THE BUDGET PROCESS

The government's estimates of the


national budget, also known as the
government budget, within a fiscal year,
the sources and purposes of
government funding.
The national budget's development and
eventual use is explained in the Budget
cycle.

The Philippine budgeting procedure is


divided into four phases:

1. Budget Preparation.
2. Budget Legislation.
3. Budget Execution.
4. Budget Accountability.

PREPARATION

1. Budget Call

The Department of Budget and


Management (DBM) releases a
Budget Call to all government
agencies to signal the beginning
of budget preparation.
2. Budget Hearing

After the agencies submit their budget


proposals, budget hearings are
performed.
The DBM considers the budget plans,
formulates suggestions, and compiles the
considered proposals.
The DBM then presents the President
with the proposed budget.
3. Presentation of the Office of the President

The proposed budget is reviewed by


the President and members of the
Cabinet.
The DBM completes the budget
documents to be submitted to the
Congress after the President accepts
the proposed budget. Currently, the
budget proposal is referred to as the
"President's Budget".

BUDGET EXECUTION

Primarily the function of the Depart of Budget and


Management (DBM) , which is tasked to perform the
following procedures, namely:

• to issue the programs and guidelines for the release of


funds.
• to prepare an Allotment and Cash Release Program.
• to release allotments.
• to issue disbursement authorities.
BUDGET ACCOUNTABILTY
• Final phase is the final phase of the budget process.
• this is when the agencies report their actual physical and financial performance

What is internal revenue allotment
given to igus?
The Internal Revenue Allotment (IRA) is a local government unit's (LGU) share of revenues from
the Philippine national government.
- Provinces,
- independent cities,
- component cities,
- municipalities, and
- barangays (get a separate allotment).

The allotment is largely based upon the type of government they are and a formula based upon
their land area and population.
Section 284 of the Local Government Code of the Philippines (RA 7160) sets up the formula for
the distribution of the allotment.
- to provide a fair and equitable distribution of national tax revenues to LGUs, taking into account
their respective needs and capacities.

Along with the allocation of a portion of the IRA to the Sangguniang Kabataan (SK) or youth
council
- reflects the importance of involving youth in local governance and community development
initiatives.
