1. Online bids are invited on Single Stage - Single Bid System STE( Techno- Commercial)
“Replacement of Existing MTU Engine of Fwd DA With CAT 1x3508c Engine onboard INS Betwa”
Manual Bids shall not be accepted.
2. Tender documents may be downloaded from GeM Portal web site www.gem.gov.in.as per
the schedule as given in CRITICAL DATE SHEET as under.
4. Tenderer who has downloaded the tender from GeM Portal website www.gem.gov.in.shall not
tamper/modify the tender form including downloaded price bid template in any manner. In
case if the same is found to be tempered/modified in any manner, tender will be completely
rejected and tenderer is liable to be black listed and banned from doing business with Naval
Dockyard (Mumbai).
5. Intending tenderers are advised to visit GeM Portal website www.gem.gov.in.at least 3 days
prior to closing date of submission of tender for any corrigendum / addendum/ amendment
6. Bids will be opened online as per date/time as mentioned in the Tender Critical Date Sheet.
After online opening of Technical-Bid, the results of their qualification will be intimated later.
7. The vendor is to be in possession of valid LIN (Labour Identification Number from Shram
Suvidha Portal of GOI) and Labour Licence to ensure compliance to statutory acts/ regulations
viz,minmum wages act, CL & RA,EPF/ESI Acts etc., Further, the Contractor has to mandatorily
submit the EPF and ESI deposit proof in the actual name and account number of the individual
hired for the Contractor job. The production of the above documents is mandatory for processing
of bills.
8. Earnest Money Deposit (EMD): Applicant contractor must provide demand draft / Bank
Guarantee for Rs 13,90,266 /- (Rupees Thirteen Lakh Ninety Thousand Two Hundred Sixty
Six Only) in favour of ASD, ND(MB),Public Fund A/C No. 50801010000031 of Canara Bank,
ND,MB,(IFS Code CNRB0015080)with a validity of 45 days beyond the final bid validity period, in
the form of an Account Payee Demand Draft or Bankers Cheque (including IDBI Bank) or Bank
Guarantee as per Form DPM-13 (Enclosure VII to RFP) from any of the public sector banks or a
private sector bank authorized to conduct government business viz. Axis / ICICI / HDFC Banks
only will be acceptable. EMDs from any other bank (including Co-op & Scheduled Banks) will not
be accepted and bids will be liable for disqualification. EMD is not required to be submitted by
those Bidders who are registered with Naval Dockyard (Mumbai)/NSIC/Central Purchase
Organisations for the same item/range of products/goods or services. These firms must however
submit a valid registration certificate with the Technical bid, failing which their offers may be
rejected
9. The Hard Copy of original instruments must be delivered to the Admiral Superintendant,
(for AGMCOM/SMCOM) Naval Dockyard, Mumbai, Pin – 400023 on or before bid opening
date/time as mentioned in critical date sheet. Tenderers offer may be rejected for non-
submission of original payment instruments against the submitted bid.
10. Submission of Tender: The tender shall be submitted online in Single Part Techno-
Commercial bid. All the pages of bid being submitted must be signed and sequentially
numbered by the bidder irrespective of nature of content of the documents before uploading. The
offers submitted by Telegram/Fax/email shall not be considered. No correspondence will be
entertained in this matter.
