Executive Summary of Site Visit to Malitbog & Silo-O Site

Executive summary
The purpose of this document is to summarize the activities performed between dates 21 and 23 February
during the site visit to the two hydroelectric sites in Malitbog, Bukidnon, Philippines. The two structures
projects are named Malitbog and Silo-o, after the areas where they are located. Special attention was given to
the soil/rock conditions at the Silo-o area and its boreholes were studied to check for inconsistencies with the
initial assumptions.

The general location of the projects is presented in the following figure.

The first area to be explored was the Malitbog hydroelectric site. The project will use the Malitbog river as
source. The locations explored were the weir, the river diversion, and the desander tank. In general, it was
observed that the rock is at shallow depths and considerable quantities of excavation still needs to be
performed in order to reach the level of the bottom of the foundation of the future structuredesander and
forebay.

No major slope stability problems or potential failure areas were detected or observed.

The diversion works are completed, and SCIC is working on removing big boulders of the weir foundation area
foundation. Since most of the works are in boulders or already in competent rock, no slope stability issues are
foreseen for the future excavations.

On the headrace of Malitbog, the pipe trench area is being totally cleared and ready to excavate to its final
elevation and alignment (clearing and partially excavated from the chainachainage +0+000XXX to
+YYY3+907) approximately.

No activities are being performed in the powerhouse area.

The visit to Silo-o started with the surge tank area and the outlet tunnel portal, where borehole BH-3 is
located. Upon visual exploration, it was observed that the rock is shallow, but is not a sound rock: instead, it is
broken chunks that may have a high UCS, but contains significant amount of infill material.

This infill material is composed of gravel and sand and can be easily crumbled when water is added. This was
confirmed later on with the exploration company.

A 4m – 5m depth slope next to BH-3 was observed, with an inclination of 70 degrees approximately, next to
the access road. This slope has been stable since its construction, and no failure has been observed. However,
due to the nature of the weathered rock observed in this location, it is possible expected that slope stability
problems arise if this excavation goes deeper, with a similar inclination of around 70 degrees. Hence, either a
more gentle slope angle is required, or a slope support is required, in case a more gentle inclination cannot
be achieved.

Activities ended with a visit to the drilling contractor headquarters to study the preliminary borehole logs and
to visually inspect the soil/rock samples. Additionally, a discussion was held regarding borehole BH-3 (outlet
portal).

After the discussion and the visual inspection, it was confirmed that little to no recovery was obtained in most
of the rock samples, due to the granular nature of the infill of the rock. This, along with the field observations,
confirm that the infill of the rock was washed out during drilling due to the use of water to advance in the
borehole. This is in contrast with the initial assumption of the outlet portal being in competent rock.

This also confirms that a slope stability protection may be required at this location (BH-3) in case a less steep
slope is not achievable.

Preparation and clearing works are being performed in the different areas of the alignment, although no visit
to the inlet portal since there is not accessibility to it as of yet.Can you describe that you met the drilling
contractor, inspected the borehole and whether the initial conclusion are valid or not.

Can you also add a description of the works on the upstream part (weir, diversion works, desander). Also
mention that you did not visit the inlet portal since is not yet accessible.
