ePollution Regulations
t t
e
Annex V of the MARPOL Treaty is an International Law providing for a cleaner, safer marine environment. Under this law it is

illegal for any vessel to dump plastic garbage anywhere in the ocean or navigable waters. Violations of these requirements may
result in civil penalties being imposed upon offenders in the form of fines and/or imprisonment, as determined by current

1.1.15 Food Wastes - Some governments have regulations may require incinerating, sterilizing, double bagging or other special treatment and therefore

these materials should be kept separate from other garbage and disposed of in accordance with the laws of the receiving country. Precautions must be
taken to ensure that plastics contaminated by food wastes (e.g. plastic food wrappers) are not discharged at sea with other food wastes.

1.1.16 - It should be noted that, due to differences in port reception procedures and additional treatment among ports, port reception facilities may

the minimum amount of garbage or waste is required to be disposed of to shore.

1.2.7
e r
The Garbage Management Personnel’s attention is drawn to the special rules on incineration that may exist in some special areas. Incineration

t t
of the following items requires special precaution due to the potential environmental and health effects from combustion of by-products: hazardous

materials (e.g. scraped paint, impregnated wood) and certain types of plastics (e.g. PVC-based plastics). Batteries, expired medicine, Aerosol

cans, fluorescent tubes, chemical waste, old paint must never be incinerated.

1.2.8

Comminuters - When operating inside a special area, all food wastes must be comminuted or ground prior to discharge in to the sea. All

n g
discharges are to be as far as practicable and not less than 12 nautical miles from the nearest land or ice-shelf. Outside special areas, ships operating
primarily beyond three nautical miles from the nearest land are encouraged to install and use comminuters to grind food wastes to a particle size

h a
capable of passing through a screen with openings no larger than 25 millimeters. Such a process is recommended even beyond 12 nautical miles

S
because the particle size hastens assimilation into the marine environment.

considered the best option if available.

Plastic garbage shall be effectively separated from other garbage. If this is impractical due to the special nature of the garbage then the mixture
must be treated as if it were all plastic.

When garbage is to be landed to reception facilities ashore the Master shall ensure that all local regulations in this aspect are adhered to . The

Master shall enquire from the vessel’s local agent details regarding special requirements such as segregation , cleanliness of garbage and disposal
containers / transportation bags , and should any special transport containers be required , these are to be arranged via the Agent.

Used cooking oils and grease from galley shall not be flushed in drains or mixed with other galley garbage but disposed by incineration,

policy and periodically deliver cooking oil wastes for incineration to a designated member of the engine room staff.

Cooking oil is Category D and incineration should be recorded in the garbage log book and/or Oil Record Book as stated below.

8
1
1. If the cooking oil is directly burnt with the rags and other paper products then it should be recorded only in the garbage log book with the

time of start and completion and the corresponding position of the vessel at that time. Please make separate entry for both C & D category in

the Garbage log book.

2. If the cooking oil is collected and then put into the waste oil tank then it should be recorded in both the Garbage Log and in the Oil Record

The amount of garbage onboard shall be estimated in m3, separately according to category. The Garbage Disposal Record Book contains many
references to estimated amount of garbage. It is recognised that the accuracy of estimating amounts of garbage is left to interpretation. Volume

estimates will differ before and after processing. Some processing procedures may not allow for usable estimates of volume, e.g. the continuous
processing of food waste. Such factors should be taken into consideration when making and interpreting entries made in a record.
