The Bids will be for the furnishing of one (1) 115 kV Puffer Circuit Breaker for the Irondale Substation facilities.
Bids will in accordance with the Specification Documents prepared by Intermountain Consumer Professional
Engineers, Inc. (“ICPE”), (hereinafter referred to as “Engineer”).

before 3:00 pm on June 19, 2015. Bids will be privately opened and evaluated. Purchaser shall enter into only one
contract for the construction to be performed under this specification.

The project schedule is as follows:

Purchaser shall enter into only one contract for the 115 kV circuit breaker.

Jefferson County PUD reserves the right to reject any or all bids or to waive any formality or technicality in any bid
in the interest of Jefferson County PUD.

Instructions, specifications and proposal blanks will be on file in the office of Intermountain Consumer Professional
Engineers, Inc., ("Engineer") 1145 East South Union Avenue, Midvale, UT 84047, where they may be consulted or
secured for the purpose of bidding.

INSTRUCTIONS TO BIDDERS

1. Scope of Contract

Bidder shall be fully responsible for all labor, material and equipment necessary for complete construction of
the equipment as required in the Contract Documents.

2. Specifications, Other Contract Documents

Specifications and other bidding documents may be obtained at the time and place indicated on to Notice to
Bidders. Bidders shall comply with all conditions stipulated in such bidding documents.

3. Proposals

Before submitting a Proposal, each bidder shall carefully examine the Contract Documents, shall fully inform
themselves as to all existing conditions and limitations; and shall include in the Proposal the cost of all items
required by the Contract Documents. If the bidder observes that portions of the Contract Documents are at
variance with applicable laws, codes, rules, regulations or contain obvious erroneous or uncoordinated
information, the bidder shall promptly notify the Engineer and the necessary changes shall be accomplished by
Addendum.

a. The Proposal shall be prepared on forms as found in this specification.


b. Bids will bear no marks, erasures, or writing changes, other than those provided or required.
c. No verbal or telephone bid modifications or cancellations will be considered.
d. The bidder guarantees there shall be no revisions or withdrawal of bid amount for a period of 60 days after
bid opening.
e. Bids shall be signed by a Principal duly authorized to make contracts.
f. Bid proposals shall reflect the cost of all work required by the bidding documents, plus additions, deletions,
or modifications required by addenda issued prior to bid opening.
g. Bids shall be submitted in opaque envelopes that bear bidders name, and be sealed and addressed to:

All envelopes shall be clearly marked “Bid Proposal – Jefferson County PUD- Irondale Substation 115kV
Circuit Breaker” as indicated in Section 1, paragraph 1.3.
h. Bid opening time and date is as per the Notice to Bidders found in this Contract Document.
i. It is the bidder’s sole responsibility to see that his bid is received at the proper time and place. Any bid
received after scheduled bid opening will be considered non-responsive.
j. Prior to the bid opening, bidders may withdraw a bid by written request or by reclaiming bid envelopes.

4. Interpretation of Specifications

a. If any person or entity contemplating submitting a bid is in doubt as to the meaning of any part of the
specifications or other Contract Documents, such person shall submit to the Engineer a request for an
interpretation or correction thereof.
b. Request for such clarifications must be in the office of the Engineer a minimum of three (3) days prior to
bid opening.
c. The person or entity submitting the request will be responsible for its prompt delivery.
d. Any interpretation of the proposed documents will be made only be Addenda duly issued and a copy of
such Addenda will be mailed or delivered to each person or entity receiving a set of documents.

e. Verbal instructions or interpretations will have no validity, regardless of source. Neither the Owner nor the
Engineer will be responsible for any other explanations or interpretations of the proposed documents.

5. Addenda
Any Addenda issued during the time of bidding shall become part of the documents provided to the bidders for
the preparation of the bid, shall be covered in the bid, and shall be made a part of the Contract.

6. Award of Contract
a. The Contract will be awarded as soon as possible to the bidder that meets the following criteria: (1) ability
to meet specifications as stipulated in Bid Evaluation information as required in Section 1 – General
Requirements 1.4, and Section 3 Proposal Data and Technical Data; (2) lowest, responsible bidder based
on lowest combination of base bid and acceptable alternates; (3) ability to meet time frame required in bid
documents; (4) provided the bid is reasonable and is in the interests of the Owner to accept. The Owner
reserves the right to waive any technicalities or formalities in any bid or in the bidding.
b. No Bidder shall consider himself under contract until a Contract is signed by the Purchaser and the Bidder.

7. Qualifications
The Bidder’s past performance, organization, equipment and ability to perform and complete their contracts in
the manner and within the time limit specified will be elements along with the cash amount of the bid, which
will be considered by the Owner in the letting of the contract.

8. Right to Reject Proposals


The Owner reserves the right to reject any or all Proposals and to waive any irregularities therein.

9. Time is of the Essence


Time is of the essence in regard to all the requirements of the Contract Documents.

10. Withdrawal of Bids


Bids may be withdrawn on written request received from bidders prior to the time fixed for opening.
Negligence on the part of the bidder in preparing the bid confers no right for the withdrawal of the bid after it
has been opened.

11. Product Approvals


Where reference is made to one or more proprietary products in the Contract Documents, but restrictive
descriptive materials of one or more manufacturer(s) is referred to in the Contract Documents, the products of
other manufacturers will be accepted, provided they equal or exceed the standards set forth in the drawings and
specifications and are compatible with the intent and purpose of the design, subject to the written approval of
the Engineer. Requests for the information pertaining to said approval must be submitted to the Engineer no
later than four (4) working days (not including Saturday, Sunday or State holidays) prior to the bid opening.
The Engineer’s written approval will be in an issued Addendum. If the descriptive material is not restrictive,
the products of other manufacturers specified will be accepted without prior approval provided they are
compatible with the intent and purpose of the design as determined by the Engineer.

12. Financial Responsibility of Bidder

Bidder shall respond promptly to any inquiry in writing by the Owner to any concern of financial responsibility
of the Bidder.

SECTION 1 - GENERAL REQUIREMENTS

1.1. GENERAL
The purpose of this Specification is to furnish specific data and requirements pertaining to the purchase,
design, shipment, testing, and service engineering of a 115 kV SF6 Circuit Breaker to be purchased by
Jefferson County PUD. The Bidder will furnish one (1) 115 kV Puffer Circuit Breaker with single break
SF6 gas filled puffer type outdoor, 3-pole interrupters, complete with control cabinet, current transformers
and mounting pedestal. Features and ratings are as noted in Technical Provisions. The circuit breakers will
be installed in the Jefferson County PUD Irondale Substation located in Port Townsend, Washington.

1.3. BID PROPOSAL

A. Firm prices shall be quoted. The Bidder's proposal shall not include sales or use taxes. Prices shall be
quoted on the Proposal form provided.

B. All bids and correspondence shall be marked “Jefferson County PUD -- Irondale Substation 115 kV Circuit
Breaker(s).”

C. Bid due date is as per the “Notice to Bidders” page 1 of this document.

D. The Purchaser reserves the right to accept or reject any or all bids, or any portion thereof.

E. The Purchaser reserves the right to waive minor irregularities or minor errors in any proposal if it appears
to the Purchaser that such irregularities or errors were made inadvertently. Any such irregularities or errors
so waived must be corrected in the Proposal in which they occur prior to the execution of any contract
which may be awarded thereon.

F. Bidder shall supply one (1) original and three (3) copies of proposals.

G. All Bidders will be notified of any changes in the specifications in addendum letters. Receipt of addendum
letters must be acknowledged in the bid proposal.

H. Bidders are encouraged to point out special or superior features that may make its equipment preferred.

1.4. BID EVALUATION

A. The Purchaser will consider the prices and delivery dates as only two elements making up the total value of
the equipment to be purchased. In order to properly evaluate other factors, the Bidder is requested to
provide answers to the following questions in their proposal:

1. Where is the nearest factory authorized repair shop capable of repairing equipment of the size and type
proposed?
2. Where are the nearest factory trained Service Engineers located who can provide field service for the
proposed equipment?
3. How much (if any) of the Service Engineer's service are included in the quoted price for the equipment
proposed? If not included in the quoted price, the Field Engineering Service cost should be given in
the Proposal.

B. Other items which will be considered in the bid evaluation are:

1. The Bidder's past performance(s) in providing substation equipment and meeting quoted deliveries.
2. The Bidder's past ability and willingness to solve problems that have arisen in a satisfactory and
complete manner.
3. The Bidder's deviations from the specifications.
4. Warranties.
5. Manufacturer's cancellation policy.
6. Compatibility with similar existing substation equipment

1.5. PURCHASE ORDER

A. It is anticipated that a purchase order will be issued to the Successful Bidder within sixty (60) days after the
due date for the receipt of proposals. All bids shall be valid for this period of time.

1.6. DELIVERY AND SHIPPING

A. Firm delivery date of the equipment and related components shall be of prime concern during the bid
evaluation and selection process. Date of shipment shall be as promised by the Bidder, based upon prompt
receipt of all necessary information. The date of shipment shall be defined as the date the bill of lading is
signed by the carrier. The Purchaser desires a delivery date on or before between November 15, 2015.

B. Shipping shall be FOB destination. The title to the material and apparatus furnished hereunder shall pass to
the Purchaser at the destination point. The Project Site is:

C. Any change in the delivery date shall be reported immediately by telephone, followed by a written
confirmation and explanation thereof. The delivery date shall be extended for the period of any reasonable
delay due exclusively to causes beyond the control and without the fault of the Bidder.

D. The apparatus shall be shipped in assembled units insofar as is consistent with good shipping practice. The
apparatus shall be carefully packed for shipment. If items must be disassembled for shipment they shall be
"match-marked". All units and their containers shall be "piece-marked" and shall show the purchase order
number. The Supplier shall indicate if the unit will be shipped completely assembled or will require on-site
assembly. If on-site assembly is required please indicate parts requiring assembly.

E. On the same day that any shipment to the Purchaser is originated, a transmittal, including the following,
shall be forwarded to the Purchaser:

2. Bill of Lading - Original and two (2) copies
3. Packing list shall also accompany each shipment.

F. The Purchaser shall be notified as to the whereabouts of the circuit breaker(s) 48 hours prior to the
scheduled arrival at the destination point. Bidder shall pay any costs associated with unloading in the event
that the circuit breaker is not on site at this notified time.

G. Failure to deliver prior to 1:00 p.m. on a Friday will not guarantee unloading until the following Monday.
Layover costs will be paid by the Bidder.

1.7. INVOICING

1.8. TITLE

A. The title to the material and apparatus furnished hereunder shall be listed as follows:

1.9. PAYMENT

A. Upon the shipment of any equipment hereunder, the Bidder shall submit to the Purchaser a detailed invoice
in duplicate of the equipment shipped. After delivery of the equipment, the Purchaser shall make payment
therefore to the Bidder.

1.10. CANCELLATION

A. In the event the Purchaser shall be required, or deems it advisable, to suspend or terminate the work being
performed pursuant to this Specification, the Purchaser may do so at any time by written notice to the
Bidder. In such case, the Bidder would take whatever action with respect to work in progress as would
minimize its claim against the Purchaser. The Purchaser would pay the Bidder a reasonable suspension or
termination charge for all disbursements or expenses which the Bidder had incurred or become obligated
for prior to the date of a notice of cancellation, less the reasonable resale value of the materials, equipment,
and apparatus which shall have been obtained or ordered to become an integral part of the work and
excluding any allowance for anticipated profits on the unperformed portion of the work. Reimbursement
portions of this section would not apply to cancellations caused by design changes by the Manufacturer not
authorized by the Purchaser or caused by delivery of material beyond the quoted delivery date not
authorized by the Purchaser.

1.11. DEVIATIONS AND EXCEPTIONS

A. Any deviations from or exceptions to this specification shall be clearly stated in the Bidder's proposal. The
fact that there are deviations or exceptions will not necessarily preclude the selection of a Bidder's proposal.
Any items in deviation from those items called for in this Specification shall be itemized as to their plus or
minus dollars effect on the circuit breaker as specified. The statement of deviations will be utilized in the
evaluation of the proposal. If no exceptions to this Specification are taken by the Bidder, this shall also be
clearly stated.

B. Alternative offerings will be considered, but they must clearly be indicated as alternatives.

C. After acceptance by the Purchaser of the proposal of the Successful Bidder, no change, variation, or
deviation from the drawings or specifications shall be made, except by the written order of the Purchaser.
Should the Manufacturer find at any time during the progress of the work that in his opinion existing
conditions demand, make desirable or beneficial a modification in requirements covering any particular
items, he shall promptly report such matters to the Purchaser for decision and instruction.

1.12. WARRANTY

A. Manufacturer shall warrant to the Purchaser that the apparatus or services to be furnished hereunder will be
of the highest quality and free from defects in material, workmanship, and title and will be of the kind
designated in the pertinent purchase order. The Manufacturer's warranty shall be effective for a period of
eighteen (18) months after the date of shipment to Purchaser or twelve (12) months after energization,
whichever occurs first. Terms of the Manufacturer's circuit breaker warranty shall be included in the bid
proposal and will be a criterion for evaluation of the proposal. Any extended warranties shall be indicated.

1.13. LAWS AND REGULATIONS

A. Apparatus to be furnished hereunder shall comply with the applicable requirements of all statutes,
ordinances, codes, and standards of all legally constituted authorities having jurisdiction. The
Manufacturer shall obtain certification of compliance where required. All expenses incurred in complying
with these requirements are understood to be included in the proposal.

1.14. STANDARDS

A. Unless otherwise stated, the latest revisions of the applicable standards of ANSI, NEMA, ASTM, OSHA,
NEC, NESC, and UL shall be met in design, rating, testing, and manufacture of the equipment covered by
this Specification. In the event a conflict occurs between these codes and the specifications which follow,
the more stringent requirements shall govern.

1.15. INSPECTION

A. A representative of the Purchaser shall be allowed free access at all reasonable times to the Manufacturer's
shops and those of his suppliers for inspection of the equipment, or any of its parts, and to obtain
information on the progress of the work. Any work or material found to be defective or which does not
meet the requirements of this Specification may be rejected and shall be replaced by the Manufacturer at
his own expense. Such inspection, however, shall not relieve the Manufacturer from responsibility for the
quality and correctness of the work.

1.16. TESTING AND FIELD ENGINEERING

A. The Circuit Breaker(s) shall be assembled and tested at the factory for satisfactory alignment, operation,
and electrical integrity.

B. Three (3) certified copies of the test reports shall be mailed to the Purchaser’s Engineer following testing of
the circuit breaker(s).

C. If required to satisfy conditions of the warranty, the Manufacturer shall provide a field service engineer to
conduct a pre-energization checkout of the circuit breaker installation, ascertain the extent of in- transit
damages (if any), make necessary minor repairs, and advise the Purchaser's representative and contractor of
proper installation, operation, adjustment, and alignment procedures. Costs for a field service engineer,
necessary for warranty purposes, shall be included in the manufacturer’s base bid.

D. Costs, if any, for field engineering services, requested by the Purchaser, shall be included in the Bidder's
proposal as a per diem adder to the firm price. Field engineering services shall be proposed at a firm, flat
rate with all costs and expenses included in this figure.

E. Field tests at time of installation shall be made at the expense of the Purchaser. If for any reason
whatsoever the equipment furnished and installed hereunder does not meet in any respect the warranties
hereof and/or the performances specified by the Bidder in the proposal, and it becomes necessary for the
Manufacturer to make alterations for the purpose of meeting those warranties and/or performances,
additional tests required to show the effects of such alterations shall be performed at the expense of the
Manufacturer.

1.17. DRAWINGS AND DESCRIPTIONS

A. The following drawings and descriptions shall accompany the Bidder's proposal:

1. General arrangement drawings showing the overall dimensions and relative location of all principal
parts.
2. General description of type of materials used for the principal parts.
3. General description of the construction including drawings, photographs, or cuts which show the
general construction, including operating mechanism.
4. General description and diagrams showing the equipment mounting and handling facilities and
clearance requirements.
5. Control diagrams.
6. Typical operating and maintenance booklet.
7. Mounting pedestal base drawings in sufficient detail to assist the Engineer in making preliminary
foundation layout plans.
8. Anchor bolt details.

B. Drawings and data supplied with the bid proposal shall contain sufficient information for a thorough
engineering evaluation.

C. Within forty five (45) days of the date of the purchase order, the Manufacturer shall supply approval
drawing to the Engineer showing accurate dimensional data and control and wiring diagrams to allow for
design of the foundation, connecting bus and relay and control systems. Three (3) sets of approval
drawings shall be submitted. The date of the submittal shall be specified in the Manufacturer's proposal.
Approval drawing shall be sent to the Purchaser’s Engineer at the addressed indicated in 1.17D. AutoCAD
files shall be supplied with the approval drawings to allow for incorporation into the final project contract
documents.

D. Within two weeks prior to the shipment of the equipment, the Manufacturer shall furnish to the Purchaser’s
Engineer:

1. One (1) set of certified, reproducible drawings.


2. Four (4) sets of Installation, Operations and Maintenance Manuals.
3. Four (4) set of Equipment Specification Sheets and Parts List.
4. One (1) set of AutoCAD (release 2010 or later) transformer drawing files on disk.
5. One (1) set of Operation and Maintenance Manuals on CD-ROM.

E. In addition, Manufacturer shall ship one (1) complete set of equipment drawings; Installation, Operations
and Maintenance Manuals; and specifications Sheets and Parts Lists with each circuit breaker(s). This

material shall be enclosed in a weather-proof package securely attached to the unit(s) and protected from
loss or damage.

F. The drawing list shall include, at the minimum, the following:

1. Outline including complete material list which includes bushing and stud size.
2. Base.
3. Nameplate.
4. Accessory schematic diagram.
5. Control cabinet wiring diagram.
6. Bushing Current Transformers
7. Wire Charts.

SECTION 2 - DETAILED SPECIFICATIONS

2.1. SCOPE

A. This Specification details manufacturing, shop testing, delivery, technical direction and testing for one (1)
115 kV circuit breaker. The puffer breaker shall be suited for 115 kV line protection and for transformer
protection and switching, including load dropping and fault interrupting of primary and secondary faults.
The equipment is to be used in the Purchaser's Irondale Substation, which is located in Port Townsend,
Washington. It is the intent of this specification to have the equipment designed, manufactured, delivered,
assembled and tested in accordance with the most advanced and modern technical and commercial practice.
Equipment furnished shall be complete, ready for use and suitable in all respects for the service indicated,
despite omission of specific reference to any minor component part.

2.2. GENERAL

A. Work to Be Provided

1. The work to be provided by Contractor under this specification shall include the following:

a. Power circuit breakers designed and rated for service as specified herein.
b. All shop tests and inspections specified.
c. Schedules, drawings, manufacturing and quality procedures, test reports and other information and
documents specified herein.
d. Delivery of assembled equipment to jobsite.

B. Work by Others

1. The following work will be provided by others:

a. Foundations, including embedded members and anchor bolts.


b. All bus work, power and control wiring external to the power circuit breakers.
c. External conduit and wiring.
d. Control power sources.
e. Unloading and placement on the foundations.

2.3. CODES AND STANDARDS

A. Work provided under this specification shall be in strict conformance with the latest edition and latest
addenda thereto, as of the time work is performed, of the applicable codes, standards, regulation procedures

2.5. ENVIRONMENTAL CONDITIONS

A. The circuit breaker shall perform as intended at temperatures from -40°F (-40°C) through 130°F (55°C) at
wind loadings through 100 miles per hour, and at altitude of 200 feet.

B. The circuit breakers shall have a seismic withstand rating of 0.5 g.

2.6. CONSTRUCTION

A. Circuit breaker shall utilize a dead tank design

B. Three pole, pedestal mounted with operating mechanism for gang operation of all three phases.

C. Light grey (ANSI 70) porcelain bushings.

D. The circuit breakers shall be SF6-factory filled and permanently sealed.

E. An indicator shall be furnished to show the presence of adequate gas pressure.

F. A built-in, precision pressure-relief device shall be furnished.

G. Fully pressurized circuit breaker shall maintain the circuit breaker rated dielectric withstand values when
open.

H. Mechanism position indicator.

I. Provision for time travel analyzer.

J. Mechanical closing device and any special tools required for slow closing for maintenance.

K. Breaker painted light grey (ANSI #70).

L. The circuit breaker shall be completely wired at the factory and ready for connection of external wiring to
the circuit breaker terminal blocks.

M. The breaker shall be equipped with two electrically and mechanically independent redundant trip circuits.

N. Properly rated thermal elements, 125 VDC, circuit breakers shall be provided in the positive and negative
elements of the DC control circuits except no overcurrent devices shall be used in the breaker closing and
tripping DC control circuits.

O. A disconnecting device shall be provided in the main DC control circuits to simultaneously disconnect the
positive and negative DC potential to the operating mechanism housing.

P. Disconnecting and overcurrent interrupting devices are required in each operating mechanism cabinet for
protection and isolation of the AC power to heaters, motors, lights, and other accessories.

Q. Factory installed conductors between breaker components shall be grouped in standard control cables not
smaller than #12 AWG each and routed in conduit. Where conduit is not practicable, shielded control cable
shall be used. Each conductor between breaker components shall be marked on both ends with an
identification system to allow cross reference with the schematic diagram.

R. A "Trip-Close" control shall be provided in the operating cabinet with red and green indicating lamps to
show breaker status. Status shall also be indicated by mechanical device operated by linkage.

S. Two (2) 12 stage auxiliary switches, one with a minimum of eight stages for customer use, the second all
for customer use.

T. A 12" x 1" x 1/4" copper bar shall be mounted inside the cable junction box and grounded to the frame of
the breaker. Cable shields and spare circuits shall be terminated on the copper bar.

U. If applicable, pump and compressor motors shall be provided with self-starting synchronous timing
indicators showing the total accumulated motor operation time. The indicator shall have a range of one (1)
hour to 9,999 hours.

V. A breaker operation counter shall be provided with no less than a 999 count capacity to register breaker
operations.

W. Each control box shall have a weatherproof, separately fused, 15 ampere, 120 VAC, 2-pole, 3-wire,
polarized, duplex, grounded receptacle outlet with a built-in ground fault circuit interrupter. Receptacles
shall be Pass and Seymour Catalog No. 1591; or equal. The receptacle must be mounted internal to the
control box. Standard NEMA 5-15R configuration is required.

X. A shock-resistant light with safety globe shall be mounted in the control cabinet. The light shall be
activated by a door operated 120 V switch.

Y. One or more heaters capable of continuous operation shall be supplied to prevent moisture condensation in
the operating mechanism housings and also in any auxiliary housing which may be furnished. Additional
heaters with thermostatic control shall be provided if necessary to maintain normal operation of the
mechanisms. When more than one heater per cabinet is furnished, at least one heater shall be
thermostatically controlled. Heaters shall be installed with electrical connections situated to minimize
deterioration of the insulation of supply and other wires. A separate circuit breaker shall be provided for
each heater circuit. The heater circuits shall be independent of any other circuit.

Z. The breaker shall be equipped:

1. To prevent tripping when air or gas pressure (operating or dielectric) falls to a value below which
breaker cannot safely interrupt at full interrupting rating.
2. To prevent closing when air or gas pressure (operating or dielectric) falls to a value below which
breaker cannot safely close and subsequently interrupt at full interrupting rating.
3. With N/O alarm contacts to operate when:

a. Breaker operating mechanism hydraulic or air pressure falls below predetermined value.
b. Breaker is rendered inoperative when pressure drops to a still lower predetermined value.
c. Charging spring does not reach predetermined charged position in predetermined time. Contact to
remain N/O during trip sequence and spring changing. Contact is to close only if spring does not
return to charged position.

4. With alarm contacts for SF6 gas system to operate and provide alarm signal when pressure falls below
predetermined value, and to operate and provide alarm signal when pressure drops to a still lower
predetermined value which either trips or locks out breaker - if common pressure not inherently
maintained in all three breaker poles, then local alarm and pressure gauge to be furnished for each pole
- Local alarm to indicate pole affected.
5. With one pressure gauge for common pressure systems and one pressure gauge for each pole where
common pressure is not maintained.
6. With a separate alarm for remote indication of each pressure alarm provided at the breaker.
7. With loss-of-voltage/undervoltage alarm contacts to indicate loss of direct current and alternating
current control and motor voltage at load side of any local fused-knife disconnect switches or circuit
breaker - Separate alarms to be provided for alternating and for direct current circuits. Contacts are to
close on loss of power.
8. To be capable of a fast reclose cycle without derating (OCO-10s-CO).
9. To be capable of 180° out of phase switching.
10. With spring charge failure alarm contacts to indicate spring charge status. The contacts are to remain
open during spring charging operation and close only when the spring does not charge.

2.7. OPERATING MECHANISM

A. The mechanism shall be pneumatic, hydraulic, or spring operated. Where required the breaker shall have
its own pump and accumulator tank. All necessary piping and valves shall be provided. Pump shall be of
sufficient size to fully charge the system to operating pressure within fifteen (15) minutes. For spring
operated breakers, the charging motor shall be 125VDC and spring charging mechanism shall allow for
manual charging of the open and close springs.

B. For pneumatic or hydraulic operating mechanisms the mechanism shall store enough energy to be capable
of operating through five (5) open-close-open cycles, from a closed position, in the event of a power loss to
the circuit breaker. For spring operated mechanism the breaker must be capable of an open-close-open
operation before recharging is necessary.

C. The mechanism will be designed to permit routine maintenance on the circuit breaker.

D. Safety valves will be installed to prevent excess high pressure.

E. Operating mechanism shall be powered by 125 VDC control voltage provided by Purchaser.

2.8. TRIP FREE OPERATION

A. On either manual or electrical closing, the circuit breakers shall be trip free, i.e. should the circuit breaker
be inadvertently closed into a fault sensed by user furnished relaying, the breakers shall trip immediately.

B. The breakers shall be furnished with a standard type 52 (X-Y) anti-pump control circuit.

2.9. FRAME AND MOUNTING

A. Circuit breakers shall be frame mounted. Frame shall provide a solid base for breaker to prevent excessive
breaker movement during breaker operations (trip, close, charging, etc.). All breakers should be fully
assembled when possible, keeping field assembly work to a minimum. Breakers requiring field assembly
will be subject to a penalty compared to fully assembled breakers.

B. All exterior conduit shall be metal.

C. Provision for connection of the Purchasers ground grid shall be made by providing a grounding pad on each
side of the breaker near the base and at the cabinet, with holes drilled and tapped for a NEMA standard
two-hold terminal connector.

D. Each tank shall be constructed so that the bushing current transformers, contacts and interrupters are
attached with removable hardware, not welding.

2.10. BUSHINGS

A. All bushings provided with circuit breakers shall be ANSI standard, high creepage distance.

B. Each bushing shall be equipped with a NEMA 4-hold pad for connection to bus work. Connectors shall be
capable of carrying 125% of the continuous current rating of the breaker with which they are to be used.
For bushing with stud, stud size shall be 1.5" diameter, 12 thread per inch and have at least 2.5 inches of
useable threads or as required to accommodate ampere rating.

C. Bushing Type: SF6 filled; porcelain weather shed; ANSI #70, Grey.

D. Bushings shall be high leakage distance.

2.11. BUSHING CURRENT TRANSFORMERS

A. Current transformers shall be provided as specified in accordance with NEMA SG4-Part 3 and shall be five
lead bushing type with fully distributed windings. All secondary leads, including all taps for each
transformer shall be brought out to shorting terminal blocks located in the mechanism housing.

D. All secondary taps on current transformers shall be wired to a terminal block in the control cabinet. If each
pole of the circuit breaker has an individual tank, all secondary taps on the current transformers for that
pole shall be wired to a terminal block in the control cabinet for that pole as well as to a terminal block in
the main control cabinet.

E. Each current transformer shall be terminated on a separate 6 point shorting-type terminal block located at
each control cabinet.

F. All leads of all current transformers will be brought to shorting type terminal blocks in each control cabinet
so that ratios may be changed easily without breaker de-energization.

2.12. ALARM AND AUXILIARY CONTACTS

A. All alarm contacts shall be capable of operating on the specified DC control voltage. Each contact shall
close when in alarm.

B. At a minimum, the following contacts shall be provided if the circuit breaker is supplied with that type of
device/system:

1. Operating mechanism low air pressure


2. Insulating gas low density
3. Insulating gas critical low density
4. Pole disagreement
5. Trip coil #1 and #2 lockout
6. Close coil lockout
7. Compressor excess run
8. Compressor thermal
9. Back-up tank heaters
10. High pressure system high temperature
11. High pressure system low temperature
12. High pressure system low gas pressure
13. Low pressure system low gas pressure
14. Loss AC/DC
15. Trip coil monitor
16. Spring charge failure

C. Any other alarm contacts normally furnished or recommended by the manufacturer shall also be supplied
with the breaker.

D. Each circuit breaker shall be equipped with spare auxiliary contacts (a minimum of 10 "a" stages and 10
"b" stages) and four auxiliary 52 X contacts (two N.O. and two N.C.) and one 52 Y contact (N.C.) for use
by the Purchaser and shall be equipped with a latch checking switch if applicable. The auxiliary contacts
shall be wired to terminal blocks.

2.13. CONTROL CABINET

A. A large weatherproof cabinet shall be mounted on the circuit breaker and shall contain, as a minimum, the
following equipment:

1. Operating mechanism, including pump or compressor, piping, valves, gauges, pressure switches, and
alarms, etc.
2. Removable conduit plate or sufficient knockouts for bringing in conduits.
3. Heaters: All circuit breakers shall be equipped with a heater or heaters in the breaker control cabinets.
Other heaters required to ensure satisfactory operation of the insulating and/or interrupting medium
within the specified breaker operating temperature limits shall also be provided. Thermostatic control

of these heaters shall be provided to turn off heaters when they are not required. Heaters designed to
heat the outside of the tank or gas reservoir are not acceptable.
4. All circuit breakers shall be provided with a counter to register breaker operations, and with an elapsed
time meter to register compressor motor running time.
5. Fused knife switches or thermal circuit breakers for individual protection of control circuits, heaters,
and pump or compressor. All wiring in the cabinet shall be neat in appearance. The size of the cabinet
shall be large enough to provide easy access to all parts and terminal boards.
6. Metal holder inside cabinet to hold instruction books and full set of drawings.
7. Cabinet light and duplex receptacle.

B. The control cabinet shall have a stainless steel nameplate with breaker information including ratings, CT
ratios, CT locations, busing location, motor currents (running and in-rush), trip currents, opening currents,
etc.

C. The circuit breakers shall operate from the following voltages:

1. Trip and Close: 125V DC


2. Heaters: 120V AC (Single Phase)
3. Compressor, Pump or other motor loads: 120V AC (Single Phase)
4. Spring Changing Motor: 125V DC

D. Control and Secondary Wiring

1. THW wire used by the Contractor shall be machine-tool-type with not less than 3/64 inch polyvinyl
chloride insulation and rated at 600 volts, 90°C. Asbestos-varnished-cambric covered wire, or wire
with insulation having characteristics which equal or exceed the electrical and mechanical
characteristics of the machine-tool-type wire is acceptable. Only stranded wires of adequate current-
carrying capacity shall be used in the apparatus. However, in no case shall stranded wire smaller than
No. 12 AWG be used.
2. Ring-tongue terminals shall be used for control and secondary wiring. Spade, slotted spade, flanged
spade, and hook terminals are not acceptable. Ring-tongue terminals shall be sufficiently strong to
prevent their breakage under conditions of vibration inherent in the equipment in which they are
installed. AMO Diamond Grip or AMP Solistrand ring-tongue terminals distributed by American
Pamcor Incorporated (API), and Burndy Hylug terminals are typical of the type of terminals desired by
the Purchaser. These or other Purchaser-approved terminals are acceptable. Terminals shall have
insulated ferrules whenever the spacing between the terminals, or their projection above or below a
terminal board, or other, is such that they can make contact with one another. To insure positive
electrical connections, and to avoid damage to the ferrule, it is mandatory that the proper crimping tool
be used for each wire size. Ring-tongue terminals shall be fastened to the contact strips of terminal
boards with machine screws. Barriers shall separate the contact strips.
3. Terminal blocks furnished by the Contractor shall have No. 10 screws which screw directly into the
threaded contact strips. The contact strips shall have sufficient thickness to insure that torque applied
to the No. 10 screws to hold the terminal lugs to the contact strips will not damage the threads in the
tapped holes. The screws shall not bottom out in the terminal block, nor shall the terminal block be
provided with imbedded captive nuts. The contact strips shall be separated by insulated barriers.
General Electric Type EB-25 terminal blocks or approved equal are acceptable.
4. The secondary leads of all taps of all current transformers shall be carried to shorting-type terminal
blocks. All leads and corresponding terminals on the terminal blocks shall be identified. The terminal
blocks shall be mounted in the control cabinet. General Electric Type EB-27 shorting terminal blocks
or approved equal are acceptable.
5. Where required, relays shall be of the rear connected, self-enclosed type. Where 115/230 VAC circuits
are employed, current limiting circuit breakers are preferred for electrical protection. If knife switches
or fuse blocks are used, physical protection for personnel to prevent contact with the 115/230 volt
circuits is required. The circuits, no matter how electrically protected, shall maintain a "visible open"
capability. Alternating current supply to breaker control cabinet shall enter at top of terminal block
with loads on lower terminals. Conduit will be galvanized rigid. PVC conduit is not acceptable.

6. All control, auxiliary power, and alarm circuit including spare contacts, shall be completely wired by
the Manufacturer. All wiring shall be capable of passing the IPCEA Flame Resisting Test, IPCEA
Publication No. S-61-402, Section 6.5. All connections to the Purchaser’s external circuits shall be
brought to the control cabinet terminal blocks.
7. The terminal blocks shall be provided with permanently engraved markings corresponding to those of
the Manufacturer’s wiring diagram and shall have space provided on the marking strip for inscription
by the Purchaser. Terminal blocks shall have at least 20 percent spare portions.
8. Wiring shall be marked using the remote end tagging system. Tags will be permanent heat-shrink
type.
9. All wiring leaving an enclosure shall leave from terminal blocks and not from other devices in the
enclosure.
10. Auxiliary equipment such as terminal blocks, auxiliary relays, or contactors shall be readily accessible.
11. Terminal blocks for external connections shall be grouped in the instrument and control compartment
for easy accessibility unrestricted by interference from structural members and instruments. Sufficient
space shall be provided on each side of each terminal block to allow an orderly arrangement of all
leads to be terminated on the block. Arrangement of circuits on terminal blocks shall be such that all
connections for one circuit plus any spare conductors shall be on adjacent terminals.
12. Those portions of any secondary wiring in the control box, or those portions which pass through
conduit, shall not be spliced.
13. All control, indicating, and signal devices including spare contacts, shall be completely wired to
terminal blocks in the control cabinet, using conduit as necessary for wiring protection.

2.14. MECHANICAL ACCESSORIES

A. Air storage vessels shall have moisture condensation controls such as blow off valves to expel
condensation, rust inhibiting treatment of the inside of the vessel, and air intake openings located in heated
area to reduce water vapor intake.

B. One (1) complete set of special tools and equipment required to dismantle/reassemble the breaker for
maintenance shall be furnished. Studs, nuts, or other devices other than United States Standard will be
considered as requiring special tools.

C. One (1) complete manually operated closing device shall be furnished.

D. The breaker shall be capable of being picked up by the lifting eyes, moved and reset on the foundation with
only minor readjusting and realigning prior to operation. Provisions shall be made for securing the base to
the foundations.

2.15. SPARE PARTS

A. The Contractor shall recommend a list of spare parts and associated prices for the breaker. As a minimum,
prices for the following spare parts shall be supplied by the manufacturer:

1. One (1) complete set of moving and stationary arcing contacts for each breaker pole.
2. Two (2) complete porcelain bushings, with gaskets and terminal pads.
3. A complete set of gaskets for all air, gas and oil tight fittings.

B. Recommended spare parts may be purchased at the discretion of the Purchaser.

2.16. PAINTING AND FINISHING

A. All exterior exposed surfaces of ferrous metalwork for the Equipment shall be cleaned to base metal by
sandblasting or steel grit-blasting. After cleaning, the surfaces shall be given one coat of red lead priming
paint followed by two coats of semigloss enamel. The exterior surfaces of aluminum metal shall be
cleaned by using clean rags and a solvent (xylol). After cleaning, apply metal conditioner followed by one

coat of zinc dust-zinc oxide primer and two coats of semigloss enamel. Surfaces to be painted shall be
thoroughly clean and dry before application of the paint.

B. Paint materials shall conform to the follows:

1. Zinc dust-zinc oxide priming paint, TT-P-641b, Type II.


2. Red lead priming paint, TT-P-86c, Type II.
3. Metal conditioner, mil-M-10578B, Type I.
4. Enamel, semigloss, TT-E-529a, Class A, final coat ANSI #70 Light Gray.
5. Paint thickness of 5 mil minimum.

C. Contractor shall furnish the Purchaser with a certification by the paint manufacturer, stating that these
materials conform to the specification requirements and Contractor shall be responsible for the accuracy of
the Certificates. The Purchaser reserves the right to test materials accepted on certification. Contractor's
standard painting materials and procedure will be accepted in lieu of the above requirements, provided that
Contractor can demonstrate to the satisfaction of the Purchaser the suitability of the materials and
procedure offered, with respect to appearance and durability. To obtain acceptance of his standard product,
Contractor shall submit a chemical description of his painting materials and a description of his preparation
and application procedures.

D. The Contractor shall provide 1 quart of touch-up paint ANSI #70 Light Gray to repair any damage that may
occur during shipment.
