This project for Women and LGBT members dubbed as Project “SHIELD”
is to ensure that the generations to come will live in a society that protects and fosters
public and private spaces free from all forms of gender-based harassment and
violence. By empowering the community especially women and LGBTQ members
about their rights. By empowering them with information and education against
gender-based harassment in public spaces, educational or training institutions,
workplaces, and online spaces.
In line with gender advocacy, this project aims to support and work with
various partners to promote and protect the rights of women and LGBTQ members
through an awareness campaign. As time passed by, “safe spaces” became widely
popularised and used as various movements and advocacies strived to make
themselves heard and seen in the context of social and racial justice and just basic
human rights.
The passing of the Safe Spaces Act gave a much-needed protection for all
genders, especially that sexual harassment could not only be committed in the
workplaces, and in the education and training institutions and by persons in authority,
influence, or moral ascendance over the other. Many are sexually harassed in the
streets in the public spaces, and even in the cyberspace. Acts of harassment are
committed by peers or colleagues or by any people with whom the victims just meet,
or even those they rub elbows within the public places or in the streets.

discussed, and data at a
local or regional level is
often not available or is
incomplete. Many victims
choose not to report
incidents, and certain forms
of violence (e.g., sexist hate
speech) many don’t know
that is already punishable
by law.
Train Anti-Sexual

Safe spaces can mean different things now, but the bottom is absolutely
certain – we still make unimaginable efforts and put-up sacrifices to be heard and
seen, to be accepted and respected, to be celebrated and loved just for being.
Included in the Proposed GAD Plans and Budget (GPB) FY 2023 of the
annual General Appropriations Act (GAA) focused on gender advocacy and
commitment to women’s empowerment. and further strengthened by the Magna Carta
of Women (RA 9710).
The funding in this project shall be taken from MOOE based on the GAD
fund allocation for 2023.
Hence, this Project will take effect immediately to address the widespread
of sexual harassment and to provide proactive measures in winning the hearts and
minds of the community, particularly the vulnerable and marginalized sector.
