MEDAFC

RATIONALE for the Creation of the Committee


As stipulated in Section 7 of Executive Order 384, series of 1996, the Macro-Economy, Development
Administration and Finance Committee (MEDAFC) XII was created to assist the Regional Development
Council (RDC) XII in the performance of its functions, specifically on macro, development administration,
governance and institutions development concerns of the region.

II. FUNCTIONS
MEDAFC XII performs functions analogous to and supportive of the functions the RDC XII. The Committee
reviews and endorses matters pertaining to the Macro/GID sector to the RDC XII Executive Committee
(ExCom) and/or the Full Council.

Based on the Guidelines for the Operations of RDC XII Sectoral Committees, MEDAFC XII shall be
responsible in providing the Council with appropriate information and recommendations on matters concerning
regional development, particularly in the following areas:

• Regional macroeconomic development


• Human resource development for the government sector
• Peace and security
• Public safety and order
• Development finance
• Communication and advocacy
• Population and development
• Governance and institutions development
RSDC
The RSDC shall be the executive level committee for the social development sector. As one of the main
committees of the Regional Development Council, the members shall be the Regional Directors/Heads
of Offices of the social agencies/entities of the sector, at least one Private Sector Representative (PSR),
Local Chief Executives (Provincial Governors and City Mayors), State Universities and Colleges
(SUCs), and the President of the Association of Private Technical Institutions of Region XII.

II. FUNCTIONS

1. Review and endorse programs/projects of national government agencies and LGUs in the
region to the Council requiring national government financial exposure which may come in the
form of guarantees, national government budget appropriations or subsidies, among others;
2. Integrate sectoral information and statistics in the preparation of the annual regional
development report;
3. Assist the Council in the translation of national development goals and policies into specific
regional sectoral objectives;
4. Integrate sectoral plans and programs of local government units into regional sectoral plans
and programs and coordinate all sectoral planning and programming agencies of sectoral; line
agencies in the regions, and
5. Perform other related functions as may be assigned by the Council, such as the following:

a) Review, evaluate and coordinate the formulation and implementation of Regional Development
Plan and Investment Program of the sector;

b) Conduct initial technical review/evaluation of budget proposals of the sector’s regional line
agencies, state universities and colleges and government –owned and controlled corporations;

c) Serve as clearing house of all issues and concerns affecting the sector which require action at the
level of the RDC;

d) Discuss issues/concerns affecting the implementation of major/critical programs and projects in the
sector and forward recommendations to RDC for appropriate action;

e) Track status of programs and projects endorsed by the Committee; and,

f) Track status of resolutions passed by the RSDC on matters concerning the development of the
sector.

g) Facilitate Committee decisions/resolutions by observing the following steps in the passing and
tracking of RSDC resolutions:

h) The proponent submits project proposal/issue paper/sectoral concern to the RSDC XII Secretariat,
NEDA Regional Office XII;

i) The RSDC Secretariat refers the project proposal/issue paper/sectoral concern to the RSDC;

j) The committee concerned evaluates the submitted proposal/issue/concern and prepares


recommendation in the form of resolution and submits the same to RDC;

k) The RSDC deliberate/discuss on the project proposal/issue/concern and if found feasible endorses
it to the concerned entity/agency for support through resolution;
l) The concerned agency/entity shall coordinate with the proponent, the RDC or the RDC Secretariat
and provide feedback on action/s taken by their department on the pertinent resolution /proposal;

m) The proponent agency shall also provide feedback/updates on the pertinent resolution to RSDC,
through the RSDC Secretariat; and

n) The Secretariat shall provide the Committee with updates on resolutions passed during the
Committee’s quarterly regular meetings and/or as the need arises.
InfraCom
The Infrastructure and Utilities Development Committee (InfraCom) is one of the sectoral committees
under the Regional Development Council (RDC).

InfraCom is responsible in providing the Council with appropriate information and recommendations
on matters concerning regional development, particularly in the following areas:

The Infrastructure and Utilities Development Committee (InfraCom) shall:

Review and endorse programs/projects of national government agencies and LGUs in the region to
the Council requiring national government financial exposure which may come in the form of
guarantees, national government budget appropriations or subsidies, among others.

Integrate sectoral information and statistics in the preparation of the annual regional development
report.

Assist the Council in the translation of national development goals and policies into specific regional
sectoral objectives.

Integrate sectoral plans and programs of local government units, interregional sectoral plans and
programs and coordinate all sectoral planning and programming activities of sectoral line agencies in
the region.

Perform other related functions as may be a assigned by the Council.

Facilitate Council decisions/resolutions


EDC
The Economic Development Committee (EDC) is one of the four sectoral committees under the
Regional Development Council (RDC) XII. The Committee is responsible in providing the Council with
appropriate information and recommendations on matters concerning regional development,
particularly in the following areas: Agriculture and Fisheries; Environment and Natural Resources and
Mining; Agrarian Reform; Science and Technology, Trade, Industry and Tourism.
