01-1918, 12 December 2001, the


ponente discussing on anonymous complaints said, “It is often
said that the vigilant crusader is one who does not hide behind
the cloak of anonymity, but resiliently pursues his cause in the
open without fear or trepidation, for he knows there lies in him
the strength of truth and justice. Conversely, only a trembling
coward, fully knowing the futility of his action, would
conveniently seek refuge from the cover of the shadow to furtively
perpetrate his vicious design.” x x x Time and again such that it
could not be missed, there is no probative value in hearsay
statements.
