Two Early Voting sites were in operation on October 25%. The Raymond Jordan Senior Center and Cty Halli Room 8. The dates for Early Voting are October 25,2023 through November 3, 2023, 3, On Wednesday, October 25, 2023, Chelsea Parmentier and I set up the polling location at the Raymond Jordan Senior Center (WSC). At dpm we retrieved all ballots (used and unused) and other lection supplies to be returned to City Hall. The turnout at both city Hall and RISC was average and on ar with the turneut from the previous election, 4, Asof Friday, October 27, we noticed 2 marked increase inthe number of walkin voters at ity Hal, | eontacted Chelsea to ask check in ad she informed me that voters were coming into votein groups of 45 ata time, She noted that they were seemingly belng “bussed” In. She noted thatthe voters were belng shepherded by two specficmen. According to Chelsea the men would bring in voters that looked disheveled and some appeared to be intoxicated or otherwise under the influence. The men would stay and sten while the voters checked in an voted 5._ Asa resultof Chelsea's report and the marked increase in turnout, requested that 2 Springfield Police Officer be present for possible crowd control. Officer Sulvan was assigned toa detail in cur office for October 22, 2023, Additional, | asked Deputy Election Commissioner Shavena Martin to report to ‘Greenleaf Community Center on October 28,2023. Early voting was held at Greenleaf CC on Saturday, October 28,2023 from 9am to 4pm. 6, OnSaturday, October 28,2023, the staff and poll workers acived atthe Election Dept. in ity Hall at Approximately &30am. The fst group of voters entered the Election Dep. at 9 a.m. when the doors ‘opened. The people were being escorted into the office by 2 gentleman in a longsleeve yellow shirt. ‘The majority of them were rot registered to vote. Therefore, | reassigned our poll workers to clerical duties and directed Chelsea Parmenter, Daley Lorenzana, Sandra Vler ad Ulla Lisoo to rake the lead In handling the early voting process 7. her the first rush, | walked outside Cy Hal to see if | could see the next group of voters being Aropped off. I witnessed two large black SUVS, a Chevrolet Suburban and a Ford Expedition afiving throughout the day driven by two African American men. One man was wearing a yellow long-sleeved shit and the other was wearing are, whit, and blue shirt witha blue cap, The groups of 5-10 people would arrive periodically between 30-45 minutes. 18, Atone point a voter deposited his ballot in the balla box and asked the staff who was standing near Dicer Sutivana question. When asked Chelsea and Oficer Sullivan what the voter asked, they informed ‘ne thatthe voter was looking for payment inthe amount of ten dollars fr having voted. The voter was told thatthe election office does net pay for voting, At this pont | directed Chelsea to send an emall to ‘Will Rosenberry wino warks for the Secretary ofthe Commonwealth's Election Division, Mr. Rosenberry {isthe Elation Services Manager forthe Commonwealth and frequently serves asa resource to our office, 9. They stated that they must take the "I Voted Eary” sticker as proof that they voted. | directed staf continue telling anyone wie inquired about payment thatthe Election office does not pay voters for casing ballots, ‘Mostof the indvicuaisin these groups seemed incoherent, confused and some were Intoxicated or under the influence. Many of the new registrants used the 755 Worthington Street (Friends ofthe Homeless Shelter) as thelr esidentia address inorder to register to vote, 12, | stepped away from the office and drove up to Worthington Street to see could witness the2 SUVs ‘lcking up anyone fom the shelter. | witnessed several ofthe voters that had been at Cty Hall earlier in ‘the day siting an the ground In front of the Homeless Shelter and walking slong the sidewalk on Worthington Street. 13, | called Chelsea as she was walking out to speak to Tracye Whitfield who had come into the office and confonted two of my tff about being rude to votes. While on the phone with me Chelsea told me she saw one of the men who was transporting voters gvea man who had just voted money. lasked Chelsea If she wos able to take 2 photo, She was notable to as it happened while we were spesking. Chelsea called me after she spoke to Tracye Whitfield. A that time | asked Chelsea to walk up tothe 2 floor conference raom which directly overlooks the sde of Cy Hal. 1asked her to see she could observe the black SUVS from that vantage point 44, AsI rove on Worthington Stet! saw the same SUV that shuttling people to City Hall. The SUV was ‘a Chevrolet Suburban with Wisconsin plates. 15, | continued to asi staff during the day and ensure that all woters were able to vote. At the end of the day asked the staf to log Une Eaty Voting ballots and set aside al the ballots ana voter regstratons processed during the day. 153 ballots Were cast at Cty Hall on October 28,2023. 40 voter registration orms were filed out on the same day. 16, Sunday, October 29,2023, At the stato ary voting Chelsea an |organized and reviewed the bait ‘envelopes and registrations from the previous day. Early voting was only held a City Hall on Sunday. It was uneventful andthe only smal upticksin voting were from the "Souls to the Pols” initiative. Local churches promoted early voting and encouraged thelr members to vote. The turnout on Sunday was 97 ballots cast 17, On Monday, October 30,2023, I met with George Rooney rom IT to review the video from cameras posted around the exterior of ity Hall. Lasked Chelsea to join me and help narrow down the time frame where she had wltnessed the driver giving avoter money. 18, George used software to review the footage from the morning of October 28, 2023, from the perimeter of Cty Hal, We were able to ascertain from the video footage that many individuals who were ‘lopped off n te black Suburban and black Expedition entered City Hal, voted, and eft in te same aforementioned vehicles. At one point inthe footage two women and one man can be seen showing the ‘man in the red/white/bive shirt something. he man then proceeds to take out what appears 1 be w large bundle of cash and peel of bil and hand to each person. We asked George to rewind the footage ta‘when the ca fist appeared. Chelsea and | witnessed a third black SUV with what appeared to be Astinetve markings onthe top pul up to the back Chevy Suburban, The driver rolled down the window to speak tothe other man and it ooked like Justin Hurst. Justin Hurst then drove along the side ofthe building and parked atthe back comer ofthe building At this point inthe video after the man inthe back Suburban handed the three individuals the money, the man walked them down the sidewalk to Justin's ‘car and at least two of the women got into the black SUV driven by Justin Hurst, The man in the redj/white/blue shit talked to ustin Hurst through the drive's side window for 2 moment and the SUV driven by Justin Hurst drove off with the women inside 419, We continued to review footage frm the exterior side and back of Cty Hall. The video footage clearly shows the black SUVS arriving and departing mulile times with carloads full of people. 20,1 called Attorney Michelle Tassnari of the Secretary of the Commonwealth’s office to ask for additonal guidance, Attorney Tassinai is First Deputy Secretary for the Secretar ofthe Commonwealth lof Massachusetts as well as the Head Legal Counsel forthe same office. Ihave worked with Attorney Tassinar since 2009 and she is 2 trusted advisor on Massachusetts laws regarding elections. | gave ‘Attorney Tassina a brief summary of what | believed to be brisery ofa voter. She recommended that the City of Springfield contac te District Attomey's office and that an investigation should be done by the State Police asigned to the DA's office. Additionally, Attorney Tassinar sad she would be contacting the US Attomeys office | conti under the penalties of perjury that the foregoing statements are true to the best of my knowledge and belief.
