Introduction

Constructionarium is a not for profit organisation which provides a learning experience for students
who are following a civil, construction or built environment academic course and for professionals
who are starting out on their career in the construction industry.

The experience gained from six days of practical work is based on a rich vein of participation at all
levels. It introduces safety, logistics and cost control as well as the reality of site operations. The
students are involved in the wide range of construction tasks ranging from project manager to site
operative. At the same time, they benefit from industry’s practical expertise and develop a wide
range of managerial, interpersonal and team skills as when a practical understanding of the
complexities and dimensions of working on site.

Constructionarium is hosted by the National Construction College (NCC) in Kings Lynn, Norfolk. We
have our own dedicated training area on an established 14-acre site. Ground features and
conditions have been created to provide challenging environments requiring technical and practical
solutions. It is fully residential week.

This project pack is valid only for the academic year it is issued in and as a quality check each page
will have the academic year shown in the footer.

The project pack contains all the information students require for a successful week and the
activities are intended to closely resemble those on a full-scale construction site. The overall aim is
to help you understand the management and supervision of a construction project.

During the week, you will gain an understanding of:

 Health and Safety issues relating to construction practice
 Teamwork and communication skills.

Health and Safety

“Constructionarium provides ‘hands-on’ construction experience for students and professionals


delivered through a partnership of academic institution, contractor and consultant during a field
course at a secure and dedicated location.

The health and safety of everyone involved in our educational activity is the first priority and must
be secured by sound planning and risk assessment as required at all workplaces by the Health and
Safety at Work etc. Act 1974 and the Management of Health and Safety at Work Regulations 1999
etc.

The Construction (Design and Management) Regulations 2015 (CDM 2015) apply to construction
work (as an employee or self-employed person) undertaken during commercial construction
projects.

This contrasts with the activity undertaken by Constructionarium students where the sole aim is
the application of knowledge in a practical, safe and relevant educational environment.

Our policy is that CDM 2015 does not apply to these educational activities although we believe
that the principles and spirit of CDM 2015 must be followed e.g. good planning, organisation and
coordination etc.

We have consulted with HSE and established that, where risks are being managed, even if CDM
2015 were held to apply HSE would not anticipate much if any further compliance action.”

On arrival at the National Construction College (NCC), all delegates and visitors must adhere strictly
to the NCC site rules given to them during their NCC site briefing.

In addition, once delegates arrive on the Constructionarium site they are required to abide
WITHOUT EXCEPTION to the site rules of the Contractor. In the case where a Contractor is not
partnering for the week, the Constructionarium Health and Safety Site Safety Rules must be
followed.
 All Personal Protective Equipment (PPE) MUST be worn correctly at all times
 Follow ALL safety instructions given to you by Constructionarium employees
 Mobile phones are NOT permitted to be used within the site works
 English is the ONLY language to be used
 All accidents/incidents/near misses MUST be reported to the Contractor and
Constructionarium
 ENSURE that all materials are stored and used correctly on the projects
 DO NOT leave tools lying on the floor to become a trip hazard
 ENSURE all tools are used correctly and returned to the store at the end of each day
 Never use any tools if they are damaged or defective in any way
 DO NOT go on site if you are under the influence of alcohol or drugs
 STOP colleagues working if you feel they are working in an unsafe manner.
 ENSURE the site is kept tidy.

Failure to adhere to any of the above could result in a delegate/visitor being removed from the
Constructionarium site and/or the NCC site. Random health and safety inspections will be carried
out by on site Constructionarium Staff.

Please note that the Bircham Newton site is very exposed and that the weather conditions can
change very quickly. You must ensure that when required all participants have suitable wet and
windy weather clothing.

1. Project Overview

The Brewery Wharf Footbridge was built in 1992 by Ove Arup and partners and opened by Michael
Howard (then Secretary of State) on the 20th December 1993 to celebrate Leeds’ 100 years as a city.
It was originally built to connect “The Calls” of Leeds City Centre to a new visitors centre for the
Tetley Brewery over the River Aire. It is a good example of how a showcase project can rejuvenate
an area attracting more investment and people into the area. Since then the area has had further
change attracting both residential and commercial developments.

The basic structure is a cable stayed suspension footbridge with a single support tower. It is also
known locally as the Centenary Bridge.

2. The Constructionarium Version

This is a scaled down version of the bridge. The finished structure dimensions as follows:

Footprint: 17m x 3.5m

Height: 4.7m

A Frame: Weight 1512kg which contains approximately 0.6mᶾ concrete

Large Deck: Weight 3720kg which contains approximately 1.55mᶾ concrete

Small Deck: Weight 2400kg which contains approximately 1mᶾ concrete

Foundations: contains approximately 8.75mᶾ of concrete.

Site Layout

The site for this project will be level with a 0.75m deep channel running through the middle which
contains water.

The soil is sand (estimated to be 5m deep) overlaying chalk. Please note, swallow holes have
appeared on the site in the past.

Students will be able to use hard-standing areas for formwork construction and steel fixing.

A crane will be provided by Constructionarium to lift the concrete deck sections into position and
attach the cables.

Your finished structure should resemble this.

Please note that Constructionarium may also be hosting other events during the week you are there.
Demarcation tape or barriers will separate the event boundaries.

3. Student Involvement

Prior to the event it is recommended that the Contractor visits the students at University to
introduce themselves and the project to be undertaken. Students will need to identify and agree
team roles prior to attending.

With the exception of the Project Manager and Power Tool Operatives, the other roles can be
shared for part of the week to help with greater understanding of onsite techniques and
responsibilities. However, this clearly needs to be defined at the beginning of the project with time
for handovers of work to be included built into the project plan and the client made aware in
advance. Details of the job roles and their responsibilities are shown on the next page.

Team Roles

Students should identify in advance the role they will be undertaking during the week. Regrettably
not everyone can do several tasks, and you may find it useful to work with the University in
appointing the team members, as well as using additional tools such as Belbin. A list of the Team
Roles is shown below, based on a group of twenty students. With the exception of the Project
Manager and Power Tool Operatives, all the other roles could be interchangeable to provide
additional learning during the week for the students. The roles marked with an * are essential.

These roles are guidelines and students are encouraged to be included in all tasks wherever possible.

During the Sunday evening, your team will need to complete all necessary paperwork – method
statements, project plan, risk assessments and a lifting plan for approval by the client on Monday
morning. For the purposes of this event, your “Client” is the Contractor, Consultant and University
staff. Approval must be given by the Client before any work is permitted to start on site. Your
team’s project plan must include the budget requirements based on the labour and material costs
shown below.

Once approval has been given to the student’s project plan, work can begin with a site survey and
set out of the project before the build can begin. It is during this time that those identified as the
Power Tool Operative will be trained by NCC.

There will be a number of project components for you to use. In addition, you will need to order in
the concrete to fit with your project plan. This is done through the Constructionarium Site Manager.
Please note that the concrete suppliers are not locally based and deliveries should be ordered in
advance.

Every evening, the students should report to the ‘Client’ for a formal project review meeting. Items
to be discussed must include health and safety, progress and financial reporting.

Method Statements, Risk Assessments and Lifting Plans

The Contractor will brief you on their company’s documentation. These are the documents to be
used during the week.

As part of the briefing process you will be provided with a set of drawings for this project and the
respective drawing schedule

4. Working at the Constructionarium Site

Weather

The Constructionarium site is very exposed and can be cold, even in mid-summer. You must
therefore be fully prepared for all weather conditions: wind, driving rain, fog, strong sun etc.

Health and Safety on the Constructionarium Site

A major aim of the event is for you to learn about the health and safety aspects of design and
construction. For the safety of yourself and others on the Constructionarium site, the site and all its

occupants will be subject to the full rigour of the legal requirements and of good practice relating to
health and safety.

Some key points to note are:

 The Constructionarium site and its occupants will be under the jurisdiction of partnering
Contractor.
 On the Constructionarium site, safety boots (your own), hard hat, high visibility vest, work
gloves, glasses and name tags must be worn at all times.
 No student may be on the site without the presence and agreement of the Contractor’s
representative.
 All personnel must sign in and sign out whenever entering and leaving the site.
 No one may enter the site whose judgement is in anyway impaired (by a hangover for
example).
 No student may use a mobile phone on the Constructionarium site.
 No student may smoke on the Constructionarium site.
 No alcohol is to be taken on to the Constructionarium site.
 Full length trousers and shirt with sleeves must be worn on the Constructionarium site.
 No personal laptops, IPods etc. are to be taken onto the Constructionarium site.
 The use of mobile phones on site is not permitted.
 Only English is to be spoken whilst on the Constructionarium site.
 No activity can be started unless the corresponding method statement and risk analysis has
been prepared by the project team and signed off by the Contractor.
 No student may participate in an activity until they have been briefed by their team leader (or
by the person who produced the method statement and risk analysis) and have signed the
corresponding method statement and risk analysis briefing attendance sheet to certify they
understand the method and the risks.
 No student may use a hand power tool without having received formal training.

Risk Assessments

Because of the nature of the Constructionarium site and of the individual projects, a number of risk
assessments either have been or will be produced from different perspectives:

Site Organisation

Each project team must contribute fully to the practical organisation of the Constructionarium site.
These responsibilities include:
 Keeping an up-to-date Health and Safety folder with hard copies of all risk assessments, task
sheets, method statements and permits.
 Keeping your project team hut clean and tidy and ensuring that the computer and printer are
not damaged.

 On any day when your project team is allocated the responsibility: cleaning the toilets (at 12.00
and 15.30), refilling the water container, refilling the urn, setting up tea and coffee, turning off
the urn, cleaning the staff hut (at 15:30hrs).
 On the days when visitors are on site: ensuring that the required number of your project team
are available to join the tour to answer questions.
 On the Friday prior to leaving site: clearing up your project site, clearing out and final cleaning of
your site hut, clearing up the wider site and cleaning the tools and store hut and (if your team is
allocated) the final cleaning the toilets and the staff hut.

Resource planning

It is important on site to control the use of materials; this is the responsibility of the Cost Manager
within each project team. Teams will be required to submit a “Material Requisition Form” to the
Participating Contractor when anything is required from the site store or from other suppliers (e.g.
concrete). Where necessary you should allow time for delivery.

First Aid

The Constructionarium Site Manager is qualified in first aid.


In addition, the Participating Contractor may also have provided qualified First Aider. You will be
able to tell by a First Aid sticker on their Hard Hat.

What to take

Apart from all the normal personal effects, you will need to bring with you:
 Work clothes for all weathers. The site is very exposed and you can have all seasons in one
day! Shorts and t-shirts are not permitted on the Constructionarium site.
 Waterproof trousers and jacket
 Safety boots (other PPE – hard hats, HiVi vests, glasses, work gloves etc will be provided by
the participating Contractor)
 Any medication (this should also be declare to the Contractor in advance of the event)
 Sun block
 SPF lip balm.
 Small Torch

5. Domestic Arrangements

Control

During the week all your construction activities will be under the control of the sponsoring
contractor, who will be running the site and providing all equipment and materials. A contracting
engineer may also be on site to check that your structures are being constructed as required and to
provide general advice and assistance. University staff will also be present during the week.

Any questions regarding any aspect of the event should be directed to an appropriate member of
the onsite Contractor or Constructionarium team; or to a University staff member if you are unsure
who to speak to.

The Constructionarium site, which is enclosed by fencing, will normally be open between 08.00 and
18.00 each day, with each project team having a one hour break for lunch. If you wish to work
outside these times on site, you will need to arrange with the Contractor.

The site is about 800m from the College buildings.

Travel and Accommodation (Check In and Out)

All students will travel to and from the NCC site by coach. Your University will brief you of the
details. You will arrive at the NCC by 4.00 pm. On arrival at the Reception Centre you will be
allocated your room, given an NCC briefing pack, which contains a map of the College; and asked to
watch a short video.
On check out day please clear you room prior to breakfast and leave your belongings in the holding
room (to be advised). Construction will be completed by midday, and after tidying the site, lunch
and a final summary meeting you will depart for your University.

Residence at the NCC Campus

Meals
All meals will be served in the NCC restaurant:
 Breakfast from 07.00 to 08.45 am
 Lunch 12.00 to 1.45 pm.
 Dinner from 5.00 pm to 7.30 pm. (Sunday 5.00 pm to 6.00 pm)

Please note that “work wear” is not allowed in the restaurant.

All dietary needs can be catered for, please ensure that you have made your University aware of
your needs in advance during your accommodation booking.
Enter the restaurant by the right hand lobby and, if still wearing them, leave your hat, vest and site
boots (where you can find them). On entry to the restaurant swipe your “DELEGATE” card (some are
proximity cards) to the right of the entrance door, help yourself to food ensuring that you comply
with the menu options and find a space to sit in the dining area.

Medical Facilities

A State Registered nurse is on-duty at the College during working hours. All of the College’s Welfare
and Security Officers are qualified in first aid.

Amenities

The following amenities are available to you during your stay at the College:

All necessary sports equipment is available on loan from the College but you are requested to bring
your own sports clothing and footwear.

However, the demands of the construction and related activities mean that you will not have
extensive free time.

Health and Safety on the NCC Campus

Please note:
 You are not permitted to bring any alcoholic drinks on to the NCC campus, or to have any
alcoholic drinks in your rooms.
 Smoking Is not permitted in any buildings or on the Constructionarium site. There are
designated smoking areas for your use.
 Prohibited Drugs are of course banned throughout the complex. You may be tested for drugs
and if tested positive or are in possession of drugs you will be removed from the campus
immediately.

The College provides training facilities for a wide range of construction activities. These include
operations such as driving heavy construction plant and trades such as scaffolding and steel fixing.
Such activities take place in restricted areas of the campus which are indicated by warning signs.
These indicate the type of protective clothing and/or footwear required before entry to these areas
is allowed under supervision. Be aware of the warning signs and keep well away from the areas to
which they refer.

You must not enter any restricted area unless permitted to do so by an NCC staff member.

There is very little street lighting on the roads or the campus so you should be careful when moving
about the site after dark. You are strongly advised to bring a small torch with you.

Any accidents or other serious incidents must be reported to a member of staff as soon as possible.

Irresponsible Behaviour

All students must:


 conduct themselves in a professional manner at all times
 not interfere with the work of another group
 comply with all health and safety requirements
 comply with all instructions from the supervisory team
 be courteous to any visitors to the site.

6. Social Media

We welcome Constructionarium being used throughout social media but please bear in mind that
your images maybe being viewed by prospective employers so ensure you are portraying the correct
image of yourself and Constructionarium at all times.

Please ensure you use #constructionarium in any postings via Twitter, Instagram or Facebook.
Constructionarium also have a LinkedIN group which you are encouraged to join.

Images showing or articles demonstrating students working in an unprofessional manner or without


the correct PPE will be asked to be removed.
