List-Steno-/V.Y. 2022/2021dated 30.12.2021 (2) Office Memorandum dated 04.10.2022 bearing F.No.HRD/CM/ 122/3/2021-22/5396 A list of officials [Stenographer Grade-II (Erstwhile Stenographer Grade-II!)] eligible for promotion to the post of Stenographer Grade-! (Erstwhile Stenographer Grade -II) (Grade Pay 4200/-) [Level 6 of Pay Matrix (Rs. 35,400 - Rs. 1,12,400) of 7" CPC] for the Vacancy Year 2022 (Vacancy period from 01.01.2022 to 31.12.2022) was issued by this office vide Circular referred at (1) above. 2. Subsequently, this office has received an Office Memorandum, vide F. No. HRD/CM/1 22/3/2021-22/5396 dated 04.10.2022, on the subject “Relaxation of Recruitment Rules of promotion from Stenographer Grade-ll (erstwhile Stenographer Grade-Ill) of GP 2400 to Stenographer Grade-| of GP 4200 for the Vacancy year 2022, the relevant text is reproduced as under :~ “A one-time relaxation from 5 years to 4 years in the regular service rendered in the post of Stenographer Grade-ll (erstwhile Stenographer Grade-Ill) of GP 2400 for the purpose of promotion from Stenographer Grade-Il (erstwhile Stenographer Grade-Ill) of GP 2400 to Stenographer Grade-I of GP 4200 is hereby accorded subject to fulfillment of the remaining eligibility conditions required for promotion as per the existing Recruitment Rules of Stenographer Grade-l. The said relaxation will be applicable for the Vacancy Year 2022.” 4. Accordingly, the eligibility list issued on 30.12.2021 has been revised keeping in view the above mentioned Office Memorandum dated 04.10.2022 and the eligibility criteria for promotion to the post of Stenographer Grade-I (Erstwhile Stenographer Grade -Il) (Grade Pay 4200/-), as prescribed in the Income Tax Department (Group ‘C’) Recruitment Rules, 2003, notified on 02/09/2003, under G.S.R.321. As per the said Recruitment Rules, promotion to the post of Bey Grade-I (Erstwhile Stenographer Grade -lI) is to be made from { G\ ol amongst Stenographer Grade-Il (Erstwhile Stenographer Grade -II!), who have put in five years of regular service in the grade (relaxed to four years for Vacancy Year 2022). Further, the Recruitment Rules notified on 2/9/2003 also provides that: “If a junior person is considered for promotion on the basis of his completing the prescribed qualifying period of service in that grade, all persons senior to him in the grade shall also be considered for promotion, notwithstanding that they may not have rendered the prescribed qualifying period of service in that grade but have completed successfully the prescribed period of probation.” 4. In view of DoP&T OM. No. 22011/4/2013-Estt(D) dated 08.05.2017, the crucial date for determining the eligibility for promotion for the vacancy period 2022 is 01.01.2022 5. Further vide OM No. AB-14017/17/2018-Estt.RR dated 12th August, 2021, DoP&T has granted relaxation of eligibility service delegated to the Administrative Ministry/Department for vacancy years 2022 & 2023, as indicated in the table below:- Vacancy Year | Crucial Date [Maximum _relaxat delegated to — the_~=—- Administrative Ministry/Department | 2024 11.2021 Upto 3 months for those who have completed eligibility service prescribed in the RRs by 31st March, 2021 | 2022 /1.1.2022 | Upto 3 months for those who have completed eligibility service prescribed in the RRs by 31st March, 2022 2023 1.1.2023 [Upto 3 months for those who have completed eligibility service prescribed in the RRs by 31st March, 2023 5.1. Accordingly, for the Vacancy Year 2022 the crucial date of eligibility is considered as 31-03-2022 while making the eligibility list. Only the names of Officials who fulfill the above eligibility criteria/conditions as on 31/03/2022 have been included in the eligibility list annexed hereto. 5.2. The above O.M. issued by DOPT dated 12.08.2021 has been duly reiterated by CBDT instruction vide F.No.A-50050/09/2021-DT/Per dated 30.12.2021 6. In view of DOPT & A.R. No. 36011/16/80- Estt.(SCT) dated 27.02.1981, the promotion of the officials belonging to SC/ST category against vacancy reserved for SC/ST category are subject to verification of the caste status. Accordingly, all SC/ST officials featuring in enclosed eligibility list are directed to submit certified copy of Caste Certificate in the O/o Joint. CIT(HQ) Personnel, Mumbai for verification on or before 12.10.2022. vel 7. Objections with regard to the eligibility list annexed hereto, if any, should reach this office latest by 12.10.2022. 8. This is a revised eligibility list and not a seniority list and is subject to directions from higher authorities/CBDT/DOPT/Tribunal/court of law which may have a bearing on the promotion’ seniority being affected by this Revised Eligibility list.
