School Memorandum Prohibiting Students from Going Out During


LunchTime
Rationale
Rafaela R. Labang National High School proposed a resolution prohibiting the students
from going outside the school premises during lunchtime based on unnumbered school
memorandum dated April 15, 2023

. The purpose of this implementation is to maintain the safety of the students during
lunchtime as well as to monitor those who always skip classes in the afternoon. It has been
noticed and observed by the teachers of the said institution that some students will not come back
to school after lunch without their parents or guardian knowing, thus compromising their safety.

On the other hand, there are parents and guardians whose residences are near the school
and would want to allow their sons and daughters to go out during lunchtime. With that, the
school OIC made an exemption for some students provided that their parents or guardians will
sign a parent’s waiver noted by the OIC of the school. The parent’s waiver will only be given to
parents or guardians of the students to ensure that they are aware of their responsibility and that
the signature is not forged.

The content of the waiver states that the parent or guardian allowed their daughters and
sons to go out from the school premises during lunch time (12:00- 1:00) and is responsible for
their daughters’ and sons’ safety during the allotted time.

There are 600 students enrolled in the school, divided among 145 in grade 7, 158 in grade
8, 159 in grade 9, and 138 in grade 10. Since the school provided a waiver letting the student go
out during lunchtime, some parents signed it and allow their children. Based on the data
collected 139 students are permitted to go out.
Method
The researchers conducted a survey to identify the number of students who have waivers
based on the data gathered, 13.8 % from Grade 7, 20.88% from Grade 8, 18.87 % from Grade 9,
and 40.58% from Grade 10. It has been observed that Grade 10 has the most students whose
parents permit them to go out during lunch time. The table below shows the percentage of
students who have waivers.

The data collected through an interview conducted by the researchers. The respondents
are the teachers of Rafaela R. Labang National High School who have 1:00 pm classes. The table
below shows the number of students who attended first period in the afternoon.

Based on the data gathered, there are a total of 600 enrollees in Rafaela R. Labang
National High School. Before the implementation of the unnumbered school memorandum dated
April 15, 2023, in Grade 7 students who were present during the first period in the afternoon was
82.76%, in Grade 8 it was 94.94%, in Grade 9 it was 81.76% and in Grade 10 it was 86.96%.

After the implementation of the said unnumbered school memorandum, there is a


difference in growth percentage of the attendance. In Grade 7 it increases to 96.55%, in grades 8
and 9 it is still the same with a percentage of 94.94% for Grade 8 and 81.76% for Grade 9. In
Grade 10 it decreases to 83.33%.

Based on the data gathered, there are a total of 600 enrollees in Rafaela R. Labang
