Topic: Conceptualizations of E-Governance


A Reflection Paper

The topic about “Conceptualizations of E-Governance” is relevant to me because I am one of the


users of the implemented e-government services. And I must say that using those e-government
services had hastened my usual transaction in the government.

I learned that E-Government refers to the use of information and communication technologies to
deliver government services to citizens, businesses, and other organization. We all know that
people nowadays are already using social media and different platforms of e-services to make
their transactions more convenient and less hassle. Likewise, in the government it is more
convenient if we adopt the e-government services to implement the paperless transaction and
also to save time from queuing. Not all can adapt to the technological era in government because
others are not knowledgeable in running the applications. In addition, others may opt to not
participate in this operation because of security matters. If only that everyone is supporting the
government’s new way of enhancing the efficiency, transparency, and accountability of
government operations through e-government, then we can all see the changes and improvement
in the government services and processes.

I am thankful that our President Ferdinand R. Marcos Jr spearheaded the launching of e-gov
application that integrates all government online services in one platform. In partnership with the
Department of Information and Communications Technology (DICT) the implementation of e-
gov app aims to have every Filipino convenience in their government transactions. In addition, as
an employee in the government, it is an advantage to adopt in the e-government services to help
our government in eliminating corruption because the platform helps in promoting transparency
in the government of the Philippines.

In the implementation of e-government in the Philippines, we must also consider the citizens
who resided in the Geographically Isolated and Disadvantaged (GIDA) areas. These people are
experiencing limited internet connectivity, thus accessibility of the e-government services will
also be difficult for them. I can relate to their situation as I am currently living in the
municipality of San Luis, in the province of Agusan del Sur where internet connectivity is a
challenge. The Philippine government may create an effective solution to address this issue.
I also learned that e-Government has key characteristics namely Digital Transformation, Online
Services, Transparency and Accountability, Citizen Engagement, Interoperability, and
Cybersecurity. I am one of those who support in the digital transformation in the government
sector that aims to provide better services through the use of technology. E-government has led
to the development of online services and platforms for citizens and businesses to access
government services. These services include online tax filing, business registration, and
application for government IDs. Furthermore, e-government aims to enhance transparency
though making government information more accessible to the public especially financial
reports. The government in the Philippines has been working on improving citizen engagement
through the use of social media to involve citizens in the decision-making process. Also, the
government is working to ensure that different government agencies can share data and
communicate effectively. However, cybersecurity is a serious problem that needs to address by
our government to protect sensitive data from cyber threats.

I believe that there are pros and cons in implementing e-government in the Philippines and there
are people who are still resistant to change to electronic ways. For me, in order to be successful
we have to trust the process and the people behind the creation of this e-government. And to
people who are afraid to adapt in this platform, it is true that there is nothing permanent except
change. Thus, we have to embrace this technological change in the government process which is
the implementation of e-government to achieve the greatest change we are looking for in the
Philippine Government.
