STUDENT-READY PROGRAMME

The Student READY (Rural Entrepreneurship Awareness Development Yojana)


programme aims to provide rural entrepreneurship awareness, practical experience
in real-life situation in rural agriculture and creating awareness to undergraduate
students about practical agriculture and allied sciences. Fisheries undergraduate
student are getting involved in this practical exposure through In-plant attachment
and Rural Awareness Work Experience i.e. RAWE. The programme will help in
building confidence, skill and acquire Indigenous Technical Knowledge (ITK) of
the locality and thereby, preparing the pass-out for self-employment. It also aims to
provide opportunities to acquire hands-on-experience and entrepreneurial skills. To
reorient graduates of agriculture and allied subjects for ensuring and assuring
employability and develop entrepreneurs for emerging knowledge intensive
agriculture, it was felt necessary to introduce this programme in all the AU’s as an
essential prerequisite for the award of degree to ensure hands on experience and
practical training. The Fifth Deans committee has given detailed curriculum of
student READY programme for all the disciplines in agriculture and allied
sciences to enhance rural livelihood and food security, sustainability of agriculture
and be propeller for agricultural transformation. The following components are
proposed for carrying out one year Student READY programme in all the Under
graduate (UG) discipline-

 Experiential Learning on Business Model /Hands on Training.

 Experiential Learning on Skill Development


 Rural Awareness Works Experience (RAWE)
 Internship / In-Plant Training / Industrial attachment

 Students Projects.

 Experiential Learning is an opportunity for the students to develop high quality


professional competence, skill development and confidence to start their own
enterprise. This is a step towards “Earn while learn”. Experiential Learning
aims towards Practical Work Experience in Real Life Situation among the
undergraduate students and therefore it helps student become “Job Providers
rather than Job Seekers”

 Rural Awareness Work Experience enable the students to gain rural experience,
give them confidence and enhance on farm problem solving abilities in real life
situations, especially in contact with farmers, growers, etc.

 In-plant training of short duration in relevant industry is useful to gain the


knowledge and experience of the work culture. In Plant training in reputed
organization / MNC’s/ other organised sectors provides an industrial exposure
to the students for developing their career in the Agro based industries.

 Skill development component includes use of Agriculture Systems and devices


for enhancing functional skills.

ORIENTATION IN COLLEGE-
On there was an orientation programme held at college .We started our
training programme from 7th Jan 2022. I was attached to Laikera block of
Jharsuguda district.

Objectives and activities to be done are described to us.

Objectives-

 To provide opportunity to understand rural setup in fisheries.

 To make student familiar with socioeconomic conditions


of fish farmers.

 To impart diagnostic & remedial knowledge to the


students relevant to real filed situation.

 To develop communication skill and increase confidence


of students.

Jharsuguda District Scenario


Jharsuguda is a district on the Western border of Orissa. Jharsuguda
District lies on the western most corner of Odisha between 21.85 degree
North latitude and 84.016 degree East longitude. The Jharsuguda District
experiences extreme type of climate with hot and dry summer followed
by humid monsoon and chilling winter. The average annual rainfall in
the district is 1232.1 mm.

The district has 5 Tehsils. The district is having a geographical area of


2081 km sq and population of 5.5 lakh as per the 2011 census. The
District has only one Sub– Division i.e. Jharsuguda, it consists of 5 Blocks
namely,Jharsuguda,Lakhanpur,Laikera,Kirmira,Kolabira,3Municipalitie
s ,3 NACs,10 police stations and 78 GPs. The district headquarter is
Jharsuguda.

Block Scenario:-
Laikera is a Tehsil or Block in Jharsuguda district of Odisha. The
pin code of Laikera block is 768215. According to the administration
record the block code of Laikera is 251. Laikera has a population of
99157 peoples. There are about 129 villages in Laikera block. There are
12 women SHGs and 11 GPs in Laikera block.
Total 217 nos of Gram panchayat tanks, 30 nos of private tanks, and 2
nos of MIPs tanks in Laikera. In the year 2020-21, total fish fry
stocking is
25.8 lakhs. Total 380 MTs fish produced in the block during 2020-21

SCHEMES OF GOVERMENT
1. MATSYA POKHARI YOJANA (MPY):-

Odisha being a maritime state offers vast scope for development of inland,brackish
water and marine fisheries. The freshwater resources of the State constitute 6.76
lakh Ha. comprising 1.34 lakh Ha. of tanks/ponds, 2.00 lakh Ha. of reservoirs, 1.80
lakh ha of lakes, swamps & jheels and 1.71 lakh hectares of rivers and canals. For
judicious harnessing of these resources, the fish production from capture and
culture fisheries through horizontal and vertical expansion can substantially
augment to meet the domestic market demands, increase in export apart from
creating employment and income generating opportunities for unemployed youths
and rural poor's. Also it will help to enhance their food, nutritional and livelihood
security.
This is a State sponsored scheme.

Aim:-

MPY is a state Govt. priority scheme started since the year i.e. 2017-18. In this
scheme a beneficiary who has not availed any fisheries loan earlier is only eligible.
But due to COVID19 IN 2020 its aim has been slightly modified.
Now, this programme aims to support 3500 nos. of new fish farmers/ young
entrepreneurs including migrant farmers affected due to COVID-19 for generation
of income and livelihood support.1400 Ha. of new water area in shape of tanks and
ponds will be developed during 2020-21 with an additional fish production of 7000
MT of fish and indirect employment to approximately 5600 persons in fish
farming.

Scheme Objective:-

Odisha Fishery Policy, 2015 has a mandate to popularize scientific pisciculture in


the state to increase fish production as well as double the farmer‟s income by 2022.
In order to achieve this premier proposition, the horizontal expansion of fisheries
through creation of water bodies (new tanks & ponds in private land) along with
intensive aquaculture is suggested to ensure direct income generation and self-
employment. · To increase the inland fish production to meet the demand of the
State.

Scheme Outlay & Subsidy:-

Total outlay for the financial year 2020-21 is Rs.68.00 crore. The unit cost for
excavation of new tanks for taking up Fresh Water Fish production is Rs.8.50
lakhs/Ha. with 40% subsidy assistance to General and 50% assistance to SC/ ST/
woman beneficiaries. Excess expenditure may be borne by concerned beneficiary.
The ceiling of water area for subsidy admissible is minimum 0.20 Ha to 2.00 Ha
WSA.

Eligibility Criteria:-

Beneficiaries must provide documentary evidence of availability of requisite land


free from all encumbrances. · The beneficiary should not be a defaulter to any
bank.The beneficiary should not have availed any subsidy assistance through
Department/ Government agencies earlier for pond development. Subsidy should
not be repeated to an individual or family.

The filled in application form along with following documents should be


submitted to the respective District Fisheries Officer either through online or
offline:-

 Identification Proof (Aadhaar Card)

 Caste Certificate for affirmative action
 Bank A/C No. with IFS Code for DBT (Photocopy)
 Self-Declaration

Process for providing subsidy -


 The selection of beneficiaries shall be made in a transparent manner by the District
Fisheries Officer. ·
 Identification of beneficiaries shall be made with Aadhaar linking at the time of
submission of application. The DFO must ensure Aadhaar number of the
beneficiary and the land records to check multiple benefit. ·
 While selecting beneficiaries’ preference should be given to Women SHGs,
migrant workers and unemployed youth for this scheme. · After through checking,
the DFOs

will forward on receipt of the applications it to the concerned AFOs for necessary
site inspection. ·
 The initial geo-tagged photographs of the proposed site fish farm along with the
beneficiary and field verification report shall be prepared by the AFO and
submitted to the DFO.
 The AFO should ensure that the project proposed by the beneficiary is completely
new. · The selection of beneficiaries under the scheme shall be made by District
Level selection Committee Chaired by the Collector and consisting of the DFO,
Representative of lead bank, and representative of Agriculture & F.E. Department.
 The DFO shall issue a Go-Ahead letter and DPR to the selected beneficiaries to
take up excavation work of tanks. ·
 The Assistant Fisheries Officer of the concerned block shall guide the farmers from
time to time during the entire period of project implementation. To ensure
transparency, geo-tagging and photographic documentation (preintervention,
during implementation and post implementation) of all assets created under this
scheme must be submitted by the beneficiary.
 50% of the subsidy will be released to the Beneficiaries under this scheme after
completion of civil work and balance 50% amount will be released after stocking
of advance sized fingerlings. ·
 Physical verification by District Level Committee on the completion of the project
and recommend for release of subsidy. Verification report from local Tahsildar /
Revenue Inspector shall be obtained prior to release of subsidy.
The beneficiaries shall submit the GST bills/ receipts towards procurements of
inputs. The DFO shall release the subsidy to the beneficiaries through DBT only.

2. BIO-FLOC SCHEME:-
This is a State sponsored scheme.
Aim:-
Intensive fish farming is a new technology for promotion of intensive fish
production in a limited area without significantly increasing the usage of the basic
natural resources of water and land. 1080 nos. of Bio-floc tanks will be developed
under this programme with subsidy support under state plan scheme during 2020-
21.

Scheme Objective:-
To promote high-yielding intensive fish farming in small area using Biofloc
technology. To encourage farmers, entrepreneurs and unemployed youth in to
income generation through small-scale Bio-floc farming system.

2. BLUE REVOLUTION:-
This is a Centre sponsored scheme.

Aim:-
Fish being a highly perishable product, ice is used for short distance transport
limiting the option of fishers to sale fish at important markets. Transportation of
fish from sources of production to market places/ consumers is highly essential to
maintain quality of fish to give better price to the fishers as well as quality fish to
the consumers.

Components:-

4. PRIME MINISTER BIMA SURAKSHA YOJANA (PMBSY):-


This is a Centre sponsored scheme.

Aim:-
Accident Insurance Scheme offering accidental death and disability cover for death
or disability of fishermen & their family members on account of an accident with
one year cover, renewable from year to year.

Aged between 18 years (completed) and 70 years (age
nearer birthday) with Savings Bank Account.

This is a Centre sponsored scheme.
Aim:-
Provide short-term formal credit to fish farmers of the country. Both owner
cultivators and tenant farmers can take loans to meet their fisheries requirements
through Kisan Credit Card scheme at affordable rate of interest. KCC started from
2021 for fisheries.

Eligibility:-
Fishers, fish farmers, SHGs and women groups. To be a beneficiary, one should
own /lease any activity related to fisheries.

Scheme Features:-
 Short-term credit requirements for the rearing of fish, shrimp etc.
 For post-harvest expenses/costs.
 Investment credit for agricultural requirements like seed procurement, pump
sets etc.
Scale of Finance:-

6. MATSYAJIBI UNNAYANA YOJANA (MUY):-


This is a State sponsored welfare scheme.

A. Scholarship to meritorious children of the fisherman community

7. PRADHAN MANTRI MATSYA SAMPADA YOJANA


(PMMSY):-

The Pradhan Mantri Matsya Sampada Yojana (PMMSY) is a flagship scheme for
focused and sustainable development of fisheries sector in the country with an
estimated investment of Rs. 20,050 crores for its implementation during a period of
5 years from FY 2020-21 to FY 2024-25 in all States/Union Territories, as a part of
Aatma Nirbhar Bharat Package. The investment of Rs. 20,050 crores under
PMMSY is the highest ever in the fisheries sector. This is a Centre sponsored
scheme.

Aim:-
 To create additional water bodies for intensive aquaculture inland sector
through excavation of new ponds/tanks in all the 30 districts.
 To make the state self-sufficient in fish production.
 To ensure income generation and employment generation through
propagation of aquaculture in the state.

8. INPUT ASSISTANCE TO WOMEN SELF HELP GROUPS FOR


PISCICULTURE IN GRAM PANCHAYAT TANKS:-

This is a State sponsored welfare scheme.

Aim:-
The project proposal aims at taking up about 2000 G.P. Tanks covering an area of
about 1580.00 Ha. providing input subsidy assistance to 2000 nos. of Women Self
Help Groups thereby benefitting around 20,000 women during 2020-21.

Scheme Objective:-
 To increase the inland fish production to meet the demand of the State.
 To ensure income generation and employment, especially among women,
through propagation of aquaculture in the State.
 To empower women through economic activity in rural areas.

Scheme Outlay & Subsidy:-


 Input Assistance- Rs.1.50 lakh/Ha.
(It includes cost of fish/ prawn seed, feed, manure, disease prevention
measures, transportation charges etc.)

9.OMBADC SCHEME:

Introduction:-
The State of Odisha is endowed with vast and varied inland fishery
resources potential which if harnessed to the sustainable optimal level can
bring about significant change in the fish production scenario. The demand
of fish in the State is too high in domestic as well as in foreign markets
which can be meet through creation of large water bodies. This will not
only provide ample income generating avenue to the inland fish farmers
and fishers but also supplement the protein requirement of malnourished
population of the State.
The present level of production from inland aquaculture is 5.43 lakh MT
which is quite low compared to the potential available. Odisha Fishery
Policy, 2015 has a mandate to popularize scientific pisciculture in the State
to increase fish production as well as double the farmer's income by 2022
There is enormous potential for increasing the inland fisheries production
in 7 districts under
Odisha Mineral Bearing Areas Development Corporation (OMBADC) i.e.,
Keonjhar, Mayurbhanj, Sundergarh, Jharsuguda, Jajpur, Deogarh and
Dhenkanal and also enhance the incomes and livelihoods of the mining
affected communities.

Objectives of the Scheme:-


• To improve the livelihoods of the very poor Mining Affected communities
especially belonging to ST&SC category.
• To build the capacity of the mining affected families for undertaking
inland Aquaculture as a profitable mini-enterprise
• Livelihood promotion & income generation support to the mining affected
farmers through Inland
Aquaculture.

• Nutritional support to family members of the mining affected families


through fish and also to fulfill their protein requirement
• To excavate new tanks/ponds for fish farming and to provide the farm
inputs for first cycle of fish production in 7 districts Of Odisha under
OMBADC (i.e., Keonjhar, Mayurbhanj, Sundergarh, Jharsuguda, Jajpur,
Deogarh and Dhenkanal).
• To bridge up the gap in fish production in these districts and make them
self-sufficient in fish production.
Subsidy component:-
As per the guidelines of OMBADC and as per the decisions of the
OMBADC Board meeting held on 14thSeptember 2020, this scheme will be
implemented with 100% subsidy to the selected beneficiaries. The subsidy
shall be released to the beneficiary's bank account through DBT mode in
atleast two instalments.

10. PISCICULTURE IN GP TANKS THROUGH

WSHG: Objective :

 Promoting women empowerment.


 Socio-economic development of women and farmers.
 Nutrition of the villagers by adding fish in the meal.

Outlay and subsidy :

For pisciculture in pond of 1 hectare area govt. is providing with assistance


of ₹ 1,50,000. The total cost is divided into following components-

 Seed stocking (exclusively stunted yearling of 50-100g) – ₹ 33,750
 Floating formulated feed – ₹ 87,400
 Carp-Mola polyculture (seed) – ₹ 10,000

Govt. is giving subsidy 0f 60% i.e. ₹ 90,000 to the WSHG. Out of the above
components the variable investment is involved in seed stocking, floating feed
and carp-mola polyculture. Hence subsidy amount i.e. ₹ 90,000 is provided
for these three components.

Stocking density : 2700 stunted yearlings of carps + 25 kg mola per hectare

Output or production : 2500 kg hectare per crop period.

Crop period : 6 months i.e. per year two crop cycles can be done.

1. Have you ever seen disease in fish ,if yes so how did
you treatment them ?
Ans:Yes , he has seen disease in fish in early stages after 7-8
month of stocking i.e red spot on body but after the suggestion
of AFO mam he used Aquaneem and from that time no any
disease are observed.
2. Is there is any other problem like poaching is done or not
?
Ans :Yes, he said . We suggested him to connect CC tv camera
and build a boundary around the farm with aluminium wire.

 AFO mam also suggested him to do integrated fish-


duck farming so that the water is aerated easily and
feed on predators that help the fingerling to grow

Problems faced by farmer :


 Due to dryland the some pond’s water is drought in summer .So he
unable to culture that pond that result the production be less.
 Poaching problem by some of the villagers.

Suggestion:
 Construction of a borewell as water source.
 For the poaching problem build a boundary by aluminium wire around the
farm and if possible connect a CC Tv camera.

1..How do you prepare the water for Biofloc?


 First fill the tank to the required level i.e., nearly half and start aeration.
 Check for Ph & TDS , required Ph is in between 7.5-8.5 and TDS less than
900ppm.
 Add salt (ବୁ ଢା ଲୁ ଣ i.e., raw salt unionised) @ 100grams/1000ml, every kg
of salt will increase the TDS by 100ppm.
 Once salt is added add Lime to rectify Ph.
 Continue aeration for 1 day for complete mixing.
 After 1 day add Probiotics @ 2g/100ltr water,along with Jaggery of
10g/100ltrs of water, then aeration is provided and let the floc form.
 It takes about 5-7 days then fish is stocked

2. What is the most important water quality parameter you think is


in Biofloc?
 Its Ammonia because it is present in fish excreta which will then get
converted into edible mass by floc bacteria.
 Rise in ammonia causes major pathological changes which can affect fish
metabolism adversely.
3. How do you control ammonia in your biofloc?
 Normally I add molasses, to balance 1 unit ammonia 10 unit of molasses is
added.(to maintain C:N ratio at 10:1)
4. What are the obstacles you face during your biofloc setup ?

 There were some initial problems. As this is a new technology, information


is quite limited and difficult to understand as well. I am glad to come across
some of the rising biofloc unit owners who guide me through the whole
process.
 Money was never a big problem but the biggest problem is the social
stereotypical attitude of the local people towards any new unconventional
method. As they have a little or no knowledge about these technologies we
cant blame them for their thinking ,all we can do is stick to our interest and
prove ourselves.

TRAINING FOR PISCICULTURE


Training program at Bhatlaida in Laikera block held by RSETI (Rural Self
Employment Training Institute),Jharsuguda in the presence of Sri Bibek Saren,
ADFO Jharsuguda, Miss. Anjali Bala Naik ,AFO Laikera, Miss Uma Buda ,AFO
Kirmira
Materials & equipments distributed during training:- Bag, pen, writing
pad, folder, mask, sanitizer, plankton net, Ph Paper.
SHG members are taught to use ph paper & plankton net
They are instructed to test water in every 15-30 days and then consult with their

BIOFLOC TRAINING PROGRAMME


From 5th March 2022 to 6th March 2022 a district level training programme was
organised on technique of bio floc farming at Gumadera ,Jharsuguda by Rural Self
Employement Training Institute (RSETI)

Nearly 30 farmers joined the training programme. There were farmers who has
started farming as well as some who were about to start bio floc unit. The meeting
started with lighting candles by Mr Ambika Prasad Nayak Sir . Then sir presented
his presentation on bio floc training. He explained the step by step procedure of bio
floc unit set up in details. He also spread awareness on the importance and
advantages of bio floc farming practise. He regularly interacted with the farmers by
asking questions as well as asking for suggestions from the farmers. He was
describing details about bio floc as well as organizing the training smoothly.The
Training was continued for 2 days.

Conclusion :
This RFWE program is really helpful to me and it taught me about the
system working in the grass root level. I got to know about fish farmer, their
achievements, needs and also difficulties they face. This programme was full of all
technical and documental information. I got the exposure to different fisheries
schemes and yojanas, govt. incentives for starting a new venture. By interacting
with the farmers, workers, different groups as well as the officials I got the idea of
how the information is transmitted and carried out. This was an experience of
actual world of fisheries out of our books. Yes, this was a short and limited
experience but a valuable one and it has taught me well.
