commitment to ensure a health
care system accessible by all. In
the march towards achieving the
Sustainable Development Goals
for health, several schemes and
strategies have been adopted
including the National Health
Mission, Ayushman Bharat Infra-
structure Mission, Ayushman
Bharat Health and Wellness
Centers, Pradhan Mantri Jan
Arogya Yojana, Ayushman
Bharat Digital Mission, etc.
In an interview conducted
by Bhupendra Singh for

Question: What are the key
steps taken by the
government to ensure health
for all and bring about a
qualitative change in the lives
of Indian citizens?
Shri Vikas Sheel: The
National Health Policy was
released in the year 2017 under
the leadership of Prime Minister
Shri Narendra Modi. The
mission targeted to ensure
Universal Health Coverage in
the country while eradicating
communicable diseases and
reduce the effects of non-
communicable diseases. In
2018, the Ayushman Bharat
Yojana was launched to fulfill
this vision. Under Ayushman
Bharat, Health and Wellness
Centres to deliver expanded
range of health care services to
the local populace was launched
in 2018. The first such centre
was inaugurated on 14th April
2018 by the Prime Minister at

families living below the poverty
line from unaffordable health
expenditure, the Pradhan Mantri
Jan Arogya Yojana was
launched. In 2021, the
Ayushman Bharat Digital
Mission and Ayushman Bharat
Health Infrastructure Mission
were launched to lend momen-
tum to the health goals. Thus,
through these four mission-mode
programs, the government is
working continuously to fulfill the
goals of the National Health
Policy and the SDG goals for
health.
Question: Please shed
some light on the kind of

Centre and the States in

2018, the National Health
Mission (NHM) has lent a new

care sector. Health and
Wellness Centers are being set
up on mission-mode under the
NHM and many other ambitious
targets have been set. Key
targets include eradicating
Tuberculosis by the year 2025
and to make country Malaria-
free by 2030. Efforts are also
being made on a war-footing to
reduce the effects of non-
communicable diseases. For
implementing all these targets,
financial resources and
technical assistance are
provided to the States and I am
happy to inform that in the last
three-four years, many
remarkable targets have been
achieved under the NHM.
Question: Kindly elucidate
the role of Ayushman Bharat
Health and Wellness Centers
in achieving the NHM targets.
Shri Vikas Sheel: At present,
about one lakh seventeen
thousand Health and Wellness
Centers are functional in the
country. A Community Health
Officer or Mid Level Service
Provider has also been
arranged at these Health and
Wellness Centers. These
centers are equipped with the
facility of screening of non-
communicable diseases as well
as facilities for the treatment
and care of pregnant women
and new born babies.
Additionally, an elaborate
healthcare package including
the treatment of ailments related
to the eye, nose, ear, throat,
mental health and palliative
care, and basic emergency
care, are available in these
Health and Wellness Centers.
These centers also provide tele-
consultation and tele-medicine.
All these facilities have made it
possible for people to get
treatment facilities within a
reasonable distance of their
dwelling while also doing away
with the menace of quacks and
exorbitant fees charged by
private health care providers.
Question: What are the
specific efforts being made
by the government to reduce
the burden of non-
communicable diseases
(NCDs) that account for more
than 60% of deaths in the
country?
Shri Vikas Sheel: Apart from
providing affordable treatment,
the focus is also on preventing
NCDs among the population.

diagnosis and treatment is
necessary to ensure that the
disease does not progress
further because all NCDs,
especially hypertension and
diabetes, as they progress, also

preventive front, the Health and
Wellness Centers have been
directed to advise the public on
ways and means to adopt
healthy lifestyle by practising
Pranayama or Yoga. Arrange-
ments have been made at the
Health and Wellness Centers to
preach and practise Yoga.
Consultations are also provided
about balanced diet and
immunity boosting activities,
personal hygiene and commu-
nity hygiene that play crucial
role in warding off diseases.
Question: What is the
progress on the front of
Sustainable Development
Goals for health?
Shri Vikas Sheel: I am happy
to share that the decline in
maternal mortality rate and
infant mortality rate is much
greater in India as compared to
other countries of the world.
Some states have already
achieved the SDG target while
the others are steadily
progressing towards the goals.
As far as the eradication of
communicable diseases is
concerned, the work is being
executed in a very well planned
manner. As far as TB is
concerned, Lakshadweep is
now certified TB-free. One
district of Kashmir, Budgam,
became TB-free last year and
there are many other districts
and states which are moving
extremely fast in this direction. If
we talk about Malaria, India is
the only country in the world
which has registered more than
85% reduction in cases in the
last 4 years despite the
healthcare system being
burdened by the COVID
pandemic. Mortality due to
malaria decreased by about
85% and we are moving
steadily towards achieving the
SDG of eradicating Malaria.
Apart from this, sustained
efforts are underway to

eradicate Elephantiasis and
Kala Azar (Black Fever). A
separate campaign is also being
run to clear the backlog of
cataract surgery.
Question: What has been
the public response to e-
Sanjeevani?
Shri Vikas Sheel: The
COVID pandemic taught us that
technology can take facilities to
the doorstep of each and every
citizen in a hassle-free manner.
You must remember that
COWIN platform was used for
COVID vaccination. Similarly, e-
Sanjeevani platform was
launched to provide medical
advice to the people sitting at
home during the pandemic. The
response was immense and
now the scope of e-Sanjeevani
has been expanded with all
Health and Wellness Centers
providing facility for consultation
through the application. Anyone
having access to the internet
and smart phone can avail the
facility of e-Sanjeevani on their
own while those not possessing
a smartphone can avail the
facility at their nearest Health
and Wellness Center. For this,
adequate funds have been
made available to the states in
the Emergency COVID
Response Package and under
the National Health Mission.
Further arrangements are being
made to set up Tele-
consultation or Tele-medicine
hubs in each district.
Question: According to the
report of NITI Aayog, atleast
40 crore Indians do not have
the financial capacity or
insurance coverage for
expensive medical
treatments. How has the
Pradhan Mantri Jan Arogya
Yojana solved this problem?
Shri Vikas Sheel: You will be
surprised to know that a very
significant part of the country's
population slip below the

poverty line due to emergency
health expenditure. To protect
all such families, under the
Pradhan Mantri Jan Arogya
Yojana, a protective cover of up
to five lakh rupees is provided.
More than 30 million people
have been benefited so far and
more beneficiaries are being
added rapidly. Earlier, the poor
had to depend only on
government hospitals, now
because private hospitals are
also empanelled under the Jan
Arogya Yojana, those who
otherwise could not afford
treatment in private hospitals
can now avail treatment in
empanelled private hospitals.
Question: What steps have
been taken by the
government to further
strengthen the medical
infrastructure and to increase
the number of doctors and
health workers across the
country?
Shri Vikas Sheel: In order to
address the lack of adequate
health care professionals, many
concrete steps have been
taken. For example, the
establishment of the National
Medical Commission. Most
recently, the government
enacted the National
Commission for Allied and
Healthcare Professions Act,
2021 which provides for a
strengthening the pool of
paramedics. Sustained efforts
are also underway to expand
the scope of nursing services
and to provide better training
facilities for nurses. The centre
is also collaborating with states
to ensure that not only there are
facilities for treatment but those
facilities are also adequate in
terms of human resources for
ensuring public health.
Meanwhile, ensuring adequate
human resources is not enough.
We are also working towards
augmenting the capacity of the
available human resources
including doctors, nurses and
paramedics. For this, various
types of training modules have
been devised under the
National Health Mission. Online
training and upskilling of
healthcare professionals are
also being arranged on a large
scale. Many Centers of
Excellence have been set up
across the country for the
capacity enhancement of
healthcare workers in a sus-
tained manner.
Question: Please tell us
briefly about the Ministry of
Health and Family Welfare's
future course of action.
Shri Vikas Sheel: Our
foremost priority is to finish
setting up 1.5 lakh Health and
Wellness Centers by the end of
2022 as promised by Prime
Minister Shri Narendra Modi.
Not only will we be making the
centres functional, but we also
intend to expand the range of
health care services available at
such centers. We are also
working towards ensuring that
each centre has the facility of
tele-consultation. We also aim
to ensure that each family
eligible for Golden Cards under
the Pradhan Mantri Jan Arogya
Yojana, get such cards and start
availing the benefits of the
scheme. Under the new Health
and Infrastructure Mission,
certain targets have been set for
the next five years and we will
be working to achieve those
targets. The Ayushman Bharat
Digital Mission launched last
year will also be pursued further
making treatment facilities more
accessible by the public.

Digital Health Ecosystem in India
Journey So Far and Way Forward

T he term digital health -
defined by the World Health
Organization as "a broad
umbrella term encompassing
eHealth, as well as emerging
areas, such as the use of
advanced computing sciences in
'big data', genomics and artificial
intelligence" - primarily refers to
the applications emerging out of
the interaction between
healthcare and technology. The
phenomenon of digital health is
commonly described as a
"cultural transformation of how
disruptive technologies that
provide digital and objective data
accessible to both caregivers
and patients leads to an equal
level doctor-patient relationship
with shared decision-making and
the democratization of care."
The notion of digital health or
eHealth brings to the forefront
the power of Information
Communication Technologies
(ICTs) in the healthcare sector,
making it better-equipped with
cutting-edge resources to
ensure efficient management
and optimal diagnosis - over and
above everything, better patient
care. The innovative outcomes
of digital health include a host of
areas, right from doctor-patient
communication, to research and
hospital management. The
digital health initiative has played
a pivotal role in ameliorating
health care services, thereby
bringing communities closer to
seeking health care needs
through all feasible modalities.
Digital Health Ecosystem:
Emerging Necessity and its
Proven Advantages
The proliferation of global
population at a rapid rate has
made it all the more difficult to
bridge the gap between health-
care system and patients,
resulting in increased cost for
accessing healthcare services.
Simultaneously, the rising
incidence of lifestyle or non-
communicable diseases, increase
in population belonging to the
senior category, and growing
health awareness among the
wealthy upper class are some of
the prominent contributing
factors towards the increasing
demand for healthcare services.
The scarcity in human resources
and inadequate infrastructure to
cater to the growing demand has
added to the pressure of
developing better alternatives to
the existing healthcare system.
Investment in technology for
leveraging the health-care
delivery services in a more
efficient manner was a much-
needed stimulus.
Traditionally, healthcare prac-
tices have remained restricted to
diagnosing, treating ailments,
and prevention based on the
expertise level of the healthcare
professionals. The advent of
technologies in the arena of
healthcare, has made the
healthcare delivery a precise
customized process, which does
not necessarily entail the
intervention of a healthcare
professional at a given point of
time to address any kind of
emergency. The emergence of
digital health technology has
acted as a pillar in strengthening
the delivery of healthcare across
the world.
The world has witnessed a
rapid boom with respect to the
availability of healthcare techno-
logy products in the market in the
form of wearable monitoring
devices, teleconsultation prac-
tices, e-pharmacies etc.. Conti-
nuous efforts have been made in
integrating advanced techno-
logies such as robotics, Artificial
Intelligence (AI), blockchain
technology with pharmaceuticals
and healthcare services.
Research and development in
these areas have also received a
boost in recent times. The
incorporation of ambient compu-
ting techniques into the
traditional course of healthcare
delivery seeks to bridge the gap
in supply. Innovative solutions
imparted by the digital health
revolution is a boon to people,
and has helped in achieving
improved standards of health-
care to people worldwide, by
increasing their access to
services through a window of
potential opportunities, with the
goal of promoting and protecting
their health and well-being.
Digital health encompasses a
wide spectrum ranging from
apps teaching Yoga to the
wristband that measures heart
rate to exploring medical
practitioners and scheduling
consultations. The most notable
applications in digital health
include telemedicine, Point-of-
Care Diagnostics, m-health,
Medical Virtual Assistants, self-
monitoring healthcare devices,
Electronic Health Records
(EHR), the use of big data and
blockchain technology in
healthcare, e-pharmacy, and e-
learning in healthcare sector,
among many others.
The advanced technologies
used for developing these
applications include, among

many others, Internet of Things
(IoT), big data, AI, Block Chain,
Chatbots, and Virtual Reality.
The interlinking of each of these
features has further enhanced
the scope of service delivery in
digital health. For instance, while
IoT is crucial for equipment such
as inhalers and audiometers,
and minimizes the likelihood of
incorrect diagnosis in such
cases, big data allows analysis
at a macro level for tailored
treatments besides helping in
detection of risk factors and
potential side effects of drugs on
patients. AI and blockchain
enables healthcare professio-
nals to make wiser decisions in
treatments and renders adminis-
tration more effective. Chatbots
are one of the most popular tools
used for faster communication.
The use of Virtual Reality is
limited to mostly patient
rehabilitation and treatment in
case of psychological disorders,
but has nevertheless made a
significant contribution in this
domain.
The establishment of a digital
channel of communication
between patients and doctors
has made it much easier to
ensure real-time monitoring of
patients and track their progress.
Through guide books, prevailing
best practices, social media, and
local popularity, the digital
revolution in the health sector
has provided patients with more
information, such that they can
make better health decisions
and are empowered to manage
their own health. It has
transformed the manner in which
health professionals deal with a
disease. Technology is often
more useful in identifying the
right kind of treatment for an
illness and also its detection at
an early stage. Moreover, portal
technology benefits both service-
providers and service-seekers.
Through access to the medical
records and online interactions,
it empowers patients on the one
hand to be more responsible

about their health and the
medical professional on the
other hand to have a better
perception about the historical
pattern of health status of an
individual.
The last decade has seen a
huge leap in the sphere of digital
health. With increasing smart-
phone prevalence and the
ubiquitous use of "Apps" gaining
dominance, more than 4 billion
downloads have been recorded
for healthcare apps alone, and
are paramount in the healthcare
system. Mobile app-based
healthcare services figure
among more than 60,000 such
healthcare-related apps on
Android and iOS. This appears
to be a promising scenario for
the digital health ecosystem in
India, given that the share of
population using an internet-
enabled smartphone is rising
with every passing day.
Where does India Stand?
Like most other nations,
India’s contribution in the digital
health revolution has been
noteworthy. The Government of
India launched the flagship
programme Digital India
Campaign in 2015 which
included public health initiatives
geared towards adoption of
digital technologies for penetra-
tion of healthcare services in
rural areas. The National Health
Policy 2017 envisages a Digital
Health Technology Ecosystem,
which through a nodal imple-
menting authority serves the
needs of all stake-holders and
improves efficiency, trans-
parency, and citizen experience.
Consequently, the Ministry of
Health & Family Welfare
formulated the National Digital
Health Blueprint in October
2019, based on the National
Health Stack proposed by NITI
Aayog in 2018. The blueprint has
been designed as a layered
framework, with a vision and a
set of principles at the core,
surrounded by layers relating to
digital health infrastructure, data
hubs, building blocks, electronic
health records standards,
regulations and an institutional
framework for its imple-
mentation. The Prime Minister
announced the implementation
of this framework as the National
Digital Health Mission (NDHM)
on 15 August 2020. Presently,
this endeavor has evolved into
the Ayushman Bharat Digital
Mission (ABDM).
The ABDM seeks to establish
a federated health information
architecture, health information
exchanges, and a national
health information network by
2025, that will make the
healthcare system secure and
interoperable enabling easier
accessibility and portability of
anonymized health records
across public and private
healthcare institutions. The
ABDM is based upon five main
components - Health ID, Health
Facility Registry, Healthcare
Professionals Registry, Health
Records, and Consent Manager.
The other entities in the
ecosystem include ABDM Sand-
box, Health Information Provi-
ders, Health Information User,
Health Repository Provider, and
Health Lockers.
Alongside the efforts of the
Government, independent play-
ers also have a significant role in
improving the healthcare land-
scape in the country through
innovations in wearable techno-
logies, telemedicine, AI, virtual
reality, genomics, etc. Digital
health technology has brought
about enhancements to revamp
the delivery of value-based care,
to the continuum of healthcare
services in India. The adoption of
intelligent solutions will help in
setting aside the inequalities
arising out of the barriers that
have existed between health-
care system and patients
historically, in not just improving
the service availability, but also
adding to service quality to cater
to patient satisfaction, parti-
cularly with respect to hospital
care and services, even in Tier II
and Tier III cities in India.
While the groundwork in digital
health was being laid since the
last decade and its interventions
have made provision for
achieving desirable outcomes in
maternal health, cessation
programs, and mental health
among others, the COVID-19
pandemic demonstrated the
capability, outreach and
functionality of its application -
the most prominent outcome
was witnessed during the
Government's COVID-19 manage-
ment through roll-out of the
CoWIN dashboard for opera-
tionalization of the Covid
vaccination programme and
Aarogya Setu mobile app to aid
contact tracing. These initiatives
in essence have proved to be a
testing ground for imple-
mentation of the large-scale,
nation-wide Digital Mission
programme. Notably, focus has
shifted from lifestyle enhance-
ment devices and digital
services to critical medical and
emergency services. The target
population has moved from the
urban wealthy to an all-
encompassing population.

T he World Health
Organization (WHO) and the
Government of India on March
25, 2022 signed an agreement to
establish the WHO Global
Centre for Traditional Medicine
(GCTM). This global knowledge
centre for traditional medicine,
supported by an investment of
USD 250 million from the
Government of India, aims to
harness the potential of
traditional medicine from across
the world through modern
science and technology to
improve the health of people and
the planet.
The Prime Minister Shri
Narendra Modi laid the
foundation stone of the new
centre in Jamnagar, Gujarat on
April 19, 2022. This is the first
and only global outposted
Centre (office) for Traditional
Medicine across the globe. This
Centre will contribute towards
making a healthier planet and
leveraging our rich traditional
practices for global good. The
centre's five main areas will be
research and leadership,
evidence and learning, data and
analytics, sustainability and
equity and innovation and
technology.
A Joint Task Force (JTF) has
been constituted for coordi-
nation, execution and monitoring
of activities for the establishment
of this Centre. The JTF
comprises representatives from
the Government of India,
Permanent Mission of India,
Geneva and the World Health
Organization. Under the ambit of
this, an interim office is being
established at the ITRA,
Jamnagar, Gujarat to execute
the identified technical activities
and planning of fully functional
WHO GCTM.
WHO Global Centre for
Traditional Medicine in India at
Jamnagar, Gujarat, will have its
interim office at the Institute of
Training and Research in
Ayurveda (ITRA) in Gujarat. The
interim office is intended to
deliver broadly on generation of
evidence and innovation,
artificial intelligence based
solutions for traditional medicine,
systematic reviews in
collaboration with Cochrane,
Global survey on traditional
medicine data across WHO
GPW 13 (Thirteenth General
Programme of Work 2019-2023)
and sustainable development
goals, traditional medicine socio-

Sub: Filling up the post of Stenographer Grade-l in the Subordinate Offices of
CWC located in different parts of India on deputation or absorption basis -
regarding.
It is proposed to fill up 03 (three) (Tentative) posts of Stenographer Grade-l in the
Subordinate Offices of CWC located in different parts of India in Level -6 in the pay
matrix (Rs. 35400 - 1,12,400) as per 7th CPC, (in PB-2 Rs. 9300-34800 with GP Rs.
4200 / as per 6th CPC) on deputation or absorption basis from amongst Central
Government Officers fulfilling following eligibility conditions:-
Deputation or absorption: Officers holding the post of Stenographer under the
Central Govt :
(i) Holding analogous post on regular basis in the parent cadre or department; or
(ii) With ten years regular service in the Level -4 in the pay matrix (Rs. 25500 - 81,100)
as per 7th CPC, (PB-1 Rs. 5200-20200 with Grade Pay of Rs. 2400 as per 6th CPC)
1. The departmental officer in the feeder category who are in the direct line of
promotion shall not be eligible for consideration for appointment on deputation.
Similarly, the deputationists shall not be eligible for consideration for appointment by
promotion.
2. The period of deputation including the period of deputation in another ex-cadre post
held immediately preceding this appointment in the same or some other organization
or department of the Central Govt. shall ordinarily not exceed three years.
3. For the purpose of appointment on deputation or absorption basis, the service
rendered on regular basis by an officer prior to 1st January, 2016 (the date from which
revised pay structure based on the 7th Central Pay Commission recommended has
been extended) shall be deemed to be service rendered in the corresponding level in
the pay matrix extended based on the recommendation of the Pay Commission except
where there has been merger of more than one pre-revised scale of pay into one level
in the pay matrix with a common level in the pay matrix and where this benefits will
extend only for the post(s) for which that level in the pay matrix is the normal
replacement grade without any upgradation.
4. The armed forces personnel who are due to retire or to be transferred to reserve
within a period of one year and possessing at least 12th Class Pass from a recognized
Board or University and Skill Test of Dictation for 10 minutes @ 100 words per minute;
and Transcription of Dictation in 40 minutes (English), or 55 Minutes (Hindi) on
computer shall also be considered. If selected, such officers will be given deputation
terms upto the date on which they are due for release from the armed forces,
thereafter they may be continued on re-employment terms. In case such eligible
officers have retired or have been transferred to reserve before the actual selection to
the post is made their appointment will be on re-employment basis.
5. The maximum age limit for appointment by deputation or absorption shall be not
exceeding 56 years as on the closing date of receipt of application.
6. The pay of the officers selected will be regularized in accordance with the DOPT
OM No. 2/29/91-Estt. (Pay-ll) dated 05.01.1994 as amended from time to time.
7. Other terms/conditions as stipulated in Orders/Rules issued by the Govt. of India
from time to time will also be applicable.

The National Institute of Educational Planning and Administration (NIEPA), a Deemed
to be University fully funded by Ministry of Human Resource Development, Govt. of
India is engaged in capacity building and research in Educational Policy, Planning and
Administration.
NIEPA offers Integrated M.Phil - Ph.D, Ph.D (Full-time) and Ph.D. (Part-time)
programmes in Educational Policy, Planning and Administration from a broader inter-
disciplinary social science perspective. The research programme of NIEPA covers all
levels and types of education from both national and international development
perspectives. NIEPA invites applications from eligible candidates for admission to its
Integrated M.Phil.-Ph.D, Ph.D (Full-time) and Ph.D (Part-time) programmes for the
year 2022-23.
Fellowships : All candidates selected for the integrated M.Phil- Ph.D and Ph.D (Full-
time) shall be offered NIEPA fellowship. NET qualified candidates, who have been
awarded Junior Research Fellowship by the UGC and who fulfil the required
qualifications, are encouraged to apply for UGC fellowship. However, part-time Ph.D.
candidates are not given any fellowship.
Eligibility Criteria
(i) Integrated M.Phil.-Ph.D. Programme
(a) A candidate seeking admission to the Integrated M.Phil/Ph.D. Programme or Ph.D.
programme shall have a minimum of 55% marks (50% shall be allowed for the
candidates belonging to SC/ST/OBC (non-creamy layers)/ Differently-abled category
in the entrance examination conducted by the Institute) or its equivalent grade in
Master’s Degree in Social Sciences and allied disciplines from a recognized university.
Candidates possessing Master’s degree in other areas may also be considered if
he/she has teaching experience or experience of working in the area of Educational
Policy, Planning and Administration.
(b) Three copies of the brief write-up (in the prescribed format) on the proposed
research topic of a contemporary issue within the broad framework of Educational
Policy, Planning and Administration
(ii) Ph.D. (Full-time) Programme : A candidate seeking admission to Ph.D. (full-time)
programme should meet the eligibility criteria as mentioned in Para (a) & (b) above.
(c) A candidate shall have an M.Phil. Degree in an area closely related to Educational
Planning and Administration and/or exceptionally brilliant academic record coupled
with publications of high quality.
(d) M.Phil. Graduates will be eligible for admission to the Ph.D. Programme after due
scrutiny by the Admission Committee, if they obtain a FGPA of 5 or above on the ten
point scale.
(iii) Part-time Programme: A candidate seeking admission to Part-time Ph.D.
programme is required to meet the following criteria: (i) Should meet the eligibility
criteria as mentioned in Para 3.1 (a & b) above; (ii) Currently, should be in full-time
employment; (iii) Should be a senior level educational functionary with a minimum of
five years’ work experience in teaching/research in educational policy, planning and
administration.
Note : It will be compulsory to attend one-year full-time course work by all part-
time and full time scholars.
Mode of Selection: Initial short-listing of applications will be carried out on the basis
of Eligibility criteria mentioned above. Short-listed candidates will be required to
appear for a written test and those qualifying in the written test will be subjected to
personal interview to assess their potential leading to final list of selected candidates,
in order of merit.
NIEPA will follow all mandatory provisions in the reservation policy of the Government
of India. Admissions to Integrated M.Phil- Ph.D , Ph.D (Full Time) and Ph.D (Part-time)
programmes will be made purely on the basis of merit following the prescribed criteria
of the Institute.
The Institute reserves the right to decide the number of seats to be filled in the year
2022-23, the criteria for screening of applications; and the selection procedure of
candidates for admission to its M.Phil and Ph.D programmes.
Candidates possessing the eligibility qualifications must submit statement of
marks at the time of written test on June 18, 2022.
How to Apply: Candidates should apply online in the prescribed Google form for
admission to M.Phil and Ph.D programmes of the Institute. A print of the filled in Google
form should be sent along with the required documents ( according to the list given in
the prospectus) and three copies of the brief write-up (in the prescribed format) on the
proposed research topic of a contemporary issue within the broad framework of
Educational Policy, Planning and Administration. For further details, please refer
M.Phil-Ph.D Prospectus, 2022-23 of the Institute.
A non-refundable sum of Rs. 400/-(Rs. 200/- for SC/ST and EWS candidates) through
online payment as application fee is mandatory for seeking admission for the above
programme. The hard copy of Prospectus can be obtained from NIEPA, if required
after filling the Google form.

called for an Objective Computer Based Test (CBT) of General Intelligence and
General English (ToGIGE) of 80 marks. Thereafter, the candiates will be subjected to
a Psychological Assessment Test (PAT), Interview and Medical Examination at a
designated venue. Final selection will be based on combined merit of NEET (UG)
2022 score, CBT and Interview, subject to medical fitness.

with the absence of trained
workforce is detrimental, and
therefore, an optimal data
governance mechanism would
need to be put in place. A
specific health data protection
law or guidelines is essential to

The responsibility of on-
ground implementation in
matters of health lies with the
States/UTs. Although in most of
the cases, policy prescriptions
are centrally directed, federal
structure of the system entitles
the states to differ from central
health perspectives, thereby
giving rise to precarity in
alignment across the nation. A
roadmap may be developed,
recognizing common challenges
and offering broad solutions in
this regard, which may be
implemented by states in a tailor-
made and suitable manner.
The biggest implementational
challenge that has been
daunting the healthcare sector in
India for quite some time is
ensuring timely capacity building
of the human resources, which in
turn hampers leadership and
management capacity. Con-
certed efforts from the Centre
and States/UTs would be
required to close these gaps.
Given India's demographic
and socio-cultural diversity, it is
extremely important to under-
stand the usability of digital
applications from the user's
perspective and thereby inte-
grate existing portals in India to
offer a seamless experience.
This calls for a collaboration
among interface designers,
administrators, the end users,
such that a participatory co-
design approach is adopted
while designing it. High patient
load and poor participation from
private health-care providers
towards health data aggregation
are also some of the key
challenges.
While smart phone penetration
rate has increased over time, it is
important to note that there is a
stark difference across geo-
graphical locations, especially
rural and urban. Therefore, low
digital literacy and the vast digital
divide among the Indian
population are some of the

overcome.
Opportunities Ahead
Despite implementational
challenges, the technological
revolution has started making an
impact on the healthcare system
in India. Digital health poses
immense potential to transform
the delivery of health services in
the near future for better patient
care. In the post-pandemic era,
when the world is struggling to
recover, the emphasis lies on
recalibrating the public health
strategies towards digital tools,
especially when it comes to
"preventive" care. Tools and
innovations that are easy to use
and affordable are likely to be
the most-demanded product in
future, especially for women,
marginalized and vulnerable
groups with greater focus on
ensuring accessibility, afforda-
bility and quality services.
Based on a latest report by
India Health, telemedicine can
reduce the consultation time by
10 to 15 minutes in both rural
and urban areas. This ensures
optimal utilization of doctors and
by avoiding the need to travel to
a clinic or hospital, it will cut

ment, start-up ecosystem, and
the wellness industry. It helped
bring together industry leaders,
academicians and scholars

future collaborations.
The GAIIS 2022 was a
distinctive effort by the Govern-
ment of India to attract the
world's attention to India's
ancient wisdom and traditional
knowledge, and capitalize on it
to pave the way for a sustainable
future. The Summit was
organised in line with Sustain-

able Development Goal Number
3 of promoting "Good Health and
Well-being".
The Prime Minister announced
the launch of Ayush Export
Promotion Council and four
Ayush ICT initiatives which
includes Ayush Information Hub,
AyuSoft, Ayush Next and Ayush
GIS. He also released a comic
book named 'Professor Ayush-
man', which describes how
Ayush systems and products
helped in fighting not only
COVID-19 but other diseases
too.
During the summit, more than
70 MoUs were signed between
countries, prestigious research
institutes, the farmers groups
and industry. The first GAIIS saw
participation from more than 30
FMCG companies. This is
expected to create around 5.5
lakhs jobs which will positively
impact the lives of more than 76
lakh people. Apart from this, the
Government will develop a
network of AYUSH parks to
encourage the promotion,
research and manufacturing of
AYUSH products across the
country.
The summit was instrumental
in developing an enabling
framework to attract invest-
ments, providing strategic
support to policies. The investors
and the entrepreneurs of the
whole world have realized the
comparative advantages which
Ayush is offering, and its
strengths in the form of huge
youth power, skilled labour along
with the robustness, reliability of
Ayush in healthcare & wellness
services.

Earth is the lone planet in the solar system that has been
bestowed with the abundance of life. It is a living planet that
supports life & natural resources. They are our life, if they will
be gone, we will be gone, too.
In plain and simple terms, Global Warming means the
heating up of the earth. The main cause of Global Warming
is the increase of greenhouse gases like carbon dioxide in
the atmosphere. These gases permit heat from the sun to
enter the earth but do not let it radiate back to the space.
Global warming is the increase of Earths average surface
temperature due to effect of greenhouse gases, such as
carbon-di-oxide emission from burning fossil fuels or from
deforestation, which trap heat that would otherwise escape
from earth.
In order to understand in simple terms, the global warming is
mainly the ignorance of the people, with casual and uncaring
attitude which has created a wide gap between human life
and Earth, which has already showed the signs of disasters
in the form of melting of glaciers, floods, cyclones,
landslides, tsunamis, drought, etc
Suggestions
Some of the five golden ''R''s' as an individual in his /her day
to day life to reduce harmful waste generation are:
Refuse - say no to anything which is harmful to the
environment like polythene and plastic.
Repair - join the global crusade to diminish the damage
caused to the environment. Go green and be eco-friendly.
Reuse - opt for reusable instead of disposable products.
Recycle - choose materials which can be recycled and
segregate garbage so that recyclable substances can be
effectively extracted.
Reduce - excessive use of pesticides, fertilizers, fossil fuels,
and CFC emitting equipments.
It is high time now to educate not only the children but also
elders about becoming efficient consumers and be
responsible users of energy and resources. Global warming
is slowly destroying the Earth and its natural habitat. The
following steps can be taken by opinion leaders and activists
to highlight the importance of saving our planet.
