The Republic of Finland is a strong advocate for the legalization of the use of

cannabis in health care, as it believes that cannabis has many potential benefits
for patients suffering from various medical conditions. Finland has been one of
the first countries in Europe to allow the use of cannabis for medical purposes,
and has a well-regulated system that ensures the safety and quality of cannabis
products.

Finland recognizes the role of the United Nations Office on Drugs and Crime
(UNODC) in promoting international cooperation and coordination on drug-
related matters, and supports the implementation of the three international drug
control conventions, which provide flexibility for countries to adopt different
approaches to drug policy. Finland also respects the sovereignty and territorial
integrity of each Member State, and does not interfere with their domestic affairs
regarding cannabis legislation.

Finland proposes that the UNODC should facilitate dialogue and information-
sharing among Member States on the best practices and challenges of legalizing
cannabis for medical use, and provide technical assistance and capacity-building
for countries that wish to adopt or reform their cannabis policies. Finland also
suggests that the UNODC should conduct research and analysis on the impact of
cannabis legalization on public health, human rights, crime prevention, and
sustainable development, and report its findings to the Commission on Narcotic
Drugs (CND) and other relevant bodies. Finland believes that such measures
would help to foster a balanced and evidence-based approach to cannabis policy,
and to protect the health and well-being of all people.
