unique or unlike the multitudes of others the ASPCA Humane Law Enforcement’Team witnesses day

By the time a neighbor called us about Spike; the dog was in unspeakable physical condition.
Empowered by law co investigate eases of ericty and seize abused animals, our ASPCA
Humane Law Enforcement Agents entered the house. Spike was too weak to bark or even stand up.
His body was battered, one of his legs obviously broken,
The Agents knelt dawn and spoke gently to Spike. They didn’t want to frighten him so they
moved very slowly Once next wo him they could see Spt situation was dire and that heeeded~
immediate medical attention,
Spike was rushed to the ASPCA Bergh Meworial Animal Hospital, where he was examined
by expert veterinarians who immediately discovered the severity of the abuse he had suffered through
his shor life. Spike was vieually blind in one eye and had sustained & broken leg and a fractured hip.
Several of his reeth were broken and both of his ears were injured.
While he went through rehabilitation for his injuries, our certified behaviorist spent time
showering Spike with the love, affection and socialization skills that he had lived without for so
many years

In the lst year, the ASPCA faced tnprecedented challenges and broke new ground.
In 2011, we traveled across the country assisting in ncarly 100 anti-cruclty raids and
disaster relief effort, rescuing thousands of animals from some of the most deplorable
conditions imaginable—while providing care for thousands more. From a puppy
mill rid in Arkansas to one of our largest deployments for natural-dlisaster relic in
Missouri, the ASPCA helps to ensure that the animals rescued get a second chance at
healthy, happy lite that they deserve.
‘Throughout 2011 we continued ro work with partner communities fromm Miami
to Sacramenco and many places in between. In each of these communities we are
dedicating time, staff and resources in an effort 0 implement proven programs that
increase adoptions, promote spay/neuter surgeries, teach respect for all living things and
continue the fight against animal cruelty, These efforts are allowing the ASPCA
10 impact the lives oF animals throughout the nation. La 2012, we will be expanding
these Hfe-saving efforts to even more communities, impacting the lives of countless

The ASPCA Is the driving force behind writing and passing tough animal welfare
Jaws. For example, we have been successful in encouraging several states to adapt
sronger laws that regulate large-scale breeding operations, also known. as puppy mills
Last year, we proclaimed our support of the Puppy Uniform Protection and Safety
(PUPS) Act. This act would require any breeder who sells or offers to sell more than
50 dogs annually directly to the publie—including over the inteenet—to be licensed ‘
and inspected just as the breeders who sell their dogs ¢o puppy brokers or pet stores
are. The PUPS Act would ensure thar all commercial breeders are held wo the same
—sandards. repardless of che methods and means by which their puppies aressold. "Thi
is one example of how we continue co work with state legislatures and the federal
government to ensure that tougher laws on puppy mills are enacted across the country.
