HISTORICAL PROFILE

The Catanduanes State University (formerly Catanduanes State

Colleges), started its operations in 1971 by virtue of Republic Act No. 6341,
upon passage of the bill authored by then Congressman Jose M. Alberto,
amended by Republic Act No. 6590 and later repealed by Presidential
Decree No. 1437 on June 10, 1978. On July 22, 1996, the Tenth Congress
of the Republic of the Philippines enacted and approved Republic Act No.
8292, a law which provides for the uniform compositions and powers of

the governing boards, the manner of appointment and term of office of
the president of chartered state universities and colleges, and for other
purposes. This Act repealed and amended all laws, presidential decrees,
executive orders, letters of instruction and SUC charters contrary to or
inconsistent with this law.
Pursuant to Special provision No. 2 of the CHED FY 1999 Budget
under the General Appropriations Act of 1999 (RA 8745 or the integration
of CHED Supervised Institutions to State Universities and Colleges), the
Catanduanes Agricultural and Industrial College (CAIC) was integrated to
the then Catanduanes State Colleges on October 31, 1999. By virtue of
Board Resolution No. 15, s. 2003 which called for the implementation of
an approved and Revised Organizational Structure, the CSC-CAIC Annex ADDRESS
was renamed as CSC Panganiban Campus.

With the passage of the bill authored by the representative of the
lone district of Catanduanes, Congressman Cesar V. Sarmiento and the
subsequent approval of Republic Act No. 10229 on October 19, 2012, the

specializations across 48
undergraduate and graduate degree programs in Teacher Education,
Agriculture, Environmental Science, Food and Sustainable Development,
Aquatic, Fisheries and Marine Sciences and Applied Technology, Arts
and Sciences, Business Education and Economics, Accountancy, Health
Sciences, Engineering and Computer Sciences, Industrial Technology,
and Graduate School. It also offers elementary and secondary education
through its Laboratory Schools, as well as short-term diploma and
training programs.
The CSU has more than 90% of its programs
that were accredited as either Level 2 or 3 by the
Accrediting Agency of Chartered Colleges and
Universities in the Philippines, Inc. (AACCUP),
making it the only prestigious and premier
higher education institution in the province of
Catanduanes.
It boosts of its consistent topnotchers in
the national licensure/ board examinations for
Teachers, Engineers, Nurses, Midwifes, and
Agriculturists. It also posts either within or above
national average passing percentage in the
Accountancy and Nutritionist-Dietitian’s Board
Examinations. From 1979 to November 2017, it
has a cumulative count of 97 board topnotchers;
wherein more than half of which or 54 topnotchers
were produced from 2011 since its conversion
into a University.
The University has two Centers of Development
(COD) in the Teacher Education Program namely,
in the Bachelor of Elementary Education and the
Bachelor of Secondary Education; and a Center of
Development for Business Administration (Bachelor
of Science in Business Administration.
The Commission on Higher Education issued four Certificate of
Program Compliance (COPC) to the University’s Bachelor of Technical
Teacher Education (Major in Food and Service Management, and
Electronics Technology); Bachelor of Science in Industrial Technology
(Major in Automotive, Electronics, Electrical, Food and Service
Management, Mechanical, Drafting, and Garments, Fashion and Design
Technology); Doctor of Philosophy (Major in Educational Management);
Doctor of Education (Major in Educational Management); Master of Arts
(Major in Educational Management, Mathematics Education, Filipino
Education, Guidance and Counseling, Biology, Chemistry, Physics, and
English); and the Bachelor of Science in Nursing.
It held an ISO 9001:2008 Certification until 2017. On December 18,
2018, the CSU was conferred with ISO 9001:2015 Certification from TUV
Rheinland. It is also a Level 2 certified institution conferred by the Civil
Service Commission (CSC) for PRIME HRM Implementation, along with its
consistent recognition from CSC as 100% Smoke-Free Agency.
Research
The Office is under the immediate supervision of the Vice-President
for Research, Extension and Production Affairs (VP-REPA) of the
University. It is headed by a Director designated by the University
President for a specific term without prejudice to a subsequent re-
designation subject to the confirmation of the Board of Regents
(BOR). It serves as the over-all coordinating and monitoring body for
research undertakings of the University through researches which are
internally/ externally funded, personal initiative, and commissioned.
The Office makes available any technical assistance to any party
in the University engaged in research whether in-house, external or
personal initiative. It also operates under the umbrella of the University
Research and Extension Council (UREC) which is responsible for the
review and recommendation of policies governing the various aspects
of research and development services, subject for review and approval
of the Board of Regents (BOR).
Extension
The Office is under the immediate supervision of the Vice-President
for Research, Extension and Production Affairs (VP-REPA) of the
University. It is headed by a Director designated by the University
President for a specific term without prejudice to a subsequent re-
designation subject to the confirmation of the Board of Regents (BOR).
The office is manned by organic staff composed of Industrial Training
Supervisor, Community Development Officer, Training Specialists,
Community Assistant and Administrative Aides. It operates under the
umbrella of the University Research and Extension Council (UREC)
headed by the University President, the VP-REPA as Vice-Chairperson,
and the Extension Services Director and the Extension Services
Coordinators as members.
The Office is in-charge of facilitating the diffusion and adoption of
appropriate technologies, especially those culled from researches in
agriculture, fisheries, local governance, social sciences, engineering,
health and nutrition, education, and others through the use of
integrated, multi-disciplinary and participatory programs and services.
The Center, under the Research, Extension
and Production Affairs Office is the hub of
linkages and partnerships with both foreign
and local-based Higher Education Institutions.
It provides international academic program
offerings that are aligned with the standards
of globalization and internalization and the
core functions of the University in Instruction,
Research and Extension. The Center
exercises holistic approach that will engage
the participants, especially those participating
either as inbound or outbound exchange
student or faculty in the areas of arts, culture,
and societal relations maintaining respect for
national interest and cultural identity.
