2. This memorandum applies the changes to the force that are a result of critical
analysis conducted during TAA 24-28 by the Secretariat, Army Staff, Army Commands
(ACOM), Army Service Component Commands (ASCC), Direct Reporting Units (DRU)
and the Reserve Components (RC). Additionally, all force structure changes since
publication of Addendum One to ARSTRUC 23-27 are included in this document.
3. The results of TAA 24-28 were documented in the Structure and Manpower
Allocation System (SAMAS) force file lock, dated 16 December 2021, incorporating all
changes since the SAMAS Master Force file release on 30 September 2021. These
changes will be used to complete the January 2022 Structure and Composition System
(SACS) file.
4. This ARSTRUC memorandum will serve as a baseline for the Program Objective
Memorandum (POM) 24-28 force and TAA 24-28 resourcing.
6. TAA 25-29 is the next opportunity for process-driven changes to the force. Any
required changes to the force prior to the completion of TAA 25-29 will be captured in an
addendum to this ARSTRUC.
7. Over the next several TAA cycles, the Army will continue use of pilot programs.
These programs are intended to be task organization changes to test and experiment
with new force designs and operational concepts. The information from these pilot
programs will inform future ASL structure decisions.

Executive Summary
1. Purpose. The ARSTRUC is a tool used to capture, consolidate, and document
changes to the force structure since the last publication. The ARSTRUC is a directive
document used to inform the Army of approved force structure changes and is a key
point of reference for the development of the Army's POM. The last published
ARSTRUC was Addendum One to ARSTRUC 23-27, dated 25 July 2021.
2. Terms of reference. The Army conducted TAA 24-28 to determine the Fiscal Year
(FY) 24-28 POM force. This ARSTRUC includes changes to year of execution, budget
years, and FYDP and was approved by the Secretary of the Army on 6 January 2022.
3. Overview. TAA 24-28 focused on balancing force structure and a lower end strength
while simultaneously setting ground work for resourcing the Army 2030 force structure
to enable Multi-Domain Operations (MDO). Capabilities are both reduced and grown to
achieve a balance across the components. The TAA 24-28 end strength for the end of
FYDP is a total force of 1,010,500 Soldiers (485K RA, 336K ARNG, and 189.5K USAR).
4. Key Points:
(3) Increase the Center for Personal Development at the United States Military
Academy (USMA) (2 authorizations).
(4) Execute the TRADOC Organic Medical Structure (TOMS) Phase three of
three (90 authorizations).
(5) Increase the Army Marketing Group (21 authorizations). Authorizations will be
paid by TRADOC recruiting positions (in addition to those in designated in Generating
Force decrement, paragraph 4.b.28).
(1) Inactivate the 1st Battalion, 28th Infantry Regiment at Fort Benning, Georgia.
(2) Inactivate four bands at the following locations: Camp Zama, Japan, Joint
Base Elmendorf-Richardson (JBER), Alaska, Fort Leonard Wood, Missouri, and Fort
Sill, Oklahoma.

(6) Cancel growth from medical Bottom Up Review (BUR) Part 1 – evacuation
platforms.
(13) Inactivate the Military Intelligence Company Joint Surveillance and Target
Attack Radar System (JSTARS).
(14) Inactivate the Task Force (TF) Odin Military Intelligence Battalion.
(20) Inactivate one military police detention battalion and two military police
detention companies at Joint Base Lewis-McChord, (JBLM) Washington. Seventy-five
authorizations will be placed in a Programing Wedge as billpayers for a future Change
Management Plan (CMP) to be completed No Later Than (NLT) 1 June 2022 in order to
support the Northwest Joint Regional Confinement Facility.
(21) Reduce U.S. Army Intelligence & Security Command (INSCOM) force
structure by 114 authorizations.

(11) Complete the remaining bill-paying solution for SRC 08 Medical Redesign
begun in ARSTRUC 23-27. The redesign includes: cancellation of the activation of the
RA ground ambulance company; inactivation of one optometry team and one hospital
augmentation detachment Intermediate Care Ward (ICW); application of the Medical
Brigade Force Design Update JR to all medical brigades; cancellation of the activation
of the multi-COMPO Prolonged Care Augmentation Detachments (PCADs). Multi-
COMPO PCADs are replaced by the activation of two COMPO-pure PCADs (one RA
and one USAR) with the third PCAD (USAR) activated within the 1984th US Army
Hospital (TDA) restructure.
d. Changes to ARNG force structure: convert two 155 Self-Propelled (155SP) artillery
battalions to ERCA.
(2) Inactivate the United States Army Hospital (USAH) under U.S. Army Pacific
Command (USARPAC) and retain medical structure by activating three Modified Table
of Organization and Equipment (MTOE) units (area support medical company, head &
neck team, and prolonged care augmentation detachment) and three Table of
Distribution and Allowances (TDA) units (Troop Medical Clinic (TMC), Medical Support
Unit (MSU), and Medical Operational Readiness Unit (MORU)).

1-01. PURPOSE.
1. ARSTRUC 24-28 outlines the FY22 to FY28 force structure approved by the
SECARMY and documented in the SAMAS Force File Lock, dated 16 December 2021.
This ARSTRUC Memorandum captures force structure decisions to include:
c. TAA 24-28 adjustments, in particular, the adjustment of Army end strength from
494K to 485K RA, 339K to 336K ARNG and 191.75 to 189.5K USAR. The Army did not
reduce sufficient structure in the RA to cover all 9K spaces of overstructure. The Army
becomes overstructured in FY23 and as a result, the reductions in this TAA will be
applied through FY25. The remaining overstructure, beginning in FY26, will be
addressed in TAA 25-29.
4. This ARSTRUC Memorandum addresses both the Generating Force (GF) and the
Operating Force (OF) for all Army components (COMPO). FY24 is used as the baseline
year to capture changes resulting from TAA 24-28 and other directed changes since the
SAMAS Force File Lock, dated 30 September 2021. There are several structure
changes made outside the FY24-28 window for deliberate reasons.

1. The POM 24-28 force captured in this ARSTRUC is based on an end strength of
1,010,500 (485K RA, 336K ARNG and 189.5K USAR).

1. DISCUSSION.
a. The Army maintains 18 division HQs, 10 in the RA and eight in the ARNG. (The
7th Infantry Division HQ (7ID) TDA is excluded from this count.)
b. ARNG division HQs (as part of the VCSA division HQ FDU approval) convert
from the R edition to the Large-Scale Combat Operations (LSCO) design starting in
FY22 and completing in FY26. The ARNG division HQ conversions (SRC 87000R000 to

4-01. SRC 87 Armored Brigade Combat Teams (ABCT), Maneuver OI: LTC Tom

1. DISCUSSION.
a. The Army maintains 16 ABCTs: 11 in the RA and five in the ARNG. There are
also three ABCT equipment sets in APS and one modified equipment set in Korea.
b. HQDA directs FORSCOM to task organize the first armored penetration division
(1st Cavalry Division, Fort Hood, TX) and execute the Division Cavalry Pilot beginning
NLT FY23 (HQDA EXORD to be published). The armored division cavalry concept
consists of: a cavalry squadron in support of division reconnaissance and security
objectives; an armored cavalry troop assigned to each of the division’s three ABCTs;
and fire support and sustainment assets reorganized IAW the Division Cavalry
FDU. These changes are provisional only as defined by AR 220-5, ‘Designation,
Classification, and Change in Status of Units’, para 2-5. HQDA will not adjust
authorization documents during the pilot period. The pilot will not exceed two years. The
Army will not activate or inactivate any UICs as part of the cavalry pilot. Future Total
Army Analysis (TAA) will determine the next steps for the division cavalry
squadron. Options may include but are not limited to: termination of pilot; continuation of
pilot for further assessments; or full adoption of the FDU and new MTOEs for 1st
Cavalry Division. FORSCOM, ICW TRADOC, will provide HQDA with recommendations
at the conclusion of the pilot.
c. 3-278 Armored CAV SQDN (ARNG) relocates from Pennsylvania to Texas under
the new UIC: WPD5AA. Re-stationing force structure also occurs (434 authorizations)
between Pennsylvania Army National Guard (PAARNG) and Texas Army National
Guard (TXARNG).

1. DISCUSSION. The Army maintains 33 IBCTs: 13 in the Regular Army and 20 in the
ARNG. There are also two IBCT equipment sets in APS.

(1) As a result of the Aerial Delivery Company and Division Personnel Pack
Company reorganization, BSBs for 4/25 IBCT(A) and 173 IBCT(A) increase by 146
authorizations each beginning in FY24. The inactivation of Quartermaster (QM)
companies provided the billpayers for this growth. See QM section for specifics.
(2) Previously approved medic growth within the medical BUR is reduced by 78
authorizations, contributing to the total BUR reduction of 288 RA authorizations.

4-03. SRC 47 Stryker Brigade Combat Teams (SBCT), Maneuver OI: LTC Tom

1. DISCUSSION. The Army maintains nine SBCTs: seven in the RA and two in the
ARNG. There is also a COMPO 1 Stryker company equipment set (no personnel) of 17
Strykers in USARPAC. The M1128 (LIN: M57720) Mobile Gun System (MGS) will be
divested NLT 4th QTR FY22. Crewmember (36 per SBCT) and maintainer
(approximately 8 per SBCT) authorizations are removed from SBCTs and returned to
the Army as bill payers for other structure priorities.

1. DISCUSSION.
b. Force Design Update. On 20211008, HQDA approved the Engineer Brigade HQs
FDU for implementation in FY24. This is a no-growth FDU. The FDU addresses
capability gaps related to intelligence, logistics, and communications infrastructure by
converting several Military Occupational Specialties (MOS). One 01A O4 (Officer
Generalist) in the S4 converts to a 90A O4 (Logistics Officer) and one 420A (Human
Resources Technician) converts to an 882A W2 (Mobility Officer) to address the
logistics gap. The FDU addresses the digital communications gap by converting one
12A O3 (Area Damage Officer) to a 255A W2 (Information Systems Technician). Finally,
the intelligence gap is addressed by converting two 12B1O (Combat Engineer) to
35F1O (Intelligence Analyst).
c. The ARNG and USAR continue to rebalance engineer capabilities across their
respective components to enhance unit readiness and reduce manning shortfalls.
2. FULL SRC CONVERSIONS. The ARNG converts all sapper companies (SRC
05330K000, 05330K200) and mobility augmentation companies (SRC 05330K400) as
part of the Echelon Above Brigade (EAB) Combat Engineer Company (CEC) Force
Design Update (FDU) approved by the VCSA in December 2019. ARNG will resource
ten armored and twenty infantry variants as part of the CEC FDU implementation.

1. DISCUSSION.
a. TAA 24-28 expands the Army’s multi-domain capabilities and increases the
Army’s long-range fires capabilities. By FY28, the Army will have five full Multi-Domain
Task Force (MDTF) headquarters, five full Multi-Domain Effects Battalions (MDEB), one
MDTF Brigade Support Battalion (BSB), two MDTF Brigade Support Companies (BSC),
five Mid-Range Capability (MRC) batteries, and three Long Rang Hypersonic batteries.
b. The Army renamed the Strategic Fires Battalion to the Long Range Fires
Battalion (LRFB) to align the unit’s mission to address LSCO Gap 3a (Long Range

(1) 1-51 ADA (WD2TAA). The Army resourced four RA composite M-SHORAD
BNs in ARSTRUC 22-26 as part of the approved solution to address LSCO Gap 7 (Air
and Missile Defense) to support an MDO-enabled force by FY28 and an MDO-ready
force by FY35. ARSTRUC 22-26 directed the activation of 1-51 ADA at JBLM on
20210916 as part of the first MDTF. ARSTRUC 23-27 adjusted the activation date to
20220516. On 20210210, the Undersecretary of the Army and the VCSA chaired the M-
SHORAD APB. In this forum, ASLs decided that 1-51 ADA would activate as an Indirect
Fire Protection Capability (IFPC) BN and that the Army would initially resource this unit
with the Iron Dome Defense System – Army (IDDS-A). To support this decision,
WD2TAA will convert from M-SHORAD (SRC 44315K000) to IFPC personnel-only
(SRC 44655K000) at JBLM on 20220517. A subordinate operational planning team
(OPT) under the HQDA MDTF OPT is currently identifying and synchronizing resources
to transfer Iron Dome equipment from the two existing batteries at Fort Bliss, TX
(WKDXAA and WKELAA) with a goal to resource 1-51 ADA with Iron Dome equipment
NLT 4th QTR FY23. Pending FDU approval, 1-51 ADA will effectively activate as an
Iron Dome BN on 20220517 with temporary stationing at JBLM, WA. Once IDDS-A
equipment is with 1-51 ADA, WKDXAA converts to a PAX-Only THAAD Battery and
WKELAA inactivates, both on 20231016.
(2) 4-60 ADA (WFUZAA). ARSTRUCs FY20-24 and FY22-26 resourced 4-60
ADA as an IFPC personnel-only BN (SRC 44655K000) with an activation date of
20210916 at Fort Sill, OK. Another M-SHORAD APB ASL decision converts this
battalion to the Directed Energy (DE) M-SHORAD prototype test battalion. To
accomplish this guidance, 4-60 ADA (WFUZAA) will convert from IFPC personnel-only
(SRC 44655K000) to DE M-SHORAD (44315K100) on 20220316. In order to maintain
previously programmed resources, 4-60 ADA will activate with M-SHORAD and
common Army equipment, and a strength of 447 authorizations. In FY23, 4-60 ADA will
support a DE operational assessment. The unit will be temporarily stationed at Fort
Hood, TX.
(3) 6-56 ADA (WKE0AA). ARSTRUC 23-27 previously directed that 6-56 ADA
would activate as the designated DE M-SHORAD prototype test battalion at Fort Hood,
TX on 20220916. In support of M-SHORAD APB ASL decisions, this ARSTRUC directs
6-56 ADA to convert to M-SHORAD (SRC 44315K000) with a new activation date of
20220917. The unit will be temporarily stationed at Fort Hood, TX.
(4) 2-55 ADA (WD22AA). At the M-SHORAD APB, ASL decided that M-SHORAD
BN #4 will be assigned to a second armored division in FORSCOM with temporary
stationing at Fort Bliss, TX. On 20210214, ASL decided 1AD will be the second armored
division. Therefore, 2-55 ADA will now activate at Fort Bliss, TX on 20231016.
b. Indirect Fire Protection Capability (IFPC) Battalions. During TAA 22-26, ASL
determined closing Gap 7 was critical and resourced growth to activate three new IFPC
BNs and to convert the two existing counter rocket, artillery, and mortar (C-RAM) BNs to

enduring IFPC. ASL approved this growth despite lack of enduring materiel solution and
an approved FDU. Given limited knowledge of the program, ASL approved tentative
activation and conversion dates in TAA 22-26, with the understanding that these would
change when more information was available. With the recent decision on an enduring
materiel solution to support IFPC requirements, the Army has a more accurate
projection of expected fielding timelines and is on track to submit the IFPC FDU in
conjunction with TAA 26-30. This ARSTRUC re-aligns the expected conversion and
activation dates for the six IFPC BNs, with the understanding that adjustments may be
required in future ARSTRUCs. As previously discussed, 1-51 ADA (WD2TAA) activates
on 20220517 as part of the first MDTF and the Army will resource it initially with IDDS-
A. An additional IFPC BN will activate in FY27 as a result of directed growth (X44524).
(1) IFPC #2. Pending overseas force structure change (OFSC) approval, IFPC #2
(X44103) will initially activate as an Avenger BN (SRC 44615K000) in FY24, with a
projected conversion to enduring IFPC NET FY27. X44103 will use the Avenger set in
APS-2 (WMTMAA) as the zero-growth equipping solution to provide a rapid initial
capability to support combatant command ADA posture requirements. To support this,
WMTMAA will inactivate in FY23. Upon successful conversion to enduring IFPC, the
Avenger battalion equipment will return to APS and activate under a new UIC to fully
meet United States Army Europe and Africa’s (USAREUR-AF) posture requirements.
(2) IFPC #3. This unit (X44102) will activate in a location TBD in FY27.
(3) IFPC #4 and IFPC #5. 5-5 ADA (WAWLAA) and 2-44 ADA (WH10AA) convert
from C-RAM battalions to IFPC NET FY28; however, the Army will need to review these
conversions in future TAAs and make adjustments to the conversion dates as ASL
make decisions on the kinetic energy (KE), high energy laser (HEL) and high-powered
microwave (HPM) IFPC programs.
c. Army Integrated Air and Missile Defense (AIAMD). As one of the 31+4 signature
modernization efforts, AIAMD will enable ADA units to achieve convergence by
connecting multiple sensors and shooters on the battlefield. In 1st QTR FY20, ASL
approved the AIAMD Patriot prototype test battalion FDU, which resulted in the AIAMD
Patriot BN (SRC 44635K300) and was implemented with the FORSCOM ADA test
battalion, 3-43 ADA (WHLJAA) at Fort Bliss, TX. Following a series of testing and
evaluation, the Army declared a successful Milestone C for the AIAMD program in 2nd
QTR FY21. As a result, the Army will now move forward with an FDU that will convert
Army Air and Missile Defense Commands (SRC 44601K000), Air Defense Artillery
Brigades (SRC 44602K000) and Composite Patriot Battalions (SRC 44645K000). Over
the next 10 years, ADA force structure will undergo an aggressive modernization
schedule, fielding the materiel solution for AIAMD, the Integrated Air and Missile
Defense Battle Command System (IBCS). An additional Patriot BN will activate in FY27
