Resolution:

In the sweet memory of great visionary and guide Chaudhary Om Prakash Kadyan
with Smt. Prem Kaur Dhankar, founder of PFA Haryana, in the presence of
Viyana Berwal, Brand Ambassador of the Scouts and Guides for Animals and
Birds, along with OIPA: Indian People for Animals, Kadyan Khap International,
established under section 12 of the Scouts and Guides for Animals and Birds,
submitted for the upliftment of job providers being Economical Weaker Sections
of Upper Caste and community.

Community Policing as Scouting for Economical Weaker sections of Upper Caste:
The PMEGP has now been approved for continuation over the 15th Fi-
nance Commission Cycle for five years from 2021-22 to 2025-26 with an
outlay of Rs.13554.42 Crore. Following major modification / improvements
have been made in the existing Scheme:
i. Increasing the maximum project cost from existing Rs.25 lakh to Rs. 50
lakh for manufacturing units and from existing Rs.10 lakh to Rs.20 lakh
for service units.
ii. Modify definition of village industry and Rural Area for PMEGP. Areas
falling under Panchayti Raj institutions to be accounted under rural area,
where as areas under Municipality to be treated as urban area.
iii. All Implementing Agencies are allowed to receive and process applica-
tions in all areas irrespective of the rural or urban category.
iv. PMEGP applicants under aspirational districts and transgender will be
treated as Special category applicants and entitled for higher subsidy.
Higher rate of Margin Money subsidy - 25% of the project cost in urban
area and 35% of the project cost in rural areas, for special category appli-
cants including, SC, ST, OBC, women, Transgender, Physically Disabled,
NER, Aspirational and Border district applicants. For General category
applicant’s subsidy is 15% of the project cost in urban area and 25% of the
project cost in rural areas.
Transgender will be treated as Special category, applicants and entitled for

higher subsidy but these fiscal benefits not applicable on the applicants be-
longs to Economical class of weaker sections, below Transgender, if they do
not fight for, to remove discrimination and double standards.
Special benefits of Higher Subsidy for Job seeker, not for job provider and
promoters of make in India. Transgender treated as Special category applicants
and entitled for higher subsidy, STOP discriminating with Economic sections of
upper castes and community, they be granted higher margin money subsidy.
1. The 103 Constitutional Amendment Act brought in a 10% reservation for
Economically Weaker Sections (EWS) of society other than Backward
Classes, Scheduled Castes, and Scheduled Tribes for admission to central
government and private educational institutions and recruitment in central
government jobs, seems to be a job seeker instead job provider as promoting
make in India.
2. Government of India had in August 2008, approved the introduction of a
new credit linked subsidy programme called Prime Minister's Employment
Generation Programme (PMEGP), It was launched by merging the two
schemes that were in operation till 31st March 2008, namely Prime
Minister's Rojgar Yojana (PMRY) and Rural Employment Generation
Programme (REGP) for generation of employment opportunities through
establishment of micro enterprises in non-farm sector for rural as well as
urban areas. PMEGP is in operation since 2008-09 and has been approved
for continuation over the 15th Finance Commission cycle i.e., for the period
of five years from 2021-22 to 2025-26. PMEGP is a central sector scheme
being administered by the Ministry of Micro, Small and Medium Enterprises
(MoMSME). The scheme is being implemented by Khadi and Village
Industries Commission (KVIC), a statutory organization under the admin-
istrative control of the Ministry of MSME as the single nodal agency at the
National level. At the State level, the scheme is implemented through State
offices of KVIC, State Khadi and Village Industries Boards (KVIBs), District
Industries Centres (DICs), Coir Board (for coir related activities) and Banks.
Government may also involve other suitable agencies for implementation of
the scheme. The Government subsidy under the scheme is routed by KVIC
through the nodal Bank to the Financing Bank branches & subsequently
transferred to the beneficiary account after completion of lock-in period
based on the outcome of the physical verification report. The Implementing
Agencies (IA) will associate reputed autonomous institutions in the field of
Entrepreneurship Development in Government of India and State

Government Self Help Groups (SHGs) / National Small Industries Corpora-


tion (NSIC) / Udyami Mitras empaneled under Rajiv Gandhi Udyami Mitra
Yojana (RGUMY), Rural Self Employment Training Institute (RSETIs) /
Rural Development & Self Employment Training Institute (RUDSETIs),
Panchayati Raj institutions and other relevant bodies in the implementation
of the scheme, especially in the area of identification of beneficiaries, area
specific viable projects, and providing training in entrepreneurship
development, handholding and mentoring of beneficiaries.
3. Objectives of the PMEGP:
(I) To generate employment opportunities in rural as well as urban areas
of the country through setting up of new self-employment
Ventures / projects / micro enterprises.
(II) To bring together widely dispersed traditional artisans! rural and
urban unemployed youth and give them self-employment
opportunities to the extent possible, at their place.
(III). To provide continuous and sustainable employment to a large segment
of traditional and prospective artisans and rural and urban
unemployed youth in the country, so as to help arrest migration of rural
youth to urban areas.
(IV). To increase the wage-earning capacity of workers and artisans and
contribute to increase in the growth rate of rural and urban employment.

Note:
1). The maximum cost of the project / unit admissible for Margin Money subsidy
under Manufacturing sector is Rs. 50 lakhs.

3) The balance amount (excluding the own contribution) of the total project cost
will be provided by Banks.
4) If the total project cost exceeds Rs. 50 lakhs or Rs. 20 Iakhs for Manufacturing
and Service / Business sector respectively, the balance amount may be provided by
Banks without any Government subsidy.
Resolution of OIPA: Indian People for Animals, Kadyan Khap International
Resolved, that:
1. The above said reservation benefits for economical
weaker sections of upper caste @10% for admission in
educational Institutions and Government job only.
2. The above said reservation benefits for economical
weaker sections of upper caste may be granted @25 -
35%, as margin money subsidy, under PMEGP scheme
as fiscal benefits, being job provider, promoting make
in India, providing employment to others.
3. Own contribution for economical weaker sections of
upper caste under PMEGP, may be @5 - 10%.
4. STOP discrimination, among job seeker and provider.
5. Economical Weaker Sections of Upper Caste needs
special status at par with third genders and others.

unless repugnant to the context or meaning thereof includes their heirs,

I support article 48 and 51 of Indian Constitution, NCC, NSS, SCOUTING etc
Savdeshi movement, to build our Nation and society strong as we love
Hindustan as it was as on August 12, 1947. As per existed rules and regulations,
animals can be used without unnecessary pain and suffering because nose
roping, horn shoeing allowed as domesticating practice along with carrying
weight and pulling bullock carts, besides it some shadow activist just opposing
Indian traditions and culture to get publicity and donation for personal gain and
profit treating animal rights as business, besides it we appreciate co-existence
avoiding man animal conflict, live and let live. There are law to regulate and use
of animals and birds for education purpose allowed, exempted as chapter V of
the Prevention of Cruelty to Animals act, 1960 not applicable of performing
animals for specific purpose of education, even hunting with permit allowed for
animal specimen as per section 12 of the Wildlife Protection Act, 1972, poultry
and fish with many more marine species allowed to slaughter adopting legal
provisions but we strongly oppose the slaughtering for their flesh, bone, horn,
fur and hair, whereas Maneka Gandi with PETA etc are not our ideal and role
model to follow, we strongly condemns their ideology and philosophy as we
stop unnecessary pain and sufferings to the animals and birds but we glorify
the co-existence as per our traditions and history not a vision of paid employee
of thought process against our traditions and customs, based outside India
because its became business and animal used as publicity and politically tool,
Indian Animal Laws of India published Delhi Prevention of Cruelty to Animals
(Amendment) Rules, 1961, under section 15 of repealed Prevention of Cruelty to
Animals Act, 1890, amending Rules of 1942, which recommended by Bar
Council.
Let animals be given respect, placing outside the definition of goods and
livestock, poultry be outside the agriculture products, being promotion of
vegetarian diets instead vegan culture, In terms of ethics, vegetarians are
opposed to killing animals for food, but consider it acceptable to consume
animal by-products such as milk and its products, as long as the animals are
kept in adequate conditions without unnecessary pain and sufferings, avoiding
animal exploitation.
When a monkey born & brought up in human habitat but don’t have wild
character but protected under the Wildlife Protection Act, 1972 as scheduled
wild animal, due to shape & size. Abhishek Kadyan, Member of the State Board
for Wildlife (Govt. of Haryana) placed agenda including blue bull.
Whereas Author of the Trust is possessed of and otherwise well and sufficiently
entitled to the sum of Rs.1,100/- (Rupees One Thousand One Hundred only)
hereinafter referred to as said property.
Whereas the Author of the Trust desire to irrevocably endowing the said funds
upon trust for animal welfare, , as hereinafter expressed and contained in this
presents and in pursuance of such desire have already transferred paid and
handed over the said property to the trustees mentioned below.
Whereas it is the desire of the Author of the Trust that the Corpus of the Trust
may be further augmented from time to time by flow of funds and other assets
including moveable and immovable and any other kind by way of Gifts, or
Donations, acquisitions, allotments, grant exchange or otherwise etc.
NOW THIS DEED OF TRUST WITNESSETH AS FOLLOWS: ESTABLISHMENT OF
THE TRUST:
The Author of the Trust do hereby declare, constitute and establish a Trust under
the name and Style of O I P A INDIAN PEOPLE FOR ANIMALS, which is a council
of the Society for the Prevention of Cruelty to Animals, Indian chapter of the
United Nation affiliated “International Organisation for Animal Protection”
(Hereinafter referred to as the Trust), besides it Article 370 of the Indian
constitution, which is an article that gives autonomous status to the state of
Jammu and Kashmir, animals & birds are not protected & covered under the
ambit of Indian laws for animals, whereas animal can make their nest and habitat
without any hitch but can’t protected under Central law.

CORPUS OF TRUST:
1) The Sum of Rs.1,100/- (Rs. One Thousand One Hundred Only) contributed
by the Author of the Trust shall form the initial corpus of the Trust
2) The Authors of the Trust have hereby transferred to, and vested in, the
Trustees appointed in the manner hereinafter contained, the aforesaid initial
corpus of the Trust
3) All and every kind of Donation, Gift, Grant, Subsidy, endowment,
Contribution, Corporate social responsibility (CSR) etc unless specifically set
apart for any purpose by the person making such contribution and the net
income shall be added to the Corpus of the Trust. Chief Patron, Patron and life
members also co-opted by the Managing Trustee, as per terms and conditions.

loans and amounts, given to the People for Animals Haryana during
construction of their animal shelter for animals in distress along with its smooth
functioning over 15 years, marking respect and in the memory of Late Mrs. Prem
Kaur Kadyan, Founder of People for animals (PFA) Haryana shelter.
OBJECTS:
The objects for which the Trust is founded are:
1. To aware people about the fundamental duties of every citizen as defined
under article 51 of the Indian Constitution, promoting adoption policy of
abandoned animals and birds including domestic, wild, exotic and
migratory.
2. To establish humane techniques as co-existence of animals and birds with
the human beings, promoting use of animals and birds for educational
purposes in the Circuses and Mobile Zoo and working as Indian Circus
Federation, exposing shadow activist, their extortion business under cover
animal rights.
3. To establish, run and managed training School for animals and birds, to
teach them performance techniques with latest modules, methods
adopting scientific approach along with to breed exotic and domestic
species of animals and birds.
4. To establish, run and managed Hostel facilities for pet and captive animals
– birds.
5. To support the regulation of the activities as exempted under section 11(3)
of the Prevention of Cruelty to Animals Act, 1960, including feather
chopping of captive birds along with the Grant of permit for special
purposes under section 12 of the Wildlife Protection Act, 1972.
6. To support the restoration of use of animals and birds for educational
purposes, as chapter V of the Prevention of Cruelty to Animals Act, 1960
exempted the said activities as per section 27(b) of this Act, without
unnecessary pain and sufferings. To issue advisories for the use of animals
and birds for educational purposes, keeping in view the section 9(k) of the
Prevention of Cruelty to Animals Act, 1960. To prepare and issue
Regulations under section 10 of the Prevention of Cruelty to Animals Act,
1960 with the consultation of the Animal Welfare Board of India / State
Animal Welfare Board.
7. To coordinate with the Central and State Government as bridge, supporting
delegation of power and authorities under section 37 of the Prevention of
Cruelty to Animals Act, 1960.
8. To coordinate with the activities of the Scouts and Guides mission with five
basic freedoms of animals and birds, saluting with full palm, adopting our
own dress code, be Notified by the Managing Trustee, these 5 freedoms
are:-
i) Freedom from hunger, thirst and malnutrition;
ii) Freedom from fear and distress;
iii) Freedom from physical and thermal discomfort;
iv) Freedom from pain, injury and disease;
v) Freedom to express normal patterns of behaviour.
9. Adopt COW as National Cattle of India and Honey Bee as National Insects
of India, introducing old age and disabled pension for Cow progeny,
preparation of advisory about panchgavya for educational purpose, to be
placed before AWBI to endorse as per section 9(k) of the Prevention of
Cruelty to Animals Act, 1960, regulating under section 10 of the Prevention
of Cruelty to Animals Act, 1960. Removing man animal conflict, protecting
male calves being abused by their custodians, treating them unwanted
birth, they also have Right to life. National Emblem related to animals &
birds, like Tiger, Elephant, Peacock, Dolphin are not decorated with
Authority & by law, these species are also not covered under the Prevention
of Insults to National Honour Act, 1971 / State Emblem of India (Prohibition
of Improper Use) Act, 2005 / State Emblem of India (Regulation of Use)
Rules, 2007 and Emblems and Names (Prevention of Improper Use) Act,
1950.
10. Establish National Cow Protection Authority, National Authority for Animal
Welfare will frame the guidelines, bye laws, rules and regulations of the
said Authority for the conservation of Indigenous cow progeny.
11. To conserve domesticated species of Yak, Elephant, Hippo etc, Indian and
exotic.
12. To approach local Authorities, Sub Divisional Magistrates all around India,
to pass Conditional order for removal of public nuisance under section 133
in the Code of Criminal Procedure, 1973.
13. To approach local Magistrate, section 200 in the Code of Criminal
Procedure, 1973 for Examination of complainant.
14. To approach local Magistrate under section 39 in the Specific Relief Act,
1963, Mandatory injunctions; When, to prevent the breach of an obligation,
it is necessary to compel the performance of certain acts which the court
is capable of enforcing, the court may in its discretion grant an injunction
to prevent the breach complained of, and also to compel performance of
the requisite acts.
15. To make documentaries, films, serials, publishing books, compilation of
Acts, Rules & Regulations, magazines, newspapers, pamphlets,
programme for Television and Radio etc for awareness amongst public. To
impart education in relation to the humane treatment of animals and to
encourage the formation of public opinion against the infliction of
unnecessary pain or suffering to animals and for the promotion of animal
welfare by means of lectures books, posters, cinematographic exhibitions.
16. To work for the implementation of the Animal Birth Control (Dogs) Rules,
Prevention of Cruelty to Animals (Slaughter House) Rules, Prevention of
Cruelty to Animals (Transport of Animals on Foot) Rules, Breeding of and
Experiments on animals (Control and Supervision), Prevention of Cruelty
to Draught and Pack Animals Rules, Prevention of Cruelty to Animals
(Registration of Cattle Premises) Rules, Experiments on Animals (controls
and Supervision), Prevention of Cruelty to Animals (Licensing of Farriers)
Rules etc, which are made out under section 38 of the Prevention of Cruelty
to Animals Act, 1960 along with Notifications issued by law and authority
by the Central or State Government, to minimize the unnecessary pain and
sufferings to the animals and birds.
17. Establish Research and Development activities, introducing syllabus for
animal’s rights and their welfare, conducting short terms courses,
workshops and field training, managing School, Colleges, awareness and
camp for adventures as well, establishing the National Training Institute for
animal rights and their welfare at the land and building owned by Mrs.
Sharda Kadyan within the revenue Estate of village Sarai Khatela in Palwal
District after executing lease deed, appointing Mrs. Sukanya Kadyan
Berwal as Commissioner of Education.
18. To appoint Honorary State Animal Welfare Commissioners, District / Sub
Division and Block level Animal Welfare Assistant Commissioners for
awareness among public as per article 48 and 51 A (g) of Indian
Constitution read with the objectives of this Trust. To run and manage
online Mall, Shops as fund raising, removing middle man, getting contract
and procuring orders of supply of non leather shoes, other articles and
materials without the use of animal trophies and parts and to supply
manpower as Human Resources appointing Abhishek Kadyan as Universal
Human Resources Commissioner, Mrs Suman Malik Kadyan as Universal
Commissioner for Information Technology and Retails, terms and
conditions be notified.
19. To establish Dadimaa Laxmi Devi with Ch. Ramsarup Memorial, Maa Prem
Kaur Memorial Foundation, appointing Mrs. Sharda Kadyan as
Commissioner.
20. To establish Dr. Partap Grewal Memorial Laughter Yoga Club, appointing
Mrs. Saroj Grewal, WCDPO (Rtd) as Commissioner Operation with Sahil
Grewal and Mrs. Swati Grewal Vij as Commissioners.
21. To get registration under the Foreign Contribution (Regulation) Act, tax
exemption and Tax benefits to Donors for the donation made to this Trust
through 12A, 80 g, 80GGA, 35 AC (i & ii), (i & iii), 80CCC, 80U, 35 ac, 115A,
115AB, 115AC, 115AD, and 115D for charitable purpose.
22. To make agreements and Memorandum of Associations on behalf of this
Trust with similar nature Establishment, Organisation Govt. / Semi Govt. /
Private, to achieve the Trust objectives and to make representation to
various authorities of Govt. /semi-Govt. /Court on behalf of the Trust and
Author of the Trust is authorized to do or any other person duly authorized
by him in writing. To get recognition and recurring – non recurring grant in
aid form the Ministry of Youth Affairs and Sports, Government of India, for
the development of Scouts & Guides movement in India.
23. To honor and confer title, awards on eminent personality in the field of
Scouts & Guides, animal welfare, social service, sports, science, education,
Khadi Gramodyog, women / child / rural development, literature, yoga &
Nature cure with panchkerma etc., for outstanding performances.
24. To advise the State & Central Government on the making of rules under the
Act with a view to preventing unlawful slaughtering, animal sacrifice &
killing of Cow & Cattle and pain or suffering to animals. To be an irrevocable
animal rights and their welfare TRUST for the benefit of all animals and
birds, restoring their five freedoms by the Author of the trust and such
other properties (both movable and immovable) as may be acquired from
time to time by the Trust, by purchase, exchange, grant, allotment,
subscription, endowment, donation, contribution, or in any manner to
whatsoever (all of which shall be designed as Trust properties) on the Trust
herein mentioned. To acquire and maintain the movables and immovable
properties for achieving the aims and objectives of this Trust. To keep the
law in force in India for the Safety & Prevention of Cruelty to Animals under
constant study and to advise the government on the amendments to be
undertaken in any such law from time to time. To open Branches &
establish centers anywhere in India for the achievement of aims and
objectives of Trust.
25. To move public Interest litigations, working for the replacement of the
toothless Prevention of Cruelty to Animals Act, 1960 with strong
legislations, in which all offenses against animals and birds shall be
cognizable and non bailable offense in legal terms.
26. Awareness to make opinion that Animals and birds have feelings and
sentiments, can’t be treated as goods, like wise poultry birds not to be
treated as agriculture products, they can travel as per their size instead
weight in a special vehicle approved by the Bureau of Indian standards.
27. To prepare rules and regulations for the welfare of the animals and birds
with Indian Army, Para Military Forces and Police along with the retirement
benefits for these animals as pension and rehabilitation.
28. To coordinate with the Wildlife Crime Control Bureau, AWBI, CZA and to

29. To prepare and work for the implementation of the Prevention of Cruelty to
Animals (Dog Breeding and Marketing) Rules, Prevention of Cruelty to
Animals (Regulation of Livestock Markets) Rules and Prevention of Cruelty
to Animals (Aquarium and Fish Tank Animals Shop) Rules along with
Prevention of Cruelty to Animals (Pet Shop) Rules.
30. To work for the establishment of the National Commission for Animal
Welfare with judicial powers merging AWBI with NBWL, along with to work
for the establishment of the Mobile Courts, to try and decide on spot, crime
against animals and birds.
31. To conduct managements of events, exhibition, races, show, rallies,
seminars, sports and games along with circuses and water parks, using
animals and birds for educational purposes.
32. To coordinate and functions as National Council of Society for Prevention
of Cruelty to Animals, as established and Gazette Notified by the
Government as per section 3 of the Prevention of Cruelty to Animals
(Establishment and Regulation of Societies for Prevention of Cruelty to
Animals) Rules, 2001.
33. To establish, run and manage Infirmaries as per section 35 of the
Prevention of Cruelty to Animals Act, 1960 read with the implementation of
the provisions of Prevention of Cruelty to Animals (Care and Maintenance
of Case Property Animals) Rules, 2017.
34. Preparation of animal abuser Registry, data bank, managing website and
social networking sites, to identify the second offense against animals &
birds, to coordinate with rest of the Universe.
35. To get and recommend Police powers and Authorities as per section 34 of
the Prevention of Cruelty to Animals Act, 1960.
36. To introduce prototype of vehicles for animal and birds’ transportation as
per specifications of Bureau of India standards along with protocol of
shifting.
37. To work for the introduction of Camel transportation rules and regulations
along with the implementations of all Regulations about National - State
animals, birds, heritage and aquatic animal.
38. To monitor animal markets, dog breeders, fish aquariums and pet shops
etc, ensuring the implementation of the section 3 of the Prevention of
Cruelty to Animals Act, 1960 along with the Cattle Transport Rules, 1978
amended in 2001 and 2009 read with the Central Motor Vehicle (Eleventh
Amendments) Rules, 2015.
39. To take charge on the People for Animals Haryana, merging with this Trust,
activities, aim and objectives of PFA Haryana duly registered under the
Societies Registration Act, 1860, bearing No. 1327 of 1999-2000, which is
repealed by the Haryana Registration and Regulation of Societies Act, 2012
and PFA Haryana resolved to discontinue as Society, converting to this
Trust, whereas PFA Haryana was recognized by the Animal welfare Board
of India in 2000, which successfully run and managed two ambulances
along with shelter for animals in distress with the grant in aid of the Animal
Welfare Division over 15 years ago, now People for Animal Haryana be
known as OIPA: INDIAN PEOPLE FOR ANIMALS, hereafter as this Trust
adopted all aims and objectives, same recognition may be modified
replacing People for Animals Haryana, which is affiliated with AWBI, OIPA
and in past with RSPCA in England to OIPA: INDIAN PEOPLE FOR
ANIMALS.
40. To get recognition from the Central Zoo Authority as per section 38(h) of
the Wildlife Protection Act, 1972, to adopt, breed, train, import and keep
animals and birds, to use them for educational purposes, making
agreements with the Establishments working in this field with good
reputation.
41. To run and manage as implementing agency with the financial assistance,
grant in aid or as project, the formation or establishment of Goshalas,
Pinjarapoles, rescue homes, animal’s shelters, sanctuaries, hospital,
dispensary, ambulance to rescue with on spot treatment, animal birth
control etc for animals and birds in distress for their treatment, care and
shelter.
