VISSIM Calibration
The design projected volumes and geometrics were used to create the Proposed KCI Terminal
VISSIM model to determine operation results. Geometric and speed limit information were
provided by the terminal design team, while signal timings at the interchanges were obtained from
the City of Kansas City, MO. Vehicle paths (origin-destination paths) were calculated based on
projected volumes outlined in this report. Driver type and behavior, including lane change
behavior, was coded based on a typical urban arterial roadway throughout the model per industry
standards. Adjustments to driver behavior were made to account for drop-off and pick-up locations
at the terminal.
Once coding was complete, the model was simulated and calibrated. Careful consideration was
taken during calibration to ensure consistency between the model and the projected volumes.
Calibration was performed in accordance with FHWA standards found in Volume III: Guidelines
for Applying Traffic Microsimulation Modeling Software - Chapter 5 Calibration of Microsimulation
Models. Section 5.6 within this chapter contains detailed information on desired calibration
targets. Table 1 is found within the FHWA standards and outlines acceptable calibration targets
for a given model. Table 2 depicts the existing conditions model calibration results in detail while
Table 3 shows that all calibration targets were met.

Traffic Planning Draft Report. The report reviewed was dated June 1, 2018, and the comments
were received from SOM on July 2, 2018.
Page 2-1, Comment: “Would be helpful to know where each of these were incorporated into the
analysis, both below and as sources in the individual sections / tables”
We will reference the standards in the relevant sections.

Page 3-3, Comment: “Also: TNC, CONRAC shuttle, limo”


The video did capture the CONRAC (Consolidated Rental Car) shuttles as well as limos,
but it could not capture TNC’s such as Uber or Lyft. The data from those sources came
from revenue sources provided by the Kansas City Aviation Department.
Page 4-1, Comment: “For one-way airport roadways the inbound and outbound is important to
cite.”
The entering volumes would reflect inbound, while the exiting volumes would reflect
outbound. That information is provided on Table 4.1.
Page 4-2, Comment: “No info in Appendix A”
Appendix A data will be provided, including pedestrian, private auto, KCI shuttles, private
commercial shuttles, garage entry/exit volumes, planning/deplaning passenger, etc. for
various future scenarios.

this analysis will be included in Appendix B. Rather than a table, we have chosen to
summarize this data graphically on Figures 6.6 through 6.8.

We will modify Figure 6.10 to show that distance as well.
Page 6-11, Comment: “25' effective length typical for private vehicles, TNCs, Taxis - 50' for taxi
is double what is needed”
We will revise to show the impact on these revised lengths.
Page 6-11, Comment: “Calculation f number of curbside lanes required?”
No, we are following the design guidelines previously referenced. We will clarify.
Page 6-11, Comment: “What is the source of this methodology? How is LOS defined? private
vehicle curbs typically include some double parking which is incorporated into the LOS calculation
but the commercial vehicle / shuttle areas do not. If it meets the need then it is good - if not it is a
lower LOS. The TNC requirement of 30' seems low compared to others - if this is correct only 1
space is required and based on the allocation shown on the previous page the length provided
would be LOS A not C. Show available lenghts on this table to compare - private vehicle shows
a 370' required length and more than that provided in concept plan so LOS should be higher than
C”
The design guidelines previously referenced describe the methodologies and definitions.
We will clarify.
Page 7-1, Comment: “How was the model calibrated? Airport traffic is difficult to successfully
model and ensure the results are realistic = a validation / calibration is recommended to ensure
the programmed behavior is representative and the results are reliable. Include tables with the
results of the simulation at key points (e.g. weave areas, decision points)”
Since submittal there have been some modifications to the pedestrian crossings,
specifically, the addition of crosswalks at the departure level. As such, the results of the
VISSIM analysis will change slightly as this new configuration is modeled.
Scenario 3 projected volumes and geometrics were used to create the Proposed KCI
Terminal VISSIM model to determine operation results. Geometric and speed limit
information were provided by the site civil designers. Vehicle paths (origin-destination
paths) were calculated based on projected volumes outlined in the report. Driver type and
behavior, including lane change behavior, was coded based on a typical urban arterial
roadway throughout the model per industry standards. Adjustments to driver behavior
were made to account for drop-off and pick-up locations at the terminal.
Once coding was complete, the model was simulated and calibrated. Careful

consideration was taken during calibration to ensure consistency between the model and
the projected volumes. Calibration was performed in accordance with FHWA standards
found in Volume III: Guidelines for Applying Traffic Microsimulation Modeling Software -
Chapter 5 Calibration of Microsimulation Models. Section 5.6 within this chapter contains
detailed information on desired calibration targets. Table 1 is found within the FHWA
standards and outlines acceptable calibration targets for a given model. Table 2 and 3
depicts the existing conditions model calibration results in detail for the AM and PM peak
periods, while Table 4 and 5 shows that all calibration targets were met.
A simulation model for the existing conditions at KCI was not completed, as the existing
conditions vary significantly in terms of roadway geometrics, location of drop-offs / pick-
ups, available curb space, location and usage of commercial vehicles, etc. that it was not
deemed viable for calibration.
