HOUSING TERMINOLOGIES

ACTS/Laws:
Republic Act No. 7279 - also known as the "Urban Development and Housing Act of 1992", which is
provided for a comprehensive and continuing urban development and housing program.

Republic Act No. 8501 - also known as "Housing Loan Condonation Act of 1998", which rescues the
national shelter program of the government by condoning the penalties on all outstanding/delinquent
housing loan accounts with any of the government institutions and agencies involved in the national
shelter program.

Republic Act No. 9397 – also known as “Disposition of Lands for Socialized Housing of 2006”.

Republic Act No. 9507 – also known as “Socialized and Low-Cost Housing Loan Restructuring Act of
2008”, which is established to undertake a continuing program of urban land reform and housing that
will make available at affordable cost decent housing to underprivileged and homeless citizens.

Republic Act No. 9646 – also known as the. "Real Estate Service Act of the Philippines", which
recognizes the vital role of real estate service practitioners in the social political, economic
development and progress of the country by promoting the real estate market, stimulating economic
activity and enhancing government income from real property-based transactions.

Republic Act No. 9653 – also known as “Rent Control Act of 2009”, which establishes reforms in the
regulation & mechanisms of rent of certain Residential units.

Republic Act No. 9904 – “Magna Carta for Homeowners and Homeowners’ Associations”, which
states the rights of a homeowners’ association member and its prohibitation acts about the subject.

Government Agencies:
Key Shelter Agencies (KSAs) – related key Government Agencies providing technical support in
terms of housing development & programs.

Housing and Urban Development Coordinating Council (HUDCC) - a government agency under
the virtue of Executive Order No. 90 (s. 1986), serves as the the over-all coordinator, initiator and
facilitator of all government policies, strategies, plans and monitoring and programs for the housing
and urban development services.

Housing and Land Use Regulatory Board (HLURB) - are tasked to promulgate and enforce policies
on land use, housing and homeowners associations which promote inclusive growth and economic
advancement, social justice and environmental protection for the equitable distribution and enjoyment
of development benefits.

Home Development Mutual Fund (HDMF) - more popularly known as the “Pag-IBIG Fund”, was
established to provide a national savings program and affordable shelter financing for the Filipino
worker, offering short-term loans and access to housing programs.

Home Guaranty Corporation (HGC) – They facilitates a guaranty line application, under Republic
Act No. 8763 which involves the determination of the eligibility of a financial institution for the guaranty
and incentives of housing-related loans and financial transactions, provided under the law.

National Housing Authority (NHA) – They are tasked to develop and implement a comprehensive
and integrated housing program which shall embrace, among others, housing development and
resettlement, sources and schemes of financing, and delineation of government and private sector
participation.

Social Housing Finance Corporation (SHFC) - Social housing powers and functions of the National
Home Mortgage Finance Corporation such as the transfer of the Community Mortgage Program,
Abot-Kaya Pabahay Fund Program has been directed and transferred to this government agency.
The Registries of Deeds (RD) – This office provides services, rendered to the public by the Land
Registration Authority, about information of the title of lands concerns. It includes the Entry and
issuance of original certificates of title (OCT) and Reconstitution of lost certificates of title.
