STIPULATION AND CONSENT ORDER

The matter captioned above arises from a complaint made to the Office of Professional
Regulation. The parties to the case hereby agree to an expedited resolution of the matter
as follows:

Stipulated Facts and Violations

I. Aron Steward ("Respondent") of Burlington, Vermont is licensed by the State of

Vennont as a Psychologist-Doctorate under license number 048.0101527. This
license was originally issued on September 12, 2014 and expires on January 31,
2024.

2. On or about December 5, 2016, Respondent testified under oath at an

administrative due process hearing involving a juvenile.

3. At that hearing, Respondent testified under oath that she had earned a "'PhD in
clinical psych.''

4. Thjs statement was uutrue, as Respondent's PhD was, at the time she testified, in
"counseling/school psychology."

5. At that hearing, Respondent also testified under oath that she had eamed "two
master's degrees... one in art therapy and one in counseling psychology."

6. This statement was untme, as Respondent had not, at the time she testified, earned
a mastf..-r's degree in either "'art therapy" or "counseling psychology."

7. At the time of her testimony, Respondent had not earned any master's degree in
any field from any institution.

8. On or about December 15, 2016, Respondent testified under oath in a deposition in
a criminal sexual assault case in which the State of Vermont was seeking to proffer
Respondent as an expert witness.

9. At that deposition, Respondent testified under oath that she had earned a "master's
certificate in art therapy.''

11. At the time of her testimony, Respondent had not earned any master's certificate in
any field from any institution.

12. On or about August 10, 20 J 7, Respondent testified under oath in an administrative

due process hearing involving a juvenile.

13. At that hearing, Respondent testified w1der oath that she had earned "a master's
degree in art therapy."

14. This statement was untrue, as Respondent had not, at the time she testified, earned
a master's degree in ..art thempy."

15. At the time of her testimony, Respondent had not earned any master's degree in
any field from any institution.

16. On or about May 28, 2019, Respondent testified under oath in a deposition in a
civiJ action involving claims of excessive use of force and isolation on a juvenile
who was under Respondent's care at the time of the alleged wrongdoing.

17. At that deposition, Respondent testified under oath that she had earned a '"master's
degree in art therapy..,

18. This statement was untrue, as Respondent had not, at the time she testified, earned
a master's degree in '"art therapy."

19. At the time of her testimony, Respondent had not earned any master's degree in
any field from �my institution.

20. On or about September 6, 2019, Respondent testified under oath at a hearing in

which the State of Vem1ont was proffering her as an expert witness regarding
"repressed memory theory."

21. At that hearing, Respondent testified under oath that she bad earned a Bachelor of
Science degree.

22. This statement was untrue, as Respondent had, at the time of her testimony, a
STATE OF VERMONT Bachelor of Arts degree.

23. On cross-examination, Respondent explained her untrue statement by testilying

under oath that she did not "know what the difference is between a BA and a BS."

24. At that hearing, Respondent also testified that she had earned a "master's degree:'
