AP Tenders for Solar (5 + 5 MW AC) and Storage (1 MW, 4 hours) – Summaries

AP has issued 2 separate tenders, as follows:

1. Supply of one no. 1 MW, 4 hour battery storage system (one-time supply tender). Bid
Deadline 27th June (trying to get it extended to 29th June).
2. Development of 2 Solar PV projects of 5 MW each (25 year PPA tender). Bid Deadline 22nd
July.

A bidder can participate in any one or both the tenders. Summaries are as below.

Tender for Solar PV projects in AP (5 +5 MW AC)

Scope of work AP has identified following 2 DISCOM substations, to which each of the 5
MW Solar PV projects will need to connect (at 33 KV level)
1. 33/11 kV Kasumuru s/s, Nellore (SPDCL area)
2. 33/11 kV Makkuva s/s, Bobbili division, Vizianagaram District (EPDCL
area)

A bidder can quote for one or both PV projects. These are 2 separate bids,
and accordingly, two separate 25-year PPAs will be signed by the SPDCL and
EPDCL respectively for 5 MW each. SPDCL is running the bid as the
authorised representative of both DISCOMs.

The DISCOMs at their discretion, may install the battery storage system/s as
and when they decide.
EMD Rs. 10 Lakh per MW. Will refunded to unsuccessful bidders after signing of
PPA with the successful bidders.
Quoted tariff and  Tariff has to be quoted delivered at the above substations. Single tariff
bid evaluation for entire 25 years. For the two projects, two different tariffs can be
quoted, as these are separate tenders. There’s no pre-specified ceiling
on the quoted price.
 Bid evaluation will be same as NSM. The lowest price bid as submitted
online on 22nd July will become the ceiling tariff for the next round of e-
reverse auction. And the lowest bidder in the e-reverse auction round
will be awarded the project.
Land, evacuation Land (at least 1.5 HA/MW) and evacuation upto the above substations
needs to be arranged by developers.
Technology Any commercially established and operational Solar PV technology is
acceptable. No specific limitation.
Commissioning Project must be commissioned within 9 months from signing PPA. In case of
timelines delay (upto 3 months), Performance BG (Rs 30 Lakh / MW) will be
encashed. For further delay of upto 1 month, LD will charged @ Rs. 1 Lakh /
MW / day. For delay beyond 4 months from scheduled commissioning, PPA
will be terminated for the un-commissioned capacity.
Qualification criteria Technical Commissioning and maintenance experience of solar PV for at

 least 5 MW in the last three (3) financial years in India.
Financial Net worth of at least 5 Cr.
Other  Consortium bids are allowed.
 A bidder / consortium member can use technical / financial
strength of its parent / affiliate.

Equity lock-in Winning bidder must hold / maintain at least 51% equity holding in the
project company for at least 1 year from PPA.
Minimum Supply At least 14% PLF (AC) to be achieved annually. In case of shortfall, penalty
Obligation will be charged by DISCOM for the shortfall energy @ 1/4 th of the quoted
tariff.
Maximum Purchase Energy supplied beyond 23% PLF in a year will be purchased by DISCOMs at
Obligation 50% of the quoted tariff.
Payment security 1 month LC
Other conditions Standard conditions of force majeure, change in law, default & termination.

 Tender for Supply of Solar PV Battery Energy Storage System (BESS)
Scope of work  Successful bidder has to supply, transport, deliver and test one no.
integrated lithium ion battery energy storage system (BESS) of the
capacity 1 MW & 4 MWh at the delivery site.
 BESS should be capable of integrating into the existing substation, and
should charge from the solar PV plant during the day, and discharge
during the evening, as per schedule provided by DISCOM.
 Other necessary accessories (power conversion system or PCS,
Controller, integrated thermal management, fire protection, switches,
metering, auxiliaries etc) also have to be supplied. Also, on-site
support during installation and integration, and training to EPC
contractor / DISCOM team.
 At the end of 10 years, energy retention must be at least 70%.
 10 year free warranty. Accordingly, the Purchase Agreement (PA) will
be valid for 10 years from date of procurement.
 This is a supply tender. For the integration / installation / EPC / BOP /
O&M parts, DISCOM at its discretion may discuss with the winning
bidder outside this tender, or the DISCOM may do a separate tender
for integration at its option.
Delivery timeline Within 6 months from purchase order.
Quoted price and bid Quoted price is on as-delivered basis, and has to be inclusive of
evaluation transportation and applicable taxes. Bid submission is online. However,
there is no e-reverse auction. No pre-specified ceiling on the quoted price.
Qualification Criteria Technical  Battery manufacturing capability with minimum capacity
of 5 MWh and PCS manufacturing of minimum 1 MW
capacity.
 Experience of having supplied/ deployed BESS of at least
1 MW of 4 hours system for renewable energy shifting in
a single project.
 Experience of supplying/ deploying BESS of at least 5
MWh cumulatively in past three Financial Years (FY15,
16, 17).
Financial Avge turnover of Rs. 50 Cr during last 3 years.
Other  Consortium bids are allowed.
 Tender is silent on whether or not a bidder / consortium
member can use technical / financial strength of its
parent / affiliate.

EMD Rs. 25 Lakh

Performance BG 10% of the price quoted by the bidder. Will be returned after 10 year,
without interest.
Payment terms 80% payment on procurement. 20% payment on successful commissioning
of the BESS.
Payment security None specified.
