Department of Education Masbate Province Division, office address at San Ramon National
High School, San Ramon, Uson, Masbate, do hereby appoint, name and constitute, JOVIELYN
D. MARCOS, an Account Officer of Card Bank Inc., and lives at Masbate City, as my true and
lawful attorney-in-fact, for me and in my name, place and stead, to process and sign any related
papers/documents in connection with my resignation for I cannot do it personally due to the
fact that I’m out of the country as of this moment.

Hereby giving and granting unto my said attorney-in-fact full power and authority to do
and perform every act and thing whatsoever requisite and necessary to be done in and about
the premises as fully to all intents and purposes as I might or could lawfully do if personally
