responsi ‘The expert consulting agency/firm will carry out the services as detailed in “Scope of Services and Description ‘of Duties” in the best interest of the LDDP with reasonable care, skill, expertise and diligence with sound professional, administrative and best global practices. The consulting agency/firm will have to arrange their office by own cost. 9, Duration of the Assignment ‘The assignment/study period shall be as per the framework of the LDDP program. A five (5) years/Project period (Negotiable) duration from the date of commencement of the LDDP programme is envisaged. 10. Outputs/Reports: During the implementation of the actions as per this ToR, the expert consulting agency/firm shal: (Develop bidding documents, designs, plans, cost estimates, specifications for new construction or refurbishments of existing structures after due consultation with LDDP project teams and relevant stakeholders and supervise the execution (ii) Develop bidding documents, specifications, ToRs, cost estimates, specifications for goods and services to be procured after due consultation with LDDP project teams and relevant stakeholders and supervise the execution, installation and post-installation training (iii) _ Submit monthly work progress reports in English in hard and soft copy. iv) Submission of Document ies to the consultant as per 4) Preliminary layout plan and architectural design, drawings 2 2sets ») Final architectural drawing 3 sets ©) Preliminary engineering drawing 2 2sets 4) Final engineering drawing 2 Fsets ©) Preliminary estimate, BOQ, tender document etc 2sets 4) Final estimate, BOQ 2 Deets 11. Expert consulting ageney/firm’s competence ‘The expert consulting agency/firm shall be a reputed (preferably internationally) and professionally equipped with expertise of working with implementation of similar projects pertaining to agribusiness/livestock and food processing and related activities ‘The services requested in this term of reference may require the services service of a qualified international UN agency, or highly sophisticated and specialized services or goods . Specially expertise on establishment of Modern slaughter house and its equipment ‘The selection of a relevant specialized UN agency will be based on the procurement modality called “indirect management” without open bidding. Since this assignment is critical for the suecess of LDDP and is a core development priority of the program, the LDDP needs a specialized agency with expertise on global best practices, policies, developments and trends. 12. Expert Team Composition ‘The expert consulting agency/firm shall have the technical competence of all aspects of Civil Construction works with prefabricated steel structure. It shall have strong understanding of the local/regional context in developing countries, The man power required for the project has shown in appendix ‘The assignment shall be carried out by a multi-
