EYE MEDIA Weneuue nee Human Resources Officer Juba, South Sedan ‘Supervisor Chief Executive Officer Department: Business Administration Eye Media (EM) is a South Sudanese non-governmental organization registered in 2012 to manage Eye Radio, a Juba-based FM station, with a vision to develop into a self-sustaining independent media institution serving all ‘of South Sudan. Eye Radio produces detailed, objective news and information, programs with content related to ‘education, health, agriculture, and other important issues, as well as music, sports, and entertainment. Since 2015, Eye Radio has been expanding its broadcast coverage to state capitals across the country. The HR Officer will be responsible for all aspects of HR management such as recruitment, updating staff files, leave records, preparing contracts, compliance with policies and procedures. This position demands excellent HR knowledge, strong organizational skills, and good knowledge of the South Sudan labor law. 1. Main duties and Responsibilities ‘+ Assist in the development and review of sound HR policies and procedures that are compliant with Eye ‘Media standards and South Sudan local labor laws. Serve as the custodian of such policies/procedures ensuring compliance. © Organize recruitment including placing advertisements, arranging interviews, staff onboarding, etc: ‘© Ensure Eye Media adheres to government regulations on recruitment and labor relations. ‘© Maintain HR personnel files for all Eye Media staff in an orderly manner that is audit-ready. ‘© Facilitate work permits acquisition and renewal for international consultants where applicable. ‘© Maintain the tracking system for all types of leave for all employees and make sure that this is properly ‘captured in payroll information to facilitate accuracy. Maintain up-to-date staffing list/staff database by program and department. '* Maintain appropriate records and ensure confidentiality regarding personnel activities and personnel data including employment documentation, evaluations, exit interviews, and other relevant information. '* Develop, review and implement policies and procedures to ensure that personnel information is secure and stored in compliance with the current legislation. © Initiate monthly payroll functions to ensure that all payroli-related information such as unpaid leave take, deductions are captured to facilitate accuracy and timeliness. © Negotiate, manage, establish, and rollout HR processes and procedures for all aspects of HR management, including but limited to processing of position hire requests ensuring necessary budget allocation or approval, recruitment, hiring/contracting, onboarding, training/staff development, performance assessment/annual review, benefits management, supervisory guidance in the management of performance issues, contract renewal, termination/exit processes, etc ‘+ Monitor all legislation (circulars) relevant to the organization (labor lawyccupstion health, an human rights, etc) and all regulations on professional certification C" that the organizat) compliant ‘© Maintain senior staff quarterly schedule to ensure coverage plans are inp positions. Work Relations Internal: The HR Officer will work closely with the CEO, the Business Development/Finance Manager, and all staff. External: Mi try of Labour and RRC 4. Qualifications/ Experience ‘© Aminimum of 2-3 years of relevant working experience in an HR role with experience at the middle management level. University degree in Human Resources or Business Management/Administration Experience with an NGO. Thorough understanding of organizational human resources management and prior experience in people management. Good written and verbal communication skills. Strong problem-solving skill, Initiative, adaptability, good interpersonal, and well-developed organizational sills. ‘+ Experience overseeing HR functions with supervisory experience in training and managing a team. '* Advanced computer skills, specifically in Payroll software, MS Word, Excel, PowerPoint, email applications, the internet, and Outlook. Practical knowledge of Aren payroll software is essential. Fluency in the English language (written and spoken); Juba Arabic is a plus.
