Abstract

On 19th November 2023, Malaysia will hold an election. There are many possible dangers that
can happen at the polling station located in Muar,Johor . Therefore, we will use the HIRARC
method to study the possible hazards that will occur and find solutions to deal with the problems
that will occur during the election day. Based on the HIRARC procedure, first of all we need to
identify all hazards that will occur in detail. After that, we must analyze all the probability that
the hazards will occur. Last but not least, we must give suggestions to prevent the hazard from
happening.
One of the hazards that is likely to occur during voting day suc as crowded places like
polling stations will increase the chances of spreading infectious diseases. There are also many
hazards that will occur when voters are on their way to the polling station such as road
accidents. The management can also provide free face masks to voters who do not wear face
masks and provide hand sanitizer to avoid the possible spread of the covid 19.
1.Hazard Identification

1.1 Physical hazard

1.1.1 Crowded Place

➢ Hazard description: Many voters will come to vote and cause it to be a crowded place.
Crowded place can cause traffic jams and injuries when cramped.
➢ Risk level : High
➢ Potential harm : physical injuries and health injuries
➢ How to avoid?
▪ Provide time periodically to each voters
▪ Prepare the police to control the voters in an orderly manner

1.2 Health hazard

1.2.1 Easy to spread infectious disease

➢ Hazard description: A large number of voters causes disease to spread easily (e.g; COVID -
19, cough, ) due to close contact.
➢ Risk level : High
➢ Potential harm: widespread infection among voters and staff
➢ Control measures:
▪ Voters must wear a face mask
▪ Polling place in a wide area
▪ Provide hand sanitizers at polling stations

3.1 Physical Hazard

3.1.1 Crowded Place

➢ The government should make a more organized schedule with a long time interval so
as to avoid the arrival of many voters
➢ Polling places also need to be increased so as not to become overcrowded

3.2 Health Hazard

3.2.1 Easy to spread infectious disease

➢ The voting area needs to be bigger to accommodate many voters


➢ The management needs to provide face masks to the voters

Conclusion

The HIRARC assessment for Election Day has identified potential security and health
hazards that could affect the voting process. Therefore there are many dangers that can affect
voters when they want to vote at the polling place including health hazards and physical hazards.
Important actions must be taken so that voters can vote safely. It is very important because it
affects the selection of future leaders. Besides that, voters also need to take precautions to avoid
unwanted dangers.
