PART 1 - TECHNICAL REQUIREMENTS

1.0 GENERAL

1.1 This Section covers the technical requirements for induced draft cooling towers.

1.2 The Cooling Tower Institute Data Sheet, STD-118-1 is a supplement to this Specification and
is hereafter referred to as the Data Sheet.

1.3 Precedence

If any conflicts arise between the following documents, precedence shall be in the order
shown:

• Data Sheet
• Purchase order list sheet
• This Specification

2.0 GENERAL DESIGN REQUIREMENTS

Vendor shall be solely responsible for the adequacy of the design of the cooling tower and its
auxiliaries including, but not limited to, the following.

2.1 Adequacy to meet the operating conditions as listed on the Data Sheet. Vendor shall obtain
full knowledge of the cooling tower's operating environment by thorough inspection of its site
and surroundings.

2.2 The cooling tower shall be a CTI code tower and shall comply with the latest editions of the
following specifications, as a minimum:

2.3 Conformance with applicable local, state, or national codes and ordinances, the Uniform
Building Code (UBC), the National Design Specification for Wood Construction (NDS), and
OSHA requirements. When more than one code, ordinance, or specification applies, the more
stringent shall govern.

2.4 Where this specification is more stringent than the aforementioned codes, standard
specifications, and ordinances, this specification shall govern the design criteria.

3.0 SUPPLEMENTARY DESIGN REQUIREMENTS

3.1 Structural Design

3.1.1 Loads

3.1.1.1 Dead and Live Loads

a. Loads shall be based on the wet operation of the tower which includes:

• Maximum possible weight of water in the distribution system


• Fan thrust load
• Weight of lumber at 24% moisture content
• Weight of equipment and their supports

b. Uplift shall be based on dry weight of the tower without water in the
distribution system.

c. Stairways, walkways, and decks shall be designed for 75 psf distributed


load or 1000 pound concentrated load.

3.1.1.2 Snow and Ice Loads

a. Snow or other distributed load as specified on the Data Sheet.


b. Ice load on louvers (when applicable): 35 psf

3.1.1.3 Wind Load

a. The basic wind pressures shall be consistent with those set forth in the
Civil and Structural Manual, Chapter 100.

b. The stack bolted connections shall be designed for combined shear and
tension stress per AISC, Manual of Steel Construction.

c. All stack base bolts shall either be fastened to the structural framing or to
properly designed strongbacks to distribute the load.

d. Stack flanges and connectors of the base shall be designed for punching
shear and local bending stresses.

3.1.1.4 Seismic Load

The cooling tower shall be designed to meet the seismic requirements of the
Civil and Structural Manual, Chapter 100. "W" shall include the weight of
water in the distribution system, all equipment, and supports.

3.1.2 Technical Structural Wood Requirements

3.1.2.1 Scarf joint splices are not permitted.

3.1.2.2 Timber design stresses for all structural members shall not be greater than
those provided in CTI STD-103 Table 103 (A,B, and C) for Redwood and
CTI STD-114 Table 114 (A and B) for Douglas Fir (Coastal). The moduli of
elasticity for close grain redwood and open grain redwood shall be taken as
1,100,000 psi and 800,000 psi, respectively. The modulus of elasticity for
Douglas Fir (Coastal) shall be taken as 95% of that given in CTI STD-114.
The operating temperature used for design shall be as given on the Data
Sheet.

3.1.2.3 Timber-to-timber connectors shall be designed in accordance with the NDS.


For connectors using straps or plate, the design value for normal loading shall
be determined by dividing the test load at wood-to-connector slip of 0.03 inch
by 1.6, or by dividing the ultimate test load by 3.0, and using the smaller of
the two values as the design load. For metal plate connectors, tests to
evaluate load capacities shall be conducted in accordance with ASTM
Designation D1761, "Methods of Testing Metal Fasteners in Wood." Similar
testing of plastic connectors shall be required.

3.1.3 Other Technical Requirements

3.1.3.1 Columns

a. Unanchored columns shall extend to and bear on the concrete foundation.

b. All columns shall be through bolted. Nailing with gusset plates is not
permitted.

c. Tie rods are not allowed.

3.1.3.2 Crossflow Towers

a. Fill utilizing hanger supported splash bars shall have a minimum of three
supports. Fill bars of PVC or comparable material shall be supported at
least every 2 feet (4 supports per 6 foot piece, or 5 supports per 8 foot
piece). PVC fill on fiberglass (or other) hangers shall be restrained
and/or isolated from its support hanger to prevent erosion of the fill and
its support. Notched lumber, if used for hanger supports, shall have a
minimum thickness of 2-1/2 inches, unless other approved precautions
are taken to prevent splitting. Ratio of fill height to fill width shall not
exceed 2.9 to 1.

b. If required louvers with ice retainer bars should be supported at least


every 4 feet of span.

c. Risers will be self-restrained by encasing buried elbow in concrete.


Distribution header shall be designed to accept small horizontal
movement in these risers.

3.1.3.3 Counterflow Towers

Riser piping 24 inch and smaller will be restrained to the tower.


Manufacturer shall include whatever bracing is required to accommodate
startup as well as normal operation. This includes stainless steel angle
external to the tower immediately below the riser inlet for attachment to
Company's riser and external bracing system, if required.

3.1.3.4 Regardless of the type of tower being proposed, the intent of the specification
shall remain valid, requiring towers of comparable quality.

3.2 Access

3.2.1 Access to the tower fan deck by means of a ladder on one end and a stair on the other
shall be provided on all towers. Wooden access stairways, ladders, and ladder cages
shall meet the Company's Safety in Designs Manual with respect to spacing of
treads, rungs, railings, bars, toe boards, stair slope, etc.

3.2.2 Design shall provide a walkway with access from the fan deck for inspection of the
fan, gear, and other mechanical components. A permanent walkway inside the fan
shroud is not required.

3.2.3 Crossflow Towers

3.2.3.1 Crossflow towers shall have the fan deck extended to cover the hot water
basin. An alternate for an open hot water basin is acceptable for nonfreezing
climate towers.

3.2.3.2 A plenum walkway shall be provided with handrails extending the full length
of the tower. End wall doors shall latch, and partition wall doors shall be self
closing. Longitudinal wind baffles shall have an access opening.

3.2.3.3 A full length walkway shall be provided along each distribution header with
access from covered fan deck at each end and the middle of the tower, as a
minimum. Riser end of the tower shall also have an access to the other side
of the header.

3.2.4 Counterflow

3.2.4.1 A minimum of two accesses per cell from fan deck to plenum, and through
drift eliminators to distribution system for inspection shall be provided. If
drift eliminators will be damaged by walking on them, a small platform will
be installed at bottom of fan deck access to permit removal of access panel
to distribution nozzle location.

3.2.4.2 If a pipe distribution system is used, there shall be access to the cleanout
plugs (or last nozzle) by means of a small access panel through the drift
eliminators at the end of each lateral, or by means of a safe crawl-way from
the main access panel to the distribution system.

3.2.4.3 There shall be a minimum of 3 feet of crawl space between top row of fill
and drift eliminators for access to nozzles for cleaning. Top row of fill shall
be capable of supporting a man's weight for this purpose.

3.2.4.4 Towers subject to freezing weather shall have louvers offset a minimum of 3
feet. The cold water basin shall be correspondingly increased.

3.3 Miscellaneous Requirements

3.3.1 Transverse partitions shall be provided isolating each cell and extending 15 inches
below the basin curb.

3.3.2 Fill shall be in sections for easy removal and constructed to avoid warping or sagging.

3.3.3 Drift eliminators shall be guaranteed to limit the drift loss to the percent of the
circulation water flow rate shown on the data sheet. The eliminator sections shall be
arranged and installed to permit their easy handling and removal from the tower.

3.3.4 The distribution system for a crossflow tower shall be equipped with positive shutoff
water flow distribution valves on each cell. The headers shall be equipped with an
adequate standpipe for protection against vacuum or overpressure.

3.4 Mechanical and Electrical Requirements

3.4.1 The fan, gear, and driver shall be supported on a unitized steel support base. The
base shall be bolted to the tower structural columns. The base should be rigid to
prevent misalignment of the drive shaft.

3.4.2 Gear and driver design shall be conventional, right-angle gearboxes with externally
mounted, horizontal motors. Vertically oriented parallel-shaft gearboxes with electric
motors mounted directly under the fans, inside the stacks are not acceptable.

3.4.3 The driver shall be connected to the gear box by means of a floating shaft and
coupling assembly. The shaft shall be a torque-tube design using a nonlubricated,
flexible coupling. Designs using a center support bearing require written Company
approval.

The drive shaft assembly shall be dynamically balanced to the requirements of


Specification MAC-EG-3546.

3.4.4 The fan shall be driven by a speed reducer gear assembly designed in compliance
with CTI-STD-111, and with applicable standards of the American Gear
Manufacturers' Association with a minimum service factor of 2.0 and a minimum B-
10 bearing life of 100,000 hours, based on full driver nameplate horsepower.

Each gear shall have an oil vent-line, fill line, oil drain line, and sight glass located
outside the fan stack. The gears shall also be equipped with an oil filter and low oil
level cutout switch. The fan and gear assembly shall be capable of continuous, full
speed, full load forward operation.

3.4.5 An acceleration sensitive vibration cutout switch (Metrix, PMC Beta Model 450, or
equal) with a 15 second delaying feature shall be supplied by the Vendor and
attached outside the fan stack to the motor and gear support or to the oil fill line or
vent line of each speed reducer. The location shall be approved by the Company.
The cutout switch will be connected to the motor control circuit to shut off the driver
in the event of excessive vibration. The switch shall be double-pole, double-throw
type, manual reset, and weatherproof.

3.4.6 Motor drivers shall be in accordance with Specification DRI-EG-1824.

3.4.7 Fan blade couplings shall be disc-pack type with all parts, including drive shaft, discs
and hubs, fabricated from an austenitic (300 Series) stainless steel.

3.4.8 Coupling guards shall extend to motor housings at one end and to the fan stack at the
other end with no more than 1/2-inch space between the ends of the guard and these
surfaces. Guard shall be rigid enough to avoid contact with shaft as a result of bodily
contact. The coupling spacer shall be equipped with a safety guard mounted within 1
foot of each end of the coupling spacer. The guard shall be a minimum of 1-1/2 inch
x 1/2 inch rectangular bar, 316SS, securely attached to the base with 1/2 inch
minimum diameter bolts. The clearance around the safety guard shall be 1 inch
maximum.

3.4.9 The tip speed of the fan blades shall not exceed 12,000 FPM, nor the maximum speed
as specified by the fan manufacturer. The entire assembly shall be statically
balanced and match-marked prior to shipment and guaranteed to be dynamically
balanced to within 15 mil accuracy at the design operating speeds.

3.4.10 The pitch of each fan blade shall be adjustable.

3.4.11 The cooling tower shall have an area classification of Class I, Division 2, Groups B,
C, and D.

3.4.12 The fan drive assembly shall be designed to operate at a speed at least 20% below
the first lateral critical speed. The first torsional critical speed of the system shall
also be at least 10% away from a speed equal to the fan speed multiplied by the
number of blades.

4.0 MATERIALS

4.1 All stainless steel shall be 316 as specified by Company.

4.2 Silicon bronze alloys shall have a minimum yield strength of 35,000 psi.

4.3 Asbestos and galvanized steel products shall not be used in the fabrication of cooling towers.

4.4 All plastic materials used shall be resistant to ultraviolet degradation. Plastic materials shall
not be used in locations subject to possible impact or excessive lateral loads.

4.5 Lumber

4.5.1 Douglas Fir (Coastal) shall be specified and graded per CTI STD-114 for "No. 2,"
"No. 1," "Dense No. 1," "Select Structural," and "Dense Select Structural."

4.5.2 Redwood lumber shall be specified and graded per CTI STD-103 from "Select Heart
Structural," "Clear Heart Structural," "Clear Structural," "Select Structural," "No. 1
Heart Structural" and "No. 1 Structural."

4.5.3 Nonstructural redwood shall be "Clear All Heart" and Douglas fir shall be "C
Industrial Clear" or better. Plywood shall be CC exterior except for decking which
shall be sturd-i-floor exterior. Both shall be in accordance with Standard PSI-74 and
bear the trademark of the American Plywood Association.

4.6 Lumber Treatment

4.6.1 Pressure treated lumber shall be required in all moist nonflooded areas of the tower.
Acid copper chromate (ACC), Erdalith or chromated copper arsenate (CCA) type A
are acceptable treatments. All other lumber, which is continuously flooded, shall be
pretreated only in towers where lumber other than redwood is used, or when specified
by Company for selected geographic locations where biological internal attack has
been prevalent.

4.6.2 Preservatives shall be applied in accordance with Cooling Tower Institute WMS-112
unless otherwise specified in the Agreement to which this Specification is attached.
Field cutting of lumber is not allowed without prior consent of Company.

4.7 Drift eliminator shall be polyvinyl chloride (PVC) or approved equal.

4.8 Drive shaft shall be of stainless steel

4.9 The fan stacks shall be fiberglass with stainless steel hardware.

4.10 Fill

4.10.1 Cross Flow Towers

4.10.1.1 Splash fill shall be PVC or other comparable material with regard to life
expectancy and fire resistance.

4.10.1.2 Hangers shall be fiberglass, stainless steel, or approved equal.

4.10.2 Counterflow Towers

4.10.2.1 Splash fill may be either the hanger supported bar type or fabricated grids
of PVC, fiberglass, or other plastic with a fire resistance comparable to
PVC.

4.10.2.2 Method of supporting film fill shall be clearly described, including type of
spacer used for sheet type packing.

4.10.2.3 Wood grids shall be used only with Company approval and shall be
manufactured from lumber of 1 inch minimum dimension.

4.11 Hardware

4.11.1 A combination of stainless steel and silicon bronze shall not be used in any
circumstance.

4.11.2 Anchor castings shall be compatible with stainless steel anchor bolts. Ductile or cast
iron castings shall be epoxy coated.

4.11.3 Bolts, nuts, and washers shall be cold worked stainless steel or silicon bronze.

4.11.4 Connectors shall be stainless steel, silicon bronze, or fiberglass.

4.11.5 Nails shall be stainless steel or silicon bronze, barbed, or otherwise designed to
prevent easy removal.

4.12 Louvers

4.12.1 Crossflow Towers

4.12.1.1 Towers commonly subjected to icing shall use louvers of 3/4 inch treated
marine grade plywood.

4.12.1.2 Nonfreezing climate towers shall use louvers of 8 ounce minimum per
square foot acrylic modified polyester fiber reinforced plastic panels
(ampfrpp), fire retardant, and with a "Tedlar" coating.

4.12.2 Counterflow Towers

Louvers shall be 8 ounce minimum per square foot with fire retardant, and with a
"Tedlar" coating as operation and weather conditions require.

4.13 Motor and Gear Supports

Motor and gear supports shall be welded carbon steel, epoxy coated after complete
fabrication.

4.14 Water Distribution System

4.14.1 General

4.14.1.1 Headers and laterals shall be polyester reinforced fiberglass, PVC, or other
plastic.

4.14.1.2 Nozzles shall be plastic.

4.14.1.3 Miscellaneous hardware shall be stainless steel.

4.14.2 Crossflow Towers

4.14.2.1 The distribution manifolds shall be fiberglass pipe. Any proposed


transition sections of carbon steel shall be coated on both sides with 20 mil
average thickness of Carboline Company's "Carbomastic 14" coal tar
epoxy, or approval equal. Zinc primer shall not be used.

4.14.2.2 Flow distribution valves shall have stainless steel trim with compatible
nongalling bushings in steel or cast iron bodies externally coated with coal
tar epoxy, or approved equal.

4.14.2.3 Structural steel supports may be epoxy coated steel.

4.15 Fan Blades

4.15.1 Fiber reinforced plastic fan blades may be used if approved by Company but are
limited to a maximum fan surface temperature of 200°F. Acceptable types are
Hartzel Hartzite, Hudson Tuflite or approved equal.

4.15.2 One piece cast aluminum blades up to 12 feet diameter may be used. Copper content
of aluminum shall not exceed 0.4%.

4.15.3 Aluminum blades, extruded or fabricated from sheet metal, with either cast, wrought
or fabricated shanks up to 18 feet diameter may be used. Chitton Equipment Co. and
The Moore Co. are the only acceptable suppliers. Copper content of aluminum shall
not exceed 0.4%.

4.16 Fan Hubs

Fan hubs shall be of epoxy coated carbon steel or 316 stainless steel depending upon choice
of fan blade material.

4.17 Epoxy Coatings

Steel parts to be epoxy coated shall first be sand blasted to SSPC-SP10 (near white metal)
and primed with 3.0 to 4.0 mils DFT of Carboline Carbozinc 11, or approved equal. A finish
coat of 5.0 to 7.0 mils DFT of Carboline 190HB high build polyamide epoxy, or approved
equal, shall then be applied.

5.0 DIMENSIONS OVERALL

The overall length of the tower, including space for a spare cell and the overall width of the tower,
shall not exceed dimensions indicated on the Data Sheet. In selecting the most economical
proportions, Vendor shall give consideration to pumping heads, fan horsepower, and basin area.
These factors will be evaluated on the basis shown on the Data Sheet. Other factors being equal,
the higher tower is preferred.

6.0 CONSTRUCTION REQUIREMENTS

Vendor is responsible for understanding and complying with all of the rules, regulations and general
contract terms and conditions in effect at the construction site.

PART 2 - REQUIREMENTS

10.0 INFORMATION REQUIRED WITH QUOTATION

10.1 Price for design and all materials. Price for any alternative designs offered by Vendor.

10.2 Drawing and data required with quotation (see GAM-EF-433):

10.2.1 Complete description of tower, including tower outline dimension drawings and
appurtenances, such as fans, gears, stairs, etc.

10.2.2 Vendor data to be submitted shall include a data sheet containing all applicable
information listed in the data sheet CTI STD-118 and the following:

• Percent recirculation (design)


• Air temperature leaving tower, °F
• Fan efficiency (including gear loss)

10.2.3 Delivery in accordance with Data Sheet.

10.2.4 Complete description and cost for any alternate(s) submitted.

10.2.5 Details of any special configurations or equipment which may be required for towers
to be located in freezing climates (required only if indicated on Data Sheet).

10.3 Exceptions to this Specification shall be clearly stated and noted as such in the quotation.
Economic justification must be included with any alternate quotation made by the bidder.

11.0 MATERIAL AND EQUIPMENT PROVIDED BY COMPANY

The following will be provided by Company or others:

11.1 Concrete basin and foundation.

11.2 Water piping external to tower and steam piping to turbine flanges.

11.3 Lighting for cooling tower platforms and stairs.

11.4 Installation of conduit and wiring for fan motors and vibration shutdown devices.

12.0 INFORMATION REQUIRED AFTER AWARD OF CONTRACT

12.1 Drawings and data required shall be as indicated on GAM-EF-433.

12.2 Within 3 weeks after award of contract, a schedule shall be furnished in quadruplicate
indicating time in weeks after receipt of order for the start and completion of all phases of the
work. This schedule shall include design, fabrication, material suborder placements,
supplier's names, and shipping dates. Thereafter, monthly reports shall be furnished showing
revisions to this schedule and the status of all material suborders.

12.3 One reproducible transparency (or 5 prints) of preliminary assembly and construction
drawings showing location and sizes of inlets and outlets, and all other information required to
proceed with connecting piping drawings and foundation designs. Drawings shall be furnished
within 4 weeks after award of contract.

12.4 One reproducible transparency (or 7 prints) of certified assembly and construction drawings
covering all details of the cooling tower shall be furnished within 2 weeks after receipt of
preliminary drawings approved by Company.

12.5 Vendor data to be submitted shall include performance curves for 90 percent, 100 percent and
110 percent of design water flow, showing tower temperatures versus ambient wet bulb
temperature. Curves shall cover cooling ranges corresponding to 60 percent, 100 percent, and
120 percent of design heat duty, at wet bulb temperature. Performance curves shall be based
on constant fan horsepower equal to design horsepower.

12.6 Vendor data to be submitted shall include a tower characteristic curve showing k-area-
volume/liquid flow rate vs. liquid flow rate/gas rate, based on the CTI method of analysis.
These shall be used for test evaluation per Part II-A-(b) of ATC-105 and shall be submitted
prior to acceptance test.

12.7 Complete calculations for each loading combination shall be provided to Company by Vendor
for each item listed below. This requirement includes any pertinent testing data or product
use documentation.

INDUCED DRAFT COOLING TOWERS

13.0 GUARANTEES AND ACCEPTANCE

13.1 Mechanical Guarantee

Vendor shall guarantee the cooling tower and all of its components in accordance with GAM-
EG-3042.

13.2 Performance Guarantee

Vendor guarantees that during an acceptance test the cooling tower will meet the performance
specifications stated in the Data Sheet. "Acceptance Test" shall mean an operating test
conducted (with Company and Vendor as observers) in accordance with the provisions of the
Cooling Tower Institute Acceptance Test Procedure ATC-105 by a representative of the
Cooling Tower Institute or an independent consultant acceptable to both Company and
Vendor. The acceptance test will be at Company's expense.

13.3 Acceptance

13.3.1 When the cooling tower is installed and is operating to Company's satisfaction,
Company may, at its option, either accept the cooling tower at such time, or have an
acceptance test performed to verify that the cooling tower meets the Performance
Guarantee stated in Section 13.2. Company will accept the cooling tower if the
guarantee is met.

Acceptance of the cooling tower by Company shall be as stated above on the date
Company gives written notice to Vendor.

13.3.2 If the cooling tower does not meet the Performance Guarantee, Company may at its
option elect to proceed under either 13.3.2.1 or 13.3.2.2 below:

13.3.2.1 Vendor shall at own expense and as promptly as possible make such
alterations, repairs and replacements as may be necessary to meet the
Performance Guarantee with the least overall loss of operating time to
Company, or

13.3.2.2 Vendor shall pay Company as liquidated damages and not as a penalty an
amount computed as follows:

The predicted GPM and the adjusted test GPM are defined in Part II-A-(b)
of CTI procedure ATC-105.
