CHAPTER I. GENERAL GUIDELINES

l. AIM
This regulation describes the method of awarding scholarships, from own income, to international
students admitted to studies on their own foreign exchange account, to all undergraduate programs of
"Grigore T. Popa" University of Medicine and Pharmacy in Iasi.

2. APPLICATION DOMAIN
This regulation will apply to international students admitted to studies on their own foreign exchange
account, enrolled in all undergraduate university study programs within "Grigore T. Popa" U.M.F. of
Iasi.
This regulation will be applied by the University secretariat, the Faculties' secretariats, the Financial-
Accounting Department, the Legal Office and the Student Facilities Service.

4. DEFINITIONS AND ABBREVIATIONS


Scoring - the sum of the products between the grade obtained by the student in each exam and the
number of credits allocated to each subject of study, according to the education plan.

CHAPTER II. DESCRIPTION OF REGULATION OF AWARDING SCHOLARSHIPS FOR


INTERNATIONAL STUDENTS ENROLLED IN UNDERGRADUATE UNIVERSITY
STUDIES

5. GENERAL PROVISIONS

Art.1
(1) "Grigore T. Popa" University of Medicine and Pharmacy of Iași can grant, according to the law,
scholarships for international students.
(2) The scholarship fund for international students admitted to studies on their own foreign exchange
account, undergraduate university studies is made up of resources generated by the University's own
income.
(3) Scholarships are established and awarded at the beginning of each academic year, according to the
calendar established by the Rector's decision.
(4) The number of scholarships awarded for each academic year is 12 (twelve), distributed among
faculties as follows: 6 scholarships at the Faculty of Medicine, 4 scholarships at the Faculty of Dental
Medicine, 1 scholarship at the Faculty of Pharmacy, 1 scholarship at Faculty of Medical
Bioengineering.
(5) The granting of these scholarships starts from the academic year 2023-2024 and targets
international students, citizens of other countries, admitted and enrolled in the first year of the
academic year.
(6) Scholarships are awarded to citizens between the ages of 18-30, who are enrolled for the first time
in the first year of university studies.
Art.2
(1) From its own extra-budgetary income, the University can grant, in accordance with the decisions
of the University Senate and the Board of Directors, scholarships for international students who study
with a fee in foreign currency at the teaching series in English, French or Romanian language.
(2) The University grants scholarships in accordance with the law.
(3) The amount of the scholarship is established at the beginning of each academic year by the
University Senate.
(4) In addition to these scholarships, offered by "Grigore T. Popa" University of Medicine and
Pharmacy of Iași, international students studying with foreign currency fees can benefit from
scholarships:
• On the basis of an individual contract with students, various legal and natural persons can grant
scholarships to students - private scholarships.
• National and international personalities and foundations can grant scholarships that bear their
names, scholarships that will be awarded through competition.

Art.3
(1) The beneficiaries of the scholarships are the international students, citizens of the member states
of the European Union, of the states belonging to the European Economic Area and the Swiss
Confederation or of the extra-EU area, enrolled in undergraduate university studies, enrolled in
foreign currency fee regime, regular courses, study programs in French, English or Romanian
language.

Art.4
In the case of scholarships for international students, the following are not award criteria: age, sex,
religion, race, nationality, citizenship, sexual orientation, political affiliation of the candidate or his
family, membership of legally constituted organizations or with activities in accordance with
European legislation in in force, the number of years spent in other educational institutions, studies
conducted abroad, as well as access to scholarships from other sources, according to art. 19 of OMEN
no. 3392/2017, with subsequent amendments and additions.
Art.5
With the exception of first-year students whose classification is made upon the score obtained at
admission, scholarships are awarded only to full-time students in the previous academic year.
Art.6
The fund and number of scholarships awarded by the university for international students on their own
currency account is distributed at the university level according to an algorithm established by the
University's Board of Directors which is validated by the University Senate.

6. METHODOLOGY OF AWARDING THE STUDY SCHOLARSHIPS


7. Art. 7
(1) Scholarships are granted to any international student from full-time education with a fee in
foreign currency, if he meets the conditions stipulated in this regulation.
(2) To register for the scholarship competition, the student must fill in Annex 1 of this regulation.
(3) The scholarship is awarded to students starting from the first year of study.
(4) The classification of students is done at the faculty level, and the ranking is carried out by a
unique commission for the university, appointed by the Board of Administration.
(5) For the first year of study, the scholarship is awarded to students upon the score obtained on
admission.
(6) For the II-VI years of study, the scholarship is awarded only to students who obtained a
minimum score of 560 in the previous academic year. The score represents the sum of the products
between the grade obtained by the student in each exam and the number of credits allocated to each
discipline of study, according to the education plan. Only students who have fully completed the
didactic activities in accordance with the educational plans can benefit from these scholarships (they
are full-time students for the previous academic year).
(7) If there are two or more students with the same score, a tie will be made based on the grid
presented in Annexes 4 and 5 to this regulation.
(8) The amount of the scholarship is established at the beginning of each academic year by the
University Senate and covers the study fee for the respective academic year and accommodation in

one of the university dormitories.


CHAPTER III. SCHOLARSHIPS CUANTUM

Art. 8
The amount of the scholarships is approved before the start of the academic year, by the Senate of the
University, upon the proposal of the Board of Administration.

CHAPTER IV. DURATION OF THE AWARD OF SCHOLARSHIPS

Art. 9
Scholarships for international students on self funded places are awarded for the entire duration of the
academic year (12 months).
Art. 10
During the period in which the students carry out an internship abroad, the scholarship is granted
under the following conditions:
▪ The mobility is within an EU program, government scholarship or within the bilateral agreements
of the Government of Romania;
▪ Mobility is within bilateral agreements of the U.M.Ph. "Grigore T. Popa" Iasi;
▪ The internship period is accredited with ECTS credits or is recognized upon return.

CHAPTER V. FINAL DISPOSITIONS

Art. 11
Students can appeal, in writing, the decision of the University Scholarships Committee, within 2
working days of posting. The appeal shall contain the arguments on which it is based and shall be
submitted to the University Registry.
Art. 12
Appeals are resolved by the Appeals Resolution Commission within 3 working days of their
submission to the institution's Registry (Appendix 3). Appeals that do not contain the arguments on
which they are based will be dismissed without any checks being carried out.
Art. 13
The presentation of false supporting documents, in order to obtain the scholarships, entails the
exclusion of the candidate from the competition for the awarding of scholarships for the entire
duration of the studies.
Art. 14
The number of merit scholarships awarded, according to the RG-17 Scholarship Regulation, to the
students with the highest score of the year and who study on their own foreign exchange account, will

decrease each academic year, in accordance with the entry into payment of the scholarships awarded
through RG-39.
Art. 15
This regulation is completed with the provisions of the normative acts that regulate the granting of
scholarships.

Art. 17
The amendment of this Regulation is the competence of the U.M.F. Senate. "Grigore T. Popa" Iasi.

ALGORITHM FOR DIVIDING INTERNATIONAL STUDENTS ON SELF-FUNDED PLACES IN

CASE OF EQUAL SCORE

STUDENTS YEARS II – VI

1. The first sharing criterion - the score obtained in the year before the one that is taken into account in

the evaluation for the grant of the scholarship.

2. The second sharing criterion - the average of the scores obtained in all years of study.

3. The third sharing criterion - the score from the admission test.

4. The fourth sharing criterion - the average of the last two years of high school, excluding the final year

of study (expressed in decimal system).

ALGORITHM FOR DIVIDING INTERNATIONAL STUDENTS ON SELF-FUNDED PLACES IN

CASE OF EQUAL SCORE

FIRST YEAR STUDENTS

1. The first sharing criterion - the average of the last two years of high school, excluding the final year of

study (expressed in decimal system).

2. The second sharing criterion - average at the baccalaureate exam.

3. The third sharing criterion - high school average in the subjects of biology (life sciences), physics,

chemistry and mathematics for a minimum of two years of study.
