Add the following roles:

'Create New Reports’, ‘Configure Reports’

Figure 1 The copy button: Assign role based control on this. Hide the button if user not in that role
Figure 2: Hide this field from UI if user not in role 'Configure Reports’. Also make sure user is not able to save a duplicate report
name.
