Preamble
1.1 The Pricing Document as contained in this Volume VII, is comprising two parts. The
first part includes Preamble, instructions and conditions. The other part includes
Financial Bid, a bidding sheet in excel file form. The Tenderer shall complete the
Pricing Document in accordance with the instructions given. The completed Pricing
Document including duly signed Preamble (first part) and a true copy of all
documents of Financial Bid (other part) with prices left blank shall be submitted with
the Technical Package. The Financial Bid duly completed and priced in all respect
shall be submitted under Second Cover “FINANCE” only.
1.2 This Pricing Document shall be read in conjunction with the Instructions to
Tenderers, General and Particular Conditions of Contract, Notice Inviting Tender,
Employer’s Requirements, Technical Specifications, Material & Workmanship
Specifications, Tender Drawings and any Reference Documents etc
1.3 The Pricing Document comprises Schedule of Rates and Prices, and Schedule of
Payments.
1.4 Schedule of Rates and Prices comprises following Schedules:
1.4.1 Schedule ‘A’ (Lump Sum Component): (1). Schedule ‘A1’, (2). Schedule ‘A2’, (3).
Schedule ‘A3’(4) Schedule ‘A4’ and (5) Schedule ‘A5’
1.4.1.1 This Schedule ‘A1’ consists of Lump Sum Component of the Works, i.e., “Design
and Construction of elevated Viaduct, Obligatory Spans, Two ramps, all Civil,
Structural, viaduct within station, for Bhopal Metro Rail Project. The cost of the
works/ activities pertaining to all the Utilities which are required to be retained and/or
protected during execution of Works shall be deemed to be included in this
Schedule ‘A1’. The cost of the works/ activities pertaining to relocation/ shifting/
removal of all the “Utilities” (subject to if any exclusion as confirmed in para 1.11.4
below), which are existing as on the Base Date shall be deemed to be included in
this Schedule ‘A1’. The Works shall be executed as described in the Tender
Documents
1.4.1.2 The Tenderer has to quote the lump sum amount for this Schedule, in Indian
Rupees (INR) and/ or in US Dollars and/ or in Euro.
1.4.1.3 This Schedule ‘A2’ consists of Lump Sum Component of the Works, i.e., “Design
and Construction of elevated Station, all Civil, Structural, including roof structures
(PEB) except roof sheeting, Entry/Exit, Foot Over Bridges (FOB), viaduct within
station, Transition spans and provision for Solar Panel installation, for Elevated
Metro Rail Stations (Pul Bogda – a Passenger Interchange station between
Orange and Blue line).” for Bhopal Metro Rail Project. The cost of the works/
activities pertaining to all the Utilities which are required to be retained and/or
protected during execution of Works shall be deemed to be included in this
Schedule ‘A2’. The cost of the works/ activities pertaining to relocation/ shifting/
removal of all the “Utilities” (subject to if any exclusion as confirmed in para 1.11.4
below), which are existing as on the Base Date shall be deemed to be included in
this Schedule ‘A2’. The Works shall be executed as described in the Tender
Documents

station, Transition spans and provision for Solar Panel installation, for Three
Elevated Metro Rail Stations (Sindhi Colony, DIG Bungalow and Aishbagh).” for
Bhopal Metro Rail Project. The cost of the works/ activities pertaining to all the
Utilities which are required to be retained and/or protected during execution of
Works shall be deemed to be included in this Schedule ‘A3’. The cost of the works/
activities pertaining to relocation/ shifting/ removal of all the “Utilities” (subject to if
any exclusion as confirmed in para 1.11.4 below), which are existing as on the Base
Date shall be deemed to be included in this Schedule ‘A3’.. The Works shall be
executed as described in the Tender Documents

station, Transition spans and provision for Solar Panel installation, for Elevated
Metro Rail Stations (Karondh).” for Bhopal Metro Rail Project. The cost of the
works/ activities pertaining to all the Utilities which are required to be retained and/or
protected during execution of Works shall be deemed to be included in this
Schedule ‘A4’. The cost of the works/ activities pertaining to relocation/ shifting/
removal of all the “Utilities” (subject to if any exclusion as confirmed in para 1.11.4
below), which are existing as on the Base Date shall be deemed to be included in
this Schedule ‘A4’. The Works shall be executed as described in the Tender
Documents

1.4.1.9 This Schedule ‘A5’ consists of Lump Sum Component of the Works, i.e., “Design
and Construction of elevated Station, all Civil, Structural, including roof structures
(PEB) except roof sheeting, Entry/Exit, Foot Over Bridges (FOB), viaduct within
station, Transition spans and provision for Solar Panel installation, for Elevated
Metro Rail Stations (Krishi Upaj Mandi).” for Bhopal Metro Rail Project. The cost
of the works/ activities pertaining to all the Utilities which are required to be retained
and/or protected during execution of Works shall be deemed to be included in this
Schedule ‘A5’. The cost of the works/ activities pertaining to relocation/ shifting/
removal of all the “Utilities” (subject to if any exclusion as confirmed in para 1.11.4
below), which are existing as on the Base Date shall be deemed to be included in
this Schedule ‘A5’. The Works shall be executed as described in the Tender
Documents
1.4.1.10 The Tenderer has to quote the lump sum amount for this Schedule, in Indian
Rupees (INR) and/ or in US Dollars and/ or in Euro.
pertaining to relocation/ shifting/ removal of all the “Underground Utilities” and above
ground utilities upto 33 KV , which came in existence after the Base Date (subject
to if any exclusion as confirmed in para 1.11.4 below) required for completion of the
work. The payment shall be governed as per Sub-Clause 13.4 of General
Conditions and Particular Conditions (if any). The fixed amount under this Schedule
‘G’ is INR 10,00,00,000/- (Indian Rupees Ten Crores) inclusive of all taxes, duties,
royalties, cess, except GST, etc.
1.4.8 Any Works (the Permanent Works and the Temporary Works) in accordance with
the Contract shall be deemed to be included in above Schedules, unless indicated
otherwise. It is the Contractor’s obligation to meet the Conditions of Contract and
carry out the works as defined in the scope and in accordance with the design,
drawings, technical, and material and workmanship specifications to become
eligible for payments under the Contract.
1.4.9 The rates and prices are for completed and finished items of work and shall be
complete in all respects. It shall include the cost of all plant, labour, supervision,
materials, transportation, temporary works, design, construction, installation,
maintenance, utility identification, Contractor ‘s profit and establishment/overheads,
together with the preparation of design and drawings, all general risks, insurance
liabilities, compliance with Labour Laws and any obligation set out or implied in the
Contract. All the quoted prices shall be inclusive of all taxes, duties, cess, royalties,
levies except GST, etc.
1.5 All the amounts shall be filled up both in figures and in words; wherever provisions
are made. The Tenderer’s attention is directed to the provisions of Instructions to
Tenderer Sub-Clause 6.5 for Evaluation of Financial Proposals (i.e., Pricing
Document), Correction of Errors, Comparison of Tenders (i.e., determination of the
lowest preferred tender). The sum total in equivalent Indian Rupees shall be
considered for comparison of Tenders.
1.6 The prices quoted in the excel sheet “BoQ1” of the Financial Bid (excel workbook)
shall match with the quoted prices in the excel sheet “TT” (Financial Bid: Tender
Total) of the Financial Bid (excel workbook). In case of any mismatch the prices of
the excel sheet “TT” (Financial Bid: Tender Total) of the Financial Bid (excel
workbook) shall prevail. The excel sheet “BoQ1” of the Financial Bid (Financial
Package) excel workbook and comparison generated by eProcurement portal shall
not be considered for determining inter-se position of tenderers.
1.7 The rate of exchange for conversion to INR shall be Exchange Reference rate of
the Financial Benchmarks India Pvt. Ltd. (www.fbil.org.in) recognised by Reserve
Bank of India on the day twenty-eight days before the latest date of online Tender
submission. If FBIL rates are not available for that day, rate given on www.xe.com
shall be considered.
1.8 Schedule of Payments
1.8.1 The Tenderer’s attention is directed to the provisions of Clause 14.4 [Schedule of
Payments] of General Conditions and corresponding Particular Conditions (if any).
Schedule of Payments comprises following Schedules:
1.8.1.1 Schedule of Payment for Lump Sum Component of Works (i.e., for Schedule ‘A’):
For the purpose of payment under this Schedule, one hundred percent (100%) of
the accepted amount of Lump Sum Component of Works (i.e., of Schedule ‘A’ - total
of Schedule of A1, A2, A3, A4 & A5) shall be apportioned in two parts, i.e., five
percent (5%) for General works (Head “G”), ninety-five percent (95%) for Viaduct
works and Station works. i.e., 95% of Schedule A1 for Viaduct works, 95% of
Schedule A2 for Interchange Station works, 95% of Schedule A3 for 3 station works
(Sindhi Colony, DIG Bungalow and Aishbagh), 95% of Schedule A4 for station works
(Karond) and 95% of Schedule A5 for station works (Krishi Upaj Mandi), and shall
be governed as given below.
(A) The payment for General works (Head “G”) shall be governed as per Schedule
of Payment ‘G’.
Head “G” = 5% x (Schedule “A1” + Schedule “A2” + Schedule “A3” + Schedule
“A4” + Schedule “A5”)
(B) The payment for Viaduct works (Head “V”) shall be governed as per Schedule
of Payment ‘V’.
Head “V” = 95% x Schedule “A1”
(C) The payment for Stations works (Head “S1”) shall be governed as per Schedule
of Payment ‘S1’.
Head “S1” = 95% x Schedule “A2”
(D) The payment for Stations works (Head “S2”) shall be governed as per Schedule
of Payment ‘S2’.
Head “S2” = 95% x Schedule “A3”
(E) The payment for Stations works (Head “S3”) shall be governed as per Schedule
of Payment ‘S3’.
Head “S3” = 95% x Schedule “A4”
(F) The payment for Stations works (Head “S4”) shall be governed as per Schedule
of Payment ‘S4’.
Head “S4” = 95% x Schedule “A5”
The Schedule of Payments ‘G’, ‘V’, ‘S1’, ‘S2’, ‘S3’ and ‘S4’ will not be modified. The
percentages stipulated in Schedule of Payments ‘G’, ‘V’, ‘S1’, ‘S2’, ‘S3’ and ‘S4’ of
Pricing Document may be sub-divided upon award of the Contract with the approval
of the Engineer, and his decision in this regard shall be final and binding.
1.8.1.2 Schedule of Payment for Item Rate Component of Works (i.e., for Schedules ‘B’ and
‘C’ ‘D’ ‘E’ and ‘F’):
The payment shall be governed based on the measurement of the actual works
executed. Payments against the works will be made on the basis of quantities
actually executed, measured and certified by the Engineer.
Rates payable will be percentage above or below or at par as quoted and accepted
Schedule of Payments for interim payments for General works of Lump Sum
Component of Works (i.e. Schedule ‘A’ (total of Schedule of A1, A2 & A3)) under Head
“G”
The payment of five percent (5%) for General works shall be governed by the stage payment
schedule as detailed below:

per this Milestone shall be spread pro-rata
commencing on occupation by the Employer/
Engineer to the Completion Date.
3. The remaining 20% payment shall be released
on completion of all work.
2 Provision of the Employer IT requirements of Lump Sum 3%

Notes:
1. 30% of the apportioned payment under this
Milestone (i.e., 30% of 3%) shall be released after
the necessary hardware, IT centre and software
licences are provided by the Contractor. This
should be accomplished not later than 3 months
from Commencement Date.
2. 50% of the apportioned payment under this
Milestone (i.e., 50% of 3%) shall be equally spread
over balance months after completion of works
under Note 1 and is subject to the deployment of
competent IT staff.
The payment of ninety-five percent (95% of schedule A1) for Viaduct works shall be governed
by the stage payment schedule as detailed below:

Notes:
1. The successful Contractor will submit a quantity schedule for the work as per the details
finalized by them for the components listed in the tables above, which will be subject to
approval of the Engineer. Unit payment of line items shall be governed by the quantity
schedule within the total percentage payment specified against each item. The breakup
of each line item shall be prepared by the Contractor during detailed design in
consultation with the Engineer. Subsequently this break up with due weightage for sub
items shall be approved by the Engineer.
2. The Quantity Break up, after approval by the Engineer, shall be used for making all stage
payments to the Contractor. The Contractor should note that while stage payment will
be governed by the quantity schedule, the total cost of the 'Lump Sum' component shall
remain unchanged for the specified work even if the quantity is revised at any stage by
the Contractor’s design and the cumulative paid amount would be adjusted accordingly.
