Although the noble intention of the Ministry of Education outlines various programs and facilities to
support special education needs, the lack of resources are biggest hindrance point faced. The
scarcity of facilities and insufficient educators at the school level hinder the effective
implementation of the programs that would benefit children with learning disabilities and autism.

Besides that, the lack of social awareness in the community creates a bigger obstacle towards an
effective implementation. The lack of awareness about the importance of special education and
the lack of understanding of what a differently able child needs leads to a social stigma and
discrimination towards these children. These challenges often leave a huge gap in the
effectiveness of special education implementation where children with learning disabilities are not
given the utmost priority and have limited access towards tools, facilities and educators.
In addition to these challenges, insufficient financial allocation by the government towards the
implementation of the outlined programs often sees the sidelining of special education at the school

The lack of coordination between the Ministry, its implementors alike pre-schools and schools, its
governing agencies and families of children with special education needs often leads to inefficient
use of resources, duplication of efforts and reduces awareness of the existence of such programs.
Hence, these threats need to be addressed and a more concerted effort from the government,
educators, and the wider community is required to enable and ensure that children with special
needs are given the right access and support towards special education. Threats such as financial
constraints can be easily overcome by fostering good governance of fund allocation and bridging
private initiatives to support the programs outlined in the Education Blueprint. In ensuring proper
bridging between private sectors in support towards special education in Malaysia, incentives such
as tax exemptions and financial aid can be provided by the government. This will foster active
participation by more educational institutions to provide special education to all special children in
Malaysia.
Meanwhile, in reducing social stigma and creating more awareness of the importance of special
education, various campaigns such as training programs, exhibitions and social awareness
workshops can be implemented to promote understanding and acceptance of students with special
needs.
