SUBJECT Guidelines on the Updated FHSIS Manual of Procedures (MOP)


version 2018

This Department Memorandum is issued to ensure the accurate and reliable collection of Field
Health Services Information System (FHSIS) data in Child Care, Family Planning, Maternal Care,
and Oral Health Care Indicators. Relative to this, the following revisions, inclusions, and removal
shall take effect in CY 2023:

I. REVISION OF FHSIS INDICATORS

II. INCLUSION IN FHSIS INDICATORS

A. Family Planning (FP) Services

A.1 Inclusion of “Changing Age Group” (CA) in Other Acceptors (Annex D)

» CA is a continuing user who belonged to an age group in the previous report and was
transferred to the next age group in the succeeding report.
CA is the adjustment when aggregating data as some FP Current Users (CUs) advance in
age causing misconception as drop-outs or double reporting, and must be transferred from
their previous age group to the next.
Adjustments can be an addition or subtraction to the CUs (Ending) of the month
depending on the age group:
v" Subtraction for 10-14
years old
v" Addition and/or subtraction for 15-19
years old
v" Addition for 20-49 old
years
Used when generating the age-disaggregated Monthly FP Program Accomplishment
Report (M1) and should be reflected in the Quarterly Report (Q1)

the eligible population with the denominator also being measured annually.
