Indigenous women faced with varying levels of challenges: as indigenous peoples and as women (Picking up from stories shared

during the 2011 IP Women Gathering in Marbel, South Cotabato, 23-24 July 2011) Fifty-six women from 19 tribes and sub-tribes in the country talked about their communities and experiences. This gathering was strictly for thema space to share their thoughts and desires, as a woman, as part of her ethno-linguistic community and a larger society. Stories of their struggles and experiences During the discussions, one would find that most issues arise from the lack of opportunities for indigenous women and their families in far-flung communities. They have different experiences, and face a variety of challenges: they are mothers, wives, community leaders, and advocates. Discrimination would be recognized with the way people look at them. They hear people using their ethnic name as a negative expression, and mocking them. Jeniffa, 30, Manobo, was saddened and cried when she shared her struggle as a student in the city. She could not find an apartment to rent for the simple reason that she is a member of a tribe or is a lumad1. Meanwhile, Blaan and Tboli infants delivered at home are not provided free vaccines. Health centers in the community are located 9kms away from their homes and the amount of Php 1500-2000 as payment for midwifery services is not something they can afford and so they decide to hire hilot practitioners to assist in giving birth. From the point of view of an outsider, one can just imagine the difficulties for a parent to explain to her child that they are part of a minority community and the child should live up to discrimination and social challenges most of his/her life. Mamanwa women are not given opportunities to go to schools and be educated. They literally identify themselves as poorest among the poor. They await government policies that will aid in their development. However, they are also conscious of the limitation and inadequacy of the conditional cash transfer or Pantawid Pamilyang Pilipino Program under the Department of Social Welfare and Development.

Lack of opportunities and lack of financial capabilities will always make it difficult for them to access sustainable livelihood and development. Living in far-flung areas makes basic social service unavailable to them or at least very difficult to avail. These are some of the dilemmas indigenous women experience. This makes them vulnerable to choosing informal employment for daily sustenance and survival. They are lured to working in cities as household helpers and entertainment workers. Then again they also experience discrimination within their communities as women, especially in decision-making. Cultural beliefs in some ethno-linguistic communities also tend to regard women as second-class citizens. These observations are not to build a gap between men and women in indigenous communities, but to point out unfair but very real sitiuations. Women have limited roles in decision-making at home, and even in their organization. Men are almost always given the power to decide over more important things such as, which crop to plant and where to sell agricultural produce, etc. Men are mostly expected to sign the free prior and informed consent (FPIC) when development projects are put into operation in ancestral lands. In some groups, it is acceptable for men to have drinking problems and practicing infidelity. There are also cases of violence against women and their children, amid the sad fact that many abused women in the group will not have the courage to admit this. From their many stories, we realize that they share different strugglesdiscrimination, lack of education and livelihood, human rights abuses, violence against women and children, and the lack of government policies to improve their lives. IP Women reacting to PNoys leadership As homemakers, the biggest concern of indigenous women would be the adequately providing the familys basic needs such as food, education and health care. Interestingly, 2010-2011 has seen the price increase of food commodities, which the new President Benigno Simeon PNoy Aquino III failed to address. not address their concerns?] Mining, as one of the development aggression gravely threatening ancestral domains and forests in the country, is also one of the major concerns of indigenous women. They fear that the absence of a pronouncement from President Aquino in reforming policies on mining will continue to take away their land and only source of livelihood. But despite the tears and sadness, Nanay Remedios stood up and said, Huwag tayong umiyak! Nasa atin ang lakas! Tayo ang gumawa ng pagbabago. Pag-isipan natin kung pano natin isusulong ang pagbabago![Lets not cry. We have the power. Let us think of the change that we want and let us attain it!] Indigenous women will continue to call for social change and a development path that will create opportunities for them, their children, and their families. Our continuing call for IP women empowerment Republic Act No. 8371 or the Indigenous Peoples Rights Act of 1997 was enacted to ensure indigenous peoples right to ancestral domain, self-determination, and empowerment, social justice and cultural integrity. It also included special provisions on the equal rights of indigenous women in Sec. 26. Women - ICC/IP women shall enjoy equal rights and opportunities with men, as regards the social, economic, political and cultural spheres of life. The participation of indigenous women in the decision-making process in all levels, as well as in the development of society, shall be given due respect and recognition. The State shall provide full access to education, maternal and childcare, health and nutrition, and housing services to indigenous women. Vocational, technical, professional and other forms of training shall be provided to enable these women to fully participate in all aspects of social life. Definitely, in the Philippines, gender inequality and discrimination are struggles that indigenous women should arise from. This can only be made possible with policies and programs that will allow empowered women to emerge. Consequently, there should be space for their voices to be heard. despite the lack of concrete roads and infrastructure to reach their villages. This will also include completing the census and list of indigenous peoples in the Philippines, ensuring that every indigenous child is given the opportunity to be registered, go to school and be educated, and that indigenous communities are included in the plans of government agencies. Social change may not be attainable in this lifetime, but little steps to attaining this change will pave the way to true development and empowerment for indigenous women. It is about time that current government revisits Section 26 of Republic Act No. 8371 and make certain that women (shall) enjoy equal rights and opportunities with men, as regards the social, economic, political and cultural spheres of life The State shall provide full access to education, maternal and childcare, health and nutrition, and housing services to indigenous women. Vocational, technical, professional and other forms of training shall be provided to enable these women to fully participate in all aspects of social life.
