R23-364 CITY HALL: August 10,2023 BY: COUNCILMEMBER MORRELL COUNCILMEMBER GREEN SECONDED BY: WHEREAS, Levees.rg is an investigative public education nonprofit founded in 2005 ‘whose mission is to provide education on the failures of the levees in New Orleans during Huricane Katrina; and WHEREAS, As par oftheir public education mission, Leveesorg is leading an iitive to ensure that students seeking @ Bachelors of Science in Engineering receive instruction on engineering feilures; and WHEREAS, Looming engineering design io an iterative process that requires learning through repeated atempts and failures; and WHEREAS, Having students analyze failure points and concentrate on generating novel solutions can enhance student capabilites to design solutions and promote @ community of collaboration; and WHEREAS, It is imperative tht students understand tht although engineering failures are not desirable and no one hopes or aims fra disaster, failures are inevitable and learning about them in detail mitigates the potential for future mistakes; and WHEREAS, According to Dr. Henry Pettoski, Professor Emeritus of Civil and Environmental Engineering at Duke Univesity, failures “always teach us more than the successes about the design of things. And thus the failures often lead to redesigns to new, improved things”; andWHEREAS, There is a small but growing movement within the engineering community forthe academic study of failures; and WHEREAS, ABET, an international accrediting non-profit, is uniquely positioned t0 censure the teaching of engineering failures continues to grow and become a vital component of every Bachelors in Seience in Engineering degree program: and WHEREAS, By implementing accreditation requirements for engineering failures, ABET can modify curent student outcomes to require graduates demonsirac an awareness of past ‘engineering failures; NOW THEREFORE BEIT RESOLVED BY THE COUNCIL OF THE CITY OF NEW ORLEANS, That the City of New Orleans supports Levees.org in its efforts to ensure engineering flues are integrated into engineering curriculum across ll universities and colleges in the United Stats that offer degrees in Eaginceting BEIT FURTHER RESOLVED, That the City of New Orleans support the development ‘of accreditation requirements by ABET for enginccrngfuilures so that all colleges and universities provide students with an educational awareness of pat engineering failures.
